The ITD department directed under the one and only Richard Lewis is up to some old tricks again. They have managed to hire Janis Jefferson (Deputy Director - $95,000+) with Jefferson and Associates. I am curious as to how they can hire someone from a Consulting Company that does Business with the City Of Houston. There are several outsourcing contracts pending and it will be interesting to see if Jefferson and Associates take home the prize. (Something like why Cheryl Dotson was dismissed for?)

Also, I know the City has a policy on convicted criminal, I think right? Well check out of the contractors resume - Chuck Biggs- 311. Go to the Texas Sex Offenders website for his working history.
Thought these items were worth mentioning.

We don't normally do these kind of stories.....but since "Operation Tarmac" last couple of weeks, and so many people losing their jobs because of felonies in their backgrounds...even though they were working under contract held by a third party...AND we know for sure that the OIG already had an administrative complaint filed against this man ... (improper use of city computer, our sources say he was running a computer program on the 311 system designed for trying to contact UFO's/extra terrestrials or something) We did have to ask why no action had been taken against Biggs.

IF contract employees at the airport are a security risk ... why isn't a felon with inside access to our computer systems?

Richard Lewis, Director of our city IT department was informed of this man's background on August 29th.

His official statement to Housnitch was, " While the security, and safety of my employees and their children are a concern for me, I must be fair to this man too."

"I have consulted with legal, and written several letters. Besides, Mrs. Flores, it's only one count and do you even know what it was?"

I informed him it was 2 counts. and then i read them off to him. He asked for a copy of what i was reading, and i sent it to him.

You can see it up there.....it's the "Public Data" document. 

I know i'm not nearly as smart as Mr. Lewis, but wouldn't common sense say that ... 
"Multiple sentence Concurrent", mean more than one offense?

And although it says only one "Cause number
065536701040"....... the document also says..."Court offense number 36010001, and Court offense number 36010002.

BOTH offenses were appealed...and both offenses were "Final disposition on appeal cases  ....  Affirmed.

OIG's Lt. Hartnett, said he had the computer abuse case still sitting on his desk .... HOUSNITCH'S source said it was a "sustained finding of misuse of a city computer"

Lt. Hartnett said, "It's still sitting on my desk".

"We have contacted legal concerning the felony matter."

Hey Housnitch! We already have a whole bunch of them fitness Czars over here in Planning and  Development!  Except they appointed themselves and they sure cost more than the Mayor's $1 a year dude!

Realistically, P& D should be called Fitness Planning and Development!

Most of the upper management officials in P&D  can be seen walking the "tunnel" during business hours. While you guys keep your eye on PW&E, you're missing a LOT of mismanagement going on over here. You really should take some kind of action to curb the ever growing excessive termite kings and queens in P&D that have been using their work hours in the tunnel for their daily workouts.

These highly placed city officials drawing very high salaries are producing nothing more than a few sweat beads from their time spent in the tunnel. Not all of them are working out, plenty are eating, or just shopping, but truth be told, these high salaried employees produce NOTHING, while mid and lower level workers carry this department on their backs.

The city is broke, and facing financial troubles daily...yet we continue to pay huge salaries to incompetents.

Just like PW&E....P&D is top heavy with scores of assistant directors, division managers, and administrative managers, so many in fact,  that they actually have nothing to do BUT haunt the tunnels!

We've picked who we believe is the cream of the crop over here, to tell you about. (don't tell us to talk to Bob Litke...him and this manager attend private parties in one another's homes...no way he'd discipline a pet!)

Division manager , Madan Mangal, over in LONG RANGE PLANNING takes the cake in fitness/exercising on city time.

Here's how his daily agenda goes:

    1.) Comes to walk (not work) at 7:30 am.

    2.) Reads newspaper (borrowed from P&D) 

    3.) Drinks his coffee and finishes newspaper between 8:30-9:00 am

    4.) Leaves for an hour walk from 9 to 10:00 am.

