.......Tugging stylish Bollé sunglasses from his face, Sanchez gazed at workers trying to fix a southeast Houston sewer line that had been repaired months earlier......

Orlando has been passing through this mess DAILY, and didn't say a word about what was going in, UNTIL Councilmember Goldberg raised discussion of the problem at City Council table.

Laugh Out Loud! When Councilmember Sanchez showed up at a Northside B.O.N.D meeting back on the 17th of April, 2001, he was assailed by this predominantly Hispanic Civic Association, when he showed up with a camera crew from Channel 13. "WHERE HAVE YOU BEEN FOR 6 YEARS?????  NOW THAT YOU WANT TO RUN FOR MAYOR YOU WANT OUR VOTE????? AND YOU BRING A CAMERA CREW WITH YOU TO SHOW WHAT A GOOD JOB YOU'RE DOING???? TOO LITTLE TOO LATE"  

Today Hispanics aren't so easily mis-led. They are informed, involved, and they vote in larger numbers than ever before. And they don't  follow where their "so called" leaders want them to.

Of the three declared candidates for mayor, the one that would be the worst for the Mexican American community is Orlando Sanchez. I say this as a  Mexican American native Houstonian. The conservative Republicans are behind this and if they succeed it will have a tremendous negative impact on us, African Americans, and moderate whites. Don't fall for it, Mr. Sanchez will be our Clarence Thomas.
George W. and his followers are trying to reward the Cubans for their support of his presidency. You can see their fingerprints all over Mr. Sanchez's candidacy. If elected, Mr. Sanchez will work against the Mexican American community for opposing Mr. Bush. Examine his record as a city councilman and you will see that he  already has these inclinations, only in a fairly powerless position. And Imagine the havoc that Mr. Sanchez can create between African Americans, Mexican Americans and whites.
To the blacks I say, they cheated you in Florida and they are going to try it again here. To the Mexican Americans I say don't vote for the man just because he has a Spanish surname and don't believe their rhetoric that your values are best represented by Republicans. And to the moderate whites I say that we do not need extremist politicians running our lives.

It will be a very hot August-November 2001....

Showri Nadagiri SHOWRI NANDAGIRI, ACTING Deputy Director... ENGINEERING, CONSTRUCTION AND
REAL ESTATE (ECRE) DIVISION. 

The Engineering, Construction, and Real Estate (ECRE) Division, led by Acting Deputy Director Showri Nandagiri, P.E., is responsible for the implementation of all design phase and construction bid phase infrastructure projects, including all real estate and leasing activities for the City.  Additionally the ECRE Division is responsible for providing project management services and for delivery quality construction in a timely manner. The Division also reviews all private construction within the City's jurisdiction.

Showri is one of our original 3 Stooges. He has just recently been found GUILTY by the OIG's office of having used city recourses & equipment for his PERSONAL gain. And he is the one who approved that fiasco up there in Goldberg's district. In fact Councilmember Goldberg asked him repeatedly for documents relating to that mess, and Showri repeatedly IGNORED him.

Do ya know how Tom Rolen has handled this boondoggle that the Mayor wants investigated?...(MAYOR ORDER'S AUDIT!)..Last Thursday he made Showri  PERMANENT deputy Director....(WAY TO GO TOM!!!! GREAT ACCOUNTABILITY)

SCREWING UP & WASTING TAX DOLLARS PAYS OFF IN THIS ADMINISTRATION!!!!!

(Upon being named to the position permanently, Showri had maintenance personnel come in to Planning & Review in the middle of the night and move two secretaries desks & belongings out. When they arrived the next morning for work they had no idea what was going on, or where their desks, computers & personal belongings were. Neither did their boss. This may be the way things are done in India , Showri ...but not here in Houston, Texas USA.)

Showri is also responsible for having us taxpayers foot the bill for a recent fundraiser for victims of the earthquake in India. While we all have our charities we support, City tax dollars shouldn't be used for them. The following flyer was given to 700 people in PW&E. @ $20 a pop...that's a lot of money when we can't even make payroll without borrowing from one fund or another.

Herb Lum

Herbert Lum, P.E., is responsible for supporting the implementation of the Capital Improvement Plan (CIP) and improving the quality of the City's infrastructure through inter-agency coordination.

