We are the one's who see the hard earned tax $$s of the citizens in this area used & abused and given away to enrich a few greedy people with each new administration. there is a big project coming from the mayor's office. it involves the spending of millions of dollars, and we do mean millions and millions, on the construction of a building. the project is being put out in a way which will bypass the city process and that includes the city bid laws totally. there will be no minority participation quotas to meet. we wanted to bring this to your attention so that you can keep your ears open and see if you can find out all the details

 WE DID SOME ASKING AROUND ... These readers are correct, the building is the new one being proposed for the 911 facilities. ($25 MILLION DOLLAR PROJECT) Council members say that they have already been approached by Mr. Schatte, with The Keystone Group. (ya'll remember him ... he's the man former Mayor Lanier gave the golf contract to out at Herman Park that caused such an uproar, no bids done in that job either). Mr. Schatte has told council members, that his organization had ALREADY won the RFP. Funny thing ... when pressed for the other bidders names, Mr. Schatte told council members, he couldn't remember their names, but according to council members Keystone says they had won the bid after a lengthy RFP was submitted.  Another funny thing .... there have been no RFP's issued calling for this job. One council member Housnitch spoke with, said that Mr. Schatte had informed him that they had been traveling with Mr. Donald K. Hollingsworth ,  (the Mayor's Senior Executive Assistant), to other cities, visiting their 911 facilities ... HEY! WAIT A MINUTE! ... This is a big deal the mayor is cooking up. It  will by-pass a lot of the city and state laws; bid laws, minority participation, policies & procedures. It also has taken the matter of input away from council members, much like the Mayor's proposed SUPER NEIGHBORHOODS does ..... It is becoming increasingly more & more obvious to Housnitch , that this Administration doesn't need City Council . Time after time they cut deals without Council's approval, and/or following the law, rules, regulations, policies & procedures that are set forth by our State & our own city ordinances. Why do we have these rules, laws, policies & procedures if they are NOT being upheld. (Mayor, you're a former Police Chief ... you know that NO MAN is above the law!)  More than one council member has informed this editor that they will not support this deal. GOOD FOR YOU!  and IF this deal goes through....Housnitch will file a complaint with the State, or who ever else necessary, concerning the breaking of the bid laws .... WE'RE LOOKING OUT FOR YOU HOUSTON!!!! Council members .... ya'll are gonna have to fight for your right to represent your constituents & to exercise your powers. This Administration obviously doesn't recognize your ability to be able to do this. Lee P. Brown is continually doing end runs around the Council. TEACH HIM A LESSON COUNCIL MEMBERS 


Here's another policy, procedure, and rule of our city that is being violated readers .... This time the culprit is HILDA GARZA-SCOTT ... (does that surprise anyone) .... while the Mayor is arguing with the Houston Firefighters Assoc about a measly 2% increase in pay ..... Hilda Garza-Scott in an attempt to pay back supporters of the Mayor is going through with "blanket promotions". When this editor made comment to the Mayor yesterday in the city council meeting, about the rises in CERTAIN employees pay ... the mayor became adamant that NO ONE on his watch had received as much as i told him. We'll talk about that certain pay raise next .... right now ... let's look at Hilda's 29 favored names to be given blanket promotions .... here's the list of names boys & girls ...

and this came from Hilda's own e-mail system guys, look right down there at the bottom, she's calling for GROUP EPE'S, (WANNA BET THEY ALL SAY THE SAME THING?) ... many of these people will go from pay grade 17 to pay grade 29 ... And guess what Mayor ... that's an increase in pay of 100% ... hey you firefighters....makes your paltry 2% look really bad huh? Collective "begging" sucks doesn't it? Hold out for more, Lee will need your support IF he has the balls to run again.... WE AREN'T EXPECTING THE MAYOR TO RESPOND TO THIS...BUT WE SURE HOPE SOME OF YOU OTHER CITY EMPLOYEES & REPRESENTATIVES DO ... (IF we were Policemen or Firemen in this city he'd raise holy hell about this, other employees should too, we've all had to delay our little increase this past year) ... why does Hilda get to reward these people with a 100% increase when by doing so she is violating all the rules, policies & procedures set forth for promotions in P.W.& E? (Maybe you firefighters need to get Hilda to help you... naw ...even a raise in pay isn't worth dancing with that sacred cow.)


Here is another tidbit:

Dolores Rodgers in Aviation made $55,000
in  97, and then $61,000 in 98, $71,000 in 99, and this year she reports on her 1040 --- $76,000. (she made $41,000 in 1991 and went to $55,000 during Lanier's administration...so that's a little more than 30% under him)

That's over 45% increase in less than 2  years. (ok Mayor...she hasn't had a 75% increase, ONLY under you.... as I mistakenly said in Council yesterday, for that I do humbly apologize) ... only a little more than 45% under your watchful eye ... but then again, Rick Vacar has gotten a raise, and so has Carl Holmes .... and there are so many that have been given promotions without anyone following city procedures for them...like that  supervisor who Housnitch was told by a council member was found guilty of sexual harassment, we hear you have the paperwork in on his promotion .... hmmmm... sexually harass city employees & you get a promotion along with a pay raise .... you know what .... a 15 year veteran of the HFD only makes about $40,000 a year & they put their lives on the line ... same with Police officers .... HOW SCREWED UP IS THIS SCENARIO Readers?

Employee salaries are public record, just look in the budget. The reason there was pressure to get rid of parking was to reduce aviation payroll by 200 employees to compensate for the large raises that have been handed out in the last two or three years.  anyone over paygrade 25 has been "reclassified" at the administration building, intercontinental airport too.
JUST LOOK AT THE BUDGET COUNCIL MEMBERS   ...   :-)

The airlines are po'd at the rise in costs .....  wonder why?