    5.) Returns to office shortly after 10:00 am. 

    6.) Talks on phone until 11:00 am.

    7.) Goes to kitchen to warm up lunch at 11:00 am

     8.) Finishes lunch around 11:45 am.

      9.) Washes his dishes until 11:55 am.

     10.) Returns to office, closing door for a nap from                    12-1:00  pm.

      11.) Shuffles papers, talks on phone until 3:00 pm (has own real estate business on the side)

       12.) Takes afternoon walk around 3 pm

        13.) Returns to office around 3:45 pm

        14.) Leaves office before 4:30pm for home.

Since he's a division manager, no one can point out his proclivity for cheating the city out of a pay check.

The Assistant Director over this Division is so busy promoting her pets to higher positions over here that she doesn't have time to attend to this matter.

See if you can get the Mayor to check out the corruption and top heavy upper management going on over here Housnitch. Tell him he can find most of them in the tunnel!

Back again writing about the dysfunctional department heads in the BS Department........

Can You Answer???

1. Why Ollie Schiller was brought to BS Department and can she be shipped back where she came from?
2. While we are told the budget is so tight, why does Ms. Schiller have the authority to purchase chair after chair at the cost of the department to fit her color criteria of her office when she had an executive chair in the first place. And when some are purchased, for some silly reason, she doesn't like them, so they are placed along the walls on the second floor of the Administrative Services area for decorations we guess. That's a waste of the department's budget!
3. While we are constantly told there is no money in the budget in BS for promotions, we are seeing promotions from Property Management Section to Design and Construction. Why is that? How can an employee be promoted twice within a few months when again, we are told there is no money in the budget for promotions? These are management promotions!
4. How can an employee who has the title of Project Manager be transfered to Property Management (doing nothing) at his request when employees with those titles are in the Design and Construction Section just because he doesn't want to work under a supervisor that has been placed over that section?
5. Why is Design and Construction more "top heavy" than PWE? Is there really a need?
6. Why is Issa Dadousch permitted to be anything besides a low paid employee due to his nasty attitude?
7. Why is it, the only time Monique McGilbra speaks to her employees is when either she wants something out of them, like a CMC donation or participation in some activity to make her look good?
8. Why is it, Larry Baker NEVER returns telephone calls from managers from other departments just because he deems it unnecessary to do so?
9. Why is it, the BS department only got one paid personal day last year when other departments received two for their employees?
10. Why is it, some employees are allowed privileges when other are not, for instance this past Labor Day holiday..it was stated Ms. McGilbra's instructions were no employees would be allowed to leave early unless they used their vacation time, but others were allowed to do so without using their time?

That's just the beginning..............more to come Brenda!

Can any of you councilmembers answer these questions? And i can't wait for more information....hey! why not an outside audit of this department ?

Here are a few answers to the questions posed about the BS department

Why is ollie schiller in BS? Simple. Ollie worked for Melvin Embry in PW. melvin agreed to step in and help BS out with their budget a couple of years ago and ollie was presented as the budget guru. The only catch to melvin's offer was that ollie had to REMAIN in BS when the work was completed. Melvin wanted to get rid of ollie in any way possible and that was his chance. By the way, ollie was a division manager over sign administration in PW before her transfer. Her job was so useless that Melvin didn't even have to fill the position after she was gone! Another winner for monique's failed management "team". FYI: ollie's in line for retirement soon and her pension will be a cool $76,500.00 a year for the rest of her life, guaranteed by the taxpayers of the city of houston.

Why is ollie schiller permitted to buy so many chairs? Simple. She has control over the funds! The only people in a position to question her, raymond morin and monique mcgilbra, have no idea what's going on so how can they stop her. besides, she gets them what they want, too.

What's up with all the management promotions when they's no money? What kind of question is this? Anyone who's worked with the city more than a year should know that the statement that there is no money is the standard line for rank and file peons. There is plenty of money for management promotions. PLENTY! This has always been true of monique mcgilbra. she pays her friends well.