Yet he has been found guilty of altering a city document, and breaking departmental policies.. by the OIG.. and IF he was coordinating Why has Brian Smith's management of 25 projects already been signed off on by LUM, and final payment made...when only 14 of the projects are actually finished, and now we can't get them back to do the rest of the 11? 

 

And IF there was Coordination, why is the Mayor having that Audit done? Showri signed the RCA's...but didn't Herb catch the screw up? (well duh....obviously not! but we like asking anyway!) 

Also Lum has been found guilty AGAIN on the same problem...

WHY ARE THESE PEOPLE LEFT IN POSITIONS OF AUTHORITY????? WE THOUGHT TOM ROLEN KNEW WHAT HE WAS DOING.

Ya see, David Anthony Eastwood (formerly Nader Poormoayed) is claiming his father was born in India, therefore even though he is Iranian, he should be designated a minority because even though Iranians don't have minority status, Indians do. Well, we asked Councilmember Quan about this....Gordon says..."Hmmmm, let me see....My parents are Chinese, I'm Chinese, but say my father is born in England...it doesn't matter.....I'm still Chinese....." Exactly our thoughts. It doesn't matter WHERE  Mr. Eastwood's parents are born (by the way, we hear Nader had a thing for Clint Eastwood, and so he decided to change his name legally). Mr. Eastwood's father was Iranian, whose mother  happened to be in India at the time he was delivered. He's still Iranian! And Iranians are NOT classified as minority, disadvantaged business people. Though it is not from lack of Mr. Eastwood not attempting to change federal law....

Actually he's been buying & selling properties since 1989...a year before this letter was written...so i doesn't seem as though he was disadvantaged in acquiring credit or property opportunities...

After taking a trip to GeoTech's website...we saw that Mr. Eastwood claims to be working/have done work in Louisiana. We checked with the Louisiana Secretary of State's office to see if he was/had been doing business there...IF  HE IS/HAS...IT'S ILLEGAL because he hasn't registered with them to do any business, which you must to if you are doing work in their state

Same goes for New Mexico.

And while Oklahoma is one of the few States that charges for a business search (which we don't have the money for)...we believe he's not been registered there either.

Ratnala & Bahl...we understood that they were "weaned" from the MWDBE list last year....WHY ARE THEY BACK ON THERE??????? (think we wouldn't check?)

Also....BOVAY isn't there any more...so all you PRIME job holders...you aren't making your quotas if you are using them as a sub.... (Bovay is another company we couldn't figure out how they received certification as a MWDBE)

.......In a heated meeting with Garcia last month, Brown emphasized that he was determined to include Jackson in the bond work. Garcia opposed using Jackson, because of both the firm's past performance problems and its lack of minority certification with the city. At one point the mayor consulted with Al Haines, his chief administrative officer, and then assured Garcia the firm was MWDBE-certified. He took that position, even though an eligibility list by affirmative-action director John de Leon clearly showed no certification for the firm.......

City's pothole count is full of holes

While Houston drivers dodged road work and evaded craters on some of the city's most traveled streets, city Public Works employees were taking credit for thousands of pothole repairs that were never made........

What else is new?....We've been telling anyone who would listen that the people in positions of authority over in PW&E is nothing but lies, damn lies & statistics! Buddy Buddy deals so Lee can pay off his cronies...work done properly or not.

At a meeting last evening...i heard a gentleman talking on this subject, he said that as a child he went to council & remembers very distinctly Jim McConn answer a reporter when asked about pot holes...and how the City arrived at a formula for knowing how many they had fixed...He said McConn responded that he didn't know anything about pot holes...but he knew about asphalt...and how much each pot hole takes to fill it... According to snitches...THAT is the formula for figuring potholes....You can't expect a worker to do arithmetic while he's working with 2000 degree heat from an asphalt hopper