Why is design and construction more top heavy than PW? The entire BS department is top heavy and has been since its inception. The design and construction division more than any other in BS is a dumping ground for incompetent employees. Having said that, if monique was a truly good manager, she would recognize her own incompetence and transfer herself to the design and construction division!!

Why is issa dadouch permitted to be anything? Hard question to answer in a few words but our take is that issa is a great one man show but he has no management or people skills whatsoever. He is sour, arrogant, and has a chip on his shoulder. He brags that one day he will be director. Watch out monique, he's gunnning for your job. As for his wife Dawn, she was a pet of jerry dinkins, former assistant director of PW under lanier, indicted for the work at 611 Walker. She's been promoted because of her looks, nothing more.

Why doe monique mcgilbra only speak to her employees on special occasions? Simple to answer: BITCH.

Why doesn't larry baker return phone calls? Larry's in way over his head and he's afraid of what a call may turn up. he's only there because of monique's inability to hire, or promote, competent employees. Larry should be back supervising the cleaning folk.

Why are some BS employees granted special privileges? They're friends of monique mcgilbra. The rest of the department doesn't count!

Can anyone tell me just who is competent in the BS department?

I can only speak in generalities about Issa.  I know that he was a "one man show" before his promotion to assistant director.  He dwelt with construction contracts for the parks department.  Most of them were very specific projects and he had the luxury of devoting all his time to supervising the contractors.  He developed many simple procedures and managed to present these unremarkable, "step 1, step 2, step 3", procedures as an operational odology.  Because his superiors, in particular Monique McGilbra, were ignorant of the way things are accomplished, he was able to present himself as an effective manager.  Issa has attempted to manage larger projects using his procedures and they just do not work.  However, his real downfall is his attitude and lack of management skills, and worst of all lack of people skills.  As for Dawn, a knock out body does make for a successful career.

As I read your latest Housnitch, I had to reply to your last question.

Yes, there are many competent folks who work in the Building Services Department. They are not the ones who are respected for what they know or do though. They are worked to death, promised by MMcGilbra.."If you show me that you can do your job, I promise to show you in increase of pay". B....l....Sh.....t!

That is a lie if there was ever one told. What she does is bring people in from other departments and promote them where there are those who actually helped to "man"or "woman" this department before she stepped her foot on BS's soil to be the Director. They are given nothing, but additional work to do with no pay raise and are told the budget is soooo tight and there is no money for raises, but just like the other writer said, we sit and watch certain people get promoted in the Design and Construction and Property Management Sections like it isn't nothing!
But the constant saying is our budget is so tight, but "I always am fighting for you people and am in your corner to get the best for you" Bull Sh.t!

What does she think we are..a bunch of morons or something? Does she really think that we all fell off of a turnup truck or something? Who the hell does she think she is..God's gift??? And another thing..in case you didn't know....she is a single woman now. I guess Donnie could not take it anymore. Poor thing...he does look better these days since he is not married to her anymore. He just does not know that may have been a blessing in disguise.

So again I say, there are some who are competent who work in the BS department. They are not the ones who are highly paid though or for that matter not even decently paid. You have people who bring a large amount of experience from PWE to this department but she does not use them in the correct capacities. Then you have some who were brought over who are a "waste of money" on the city's payroll..for instance....

Danny Gonzales..worked in the PWE for years. He has "kissed ass" to get to the position he has as Project Manager. So whoever the writer was in your letter was right.

You just might have to be placed back under his direction before it is all said and done!

And we wont get on the wagon of Ollie Schiller...everyone who worked in PWE and everywhere else in the City knows her reputation and what she is all about. We don't know how Monique could have not known. Nobody wants Ollie anywhere else in the City. Would you?

Jacqueline Nisby..another legal reject. Who ever heard of a Director paying a Sr. Staff Analyst the type of salary Monique is paying her? Who ever heard of a Director having an "attorney" on staff anyway? This is not the Legal Department! O but excuse us...she has a degree. Wonder who would take her if Monique's throne was taken away from her, or shall we say WHEN Monique's throne is taken away from her? Won't be long now.

And what about Richard Vella? He Da Man!..is on his way to Deputy Assistant Director fast! We wonder how much of his "family Jewels" did he use to get that position out of Monique?

We could give you a list of names of people who work in the BS Department who ARE competent in the jobs given them and other areas, if given a chance, but we won't, because it would only cause them problems on the job with "Queen Monique".

But we say to them..keep on chugging because it wont be long before chances will come for this department and those who work in it.

LEE PEE is back to his old tricks once again. Fooling the Council and the public. Remember all those unqualified engineers and AD's that were given mass promotions in the Public Works Department by Hilda Scott. They are now being demoted so that the Mayor can claim that he  has saved the department from self destruction and also the tax payers whole bunch of monies as part of his GREAT LEGACY.  Guess what!!!! Yes, they are being demoted but they will receive the same amount $$$ in their pay checks. Who does he think he is fooling.

Can we get some CM's to question this at the next Council meeting?

Have you heard about the new (really old and senile) Director of Public Works and Engineering's plan to implement the Discipline Without Punishment Based Program that the Aviation Department has had such success with? He has had numerous MANDATORY meetings with his senior staff to discuss his ULTIMATE commitment to this program. You may investigate the amount of time and money that has been spent implementing this program and showing how committed Mr. Jon C. Vanden Bosch is to this program. If you're not familiar with this program, ask any of the Department's Senior Staff for a copy of the book. Each of them were provided a copy at a cost of $25 plus each. You do the calculation for this not to mention all the committees, subcommittees and workshop that have been headed by Gloria Cordova Truitt, Gary (pretty boy) Oradat, Carl (Kermit the frog) Bowker, Theresa Battenfield, Jim Mitchell, Karen (I'm a lawyer) Leback, David (I'm related to the Director) Leal………..You know the overpaid under-worked long term Department deadweight employees.

Apparently, Mr. Vanden Bosch either never read the book or had a senior moment when he recently asked for the immediate resignation of (fired) one of his long term Right-of-Way Maintenance employees, (recently promoted to Assistant Director by the Director, Vanden Bosch?) John Girardi. According to his newly appointed puppet and Deputy Director, Eric Dargan this was needed because of Mr. Girardi's "knowing an item was not correct and not bringing it to his (the Senile Director's) attention?" At the Maintenance and Right-of-Way Maintenance Senior staff meeting on August 22, 2002, the agenda included a new policy that if you know an item is not correct you are to inform either the Deputy Director or the Director that the item is not correct. Apparently, the Director does not plan on sleeping if he expects Department of Public Works and Engineering Employees to contact him if they know "an item is not correct?"

Do you believe this? Firing a 25 plus year employee who has recently being diagnosed with a serious medical condition and probably was considering retirement for some kind of BS like that? This is by no stretch of anyone's imagination a secret, since he did this in front of the entire Maintenance and Right-of-Way Maintenance Division's Senior Staff! Again, according to Eric Dargan, Mr. Vanden Bosch was trying to send a message to the Department?

Well, Mr. Director what is the message; Discipline Without Punishment or the old Mr. Vanden Bosch is back? You can't have it both ways??????????????????

We hope the Honorable Mayor and Council Members remember and remind Mr. Vanden Bosch of this when asked to approve ANY and ALL expenditures associated with the program from the "I SPEAKITH WITH FORKED TONGUE" Director of the Department of Public Works and Engineering.

We hope Housnitch or one of those investigative reporters looks into the amount of money spent on the Director's ULTIMATE COMMITMENT TO THIS PROGRAM???????

We also hope Mr. Girardi has consulted with an Attorney, other than Karen Leback.