Latest rumors in the bs department----
 trinh pham's relationship with PGI, which is on contract to the city, is so close that she has PGI hire her friends to do the city's work; OIG should really investigae this realtionship, it could be illegal (so what else is new)
trinh may not really be leaving, she will maintain her relationship with the city as a consultant making ever more money for doing less work, if that's possible since she's never done any work since she's never at work!  just what is the nature of trinh's relationship with queen monique that they never can say goodbye.  makes one wonder.
mayor has queen monique from filling trinh's job until after the election because of all the controvisory in the bs department; the time until after the election will be used to install more "interium" people, and we know the fate of interiums under queen monique, interium means you're entirely disposable and will be fired or removed at her slightest whim queen monique has been in sunny Las Vegas on another of her traveling escapades; out of town brown  meets traveling monique, where else but on the road; by the way, who accompanied the queen on this trip?  I think we'd all be surprised to find out. who'll win the battle between queen monique and jordy; the queen has her eyes set on taking over convention facilities, but jordy says no way.  who's got the most stroke with the mayor?  the money's with jordy but queen monique is pulling out all the stops to get her way not one employee lost their take home priviledge with a city car; queen monique approved every request to continue taking them home, even on folk who drive 900 miles to and from home every month.

  I work in the bs department and queen monique and trinh pham would have my head on a platter if they even thought someone didn't support them.  I wish you luck though.  These two, queen monique and trinh, have taken corruption to a new level, even by city standards.  It's time to clean house completely.  I'll do what I can do but only from a distance.

Some time ago I wrote to you to express my dissatisfaction with the arrangement whereby the Mayor appoints the Police Chief and the Police Chief presides over both the Inspector General and the Internal Affairs Director.

Such an arrangement can make it very difficult to initiate disciplinary action against anyone who holds favor with the Mayor or the Police Chief. At the time I expressed these concerns you felt this was not a problem. Have you  had any recent experiences that may cause you to believe the arrangement is not working for the interests of the community?

I believe a citizenıs committee is necessary to get the politics out of law enforcement. Who would you select as members of such a committee?

We aren't sure of EVERYONE we'd pick...but we would start with Maria Jimenez, Barry Klein, Dennis Keim, (and several snitches we can't name here).. and Joe Ramon. BUT we'd give OIG the autonomy it needed FIRST.  (and why pick those we did name?...because they have proven themselves UNCOMPROMISING in their pursuit of truth & right)

In my wanderings I came to an understanding that the approach I was taking to get a Total Quality Management System (TQMS) in Houston by politicians was an impossibility.  You said it and its true.   There are no more Statesmen out there to carry the message and program.  But there are statesmen out here that don't want to get involved with politics that still want to fix the problems in City hall.  So I was wondering if it would be possible to have the TQMS outside of the political arena and getting the data transferred to the TQMS system via a mag tape of Disks under the freedom of information act? 
What do you think?  Feasible - Cost - Problems - Practical - Doable?  Requirements:  Hardware, Software both system and interface, Personnel, and citizens support with Money. And a more visible way of showing the public the progress, problems, status and the support required to maintain the drive for a more cost effective city government.

My opinion?....honestly...i can't answer your questions...but i will forward this to people who can...and let you know what they advise me. (Pancho Villa could neither read nor write...but he had people around him who could! and he killed those who lied to him.) Let me ask those around me...ok?

keep your eyes open on the latest news concerning the placement of the new fire station downtown.  the mayor is pushing the site at memorial and the gulf freeway, a city parking lot.  he is being helped by queen monique in the bs department.  this is a terrible site for a fire station.  the traffic flow through there is terrible.  fire fighters are upset because they won't be able to respond to emergencies in downtown if the traffic is bad.  the problem here is money.  queen monique is saying the city can save the 1.5 million dollars it will cost to buy the site the fire fighters really want down on mcgowen.  true but what about the fire department being able to save lives and property.  the parking lot location is wrong.  this is a political decision that compromises the safety and property of taxpayers.

Mr. Bryant (Pete) Trenary will be the guest speaker on this subject on April 27, 2001 at the Friday Noon luncheon of the Houston Property Rights Association. Mr. Trenary, of Dallas, is the President and developer of Aerorail, an elevated mass transit system, somewhat similar to the monorail technologies. The aircraft-styled cars are suspended from an overhead guideway which contains and protects the running gear from inclement weather and allows safe operation over and above all street traffic.  The guideways are mounted on pylons, which do not cause disruption of streets, traffic
lanes, and businesses, with installation times much shorter than light rail. The boarding stations are street level or second-floor level, accessible by elevator, escalator and wheelchair, and may be integral with business establishments. The system can be installed more cheaply than light rail, and because it is automated, has the potential to cover operation costs from the fare box and to retire revenue bonds. Speeds up to 70  mph are limited only by the number of transit stops, not by the impacted traffic below. The ease and flexibility of installation is ideal for running commuter lines to suburbs and airports, as well as for a branching network of lines within the Loop. The necessity that the publicıs business, in governmental offices of all kinds, be conducted with minimum standards of honesty has led to recognition by the courts of three different kinds of offenses: (a) doing an act which is wrongful in itself, called malfeasance, (b) doing an otherwise lawful act in an unlawful manner, called malfeasance, or (c)  omitting to do an act required by the duties of the office, called nonfeasance.

By failing to review all the reasonable alternatives to light rail as required by the Texas Transportation Code (which requires competitive bidding)  and by making false statements in public about the safety, costs and other and benefits of light rail over alternate transportation modes (Monorail, the mode preferred by a previous Metro Board) Metro's officials, who are not celebrated for their honesty, have obviously not conducted the publicıs business properly. I believe thatıs called Misconduct in Office.

We heard someone on Jon Matthews talking about a recall petition for Lee P & Metro Board members....anyone have a copy of these?????

Subject: HouSnitch and I Have Answers

                                           In the most recent edition of "HouSnitch",

                                                       two matters came to mind.

(1) Pay raises for city employees (non-classified)
(2) The Signs with Mayor L. P. Brown at IAH
(1) The raises for police and fire are dictated by the "Meet and Confer" Agreement with the
City of Houston.  When the civilian employees get some sense, and spend the needed
money to receive such a contract, then raises will be forthcoming.
 I feel that the city employees are as important as the Police and Fire. Most city employees
have to work at least 7 hours for eight hours of pay. I wonder what the average time for
police and fire work? 
 I have a wonderful way to make the pay for civilian employees easier to pay for...
FORCE the police and fire officers to live in the CITY that pays them. Living in Harris, Fort Bend,
or surrounding counties will not survice.   If you want a City pay check, live in the City. If they don't
then, force them to pay for the privilege of working for the City. I have an idea, most other city employees do,
live in the City that pays them.
 (2) I understand the $500 thousand signs at IAH, where not paid for by the citizens of Houston.
My understand is that Federal money, paid for whatever to IAH (COH Aviation) paid for the signs.
Makes we wonder, how much other money is uselessly thrown away..

Lots of federal $$$$$$ wasted in this City Darlin!

Health Advice

Q:    I've heard that cardiovascular exercise can prolong life.  Is this
    true? 

A:    Your heart is only good for so many beats, and that's it. 
    Everything wears out eventually.  Speeding up your heart will not
    make you live longer; it just seems longer.  It's kind of like
    thinking you can extend the life of your car by driving it faster.
    Want to live longer?  Take a nap. 


Q:    Should I cut down on meat and eat more fruits and vegetables? 

A:    You must grasp logistical efficiencies.  What does a cow eat?  Hay
    and corn.  And what are these?  Vegetables.  So a steak is nothing
    more than an efficient mechanism of delivering vegetables to your
    system.  Need grain?  Eat chicken.  Beef is also a good source of
    field grass (green leafy vegetable). And a pork chop can give you
    100% of your recommended daily allowance of vegetable slop. 


Q:    Are beer or wine bad for me?

A:    Look, it goes to the earlier point about fruits and vegetables. As
    we all know, scientists divide everything in the world into three
    categories animal, mineral, and vegetable.  We all know that beer
    and wine are not animal, and they are not on the periodic table of
    elements, so that only leaves one thing, right?  My advice Have a
    burger and a beer and enjoy your liquid vegetables.  


Q:    How can I calculate my body/fat ratio? 

A:    Well, if you have a body, and you have body fat, your ratio is one
    to one. If you have two bodies, your ratio is two to one, etc. 


Q:    At the gym, a guy asked me to "spot" for him while he did the :   
    bench press. What did he mean? 

A:    "Spotting" for someone means you stand over him while he blows air
    up your shorts.  It's an accepted practice at health clubs; though
    if you find that it becomes the ONLY reason why you're going in, you
    probably ought to reevaluate your exercise program. 


Q:    What are some of the advantages of participating in a regular
    exercise program? 

A:    Can't think of a single one, sorry.  My philosophy is No Pain-No
    Pain. 


Q:    Will sit-ups help prevent me from getting a little soft around the
    middle? 

A:    Definitely not!  When you exercise a muscle, it gets bigger.  You
    should only be doing sit-ups if you want a bigger stomach.
