We are --- married & single-male & female, maintenance worker to Deputy Directors. We are the faceless civil servants who year after year do our job. We are the one's who see the hard earned tax $$s of the citizens in this area used & abused and given away to enrich a few greedy people with each new administration. IN THE BEGINNING
IN THE BEGINNING WAS THE BUDGET AND IT CAME FULL OF ASSUMPTIONS AND THE ASSUMPTIONS WERE WITHOUT FORM
AND THE BUDGET WAS COMPLETELY WITHOUT SUBSTANCE AND THE DARKNESS WAS UPON THE FACE OF THE COUNCIL
AND THEY SPOKE AMONGST THEMSELVES SAYING, "IT IS A CROCK OF SHIT AND IT STINKETH"
AND THE COUNCIL MEMBERS WENT UNTO THE MAYOR AND SAYETH "IT IS A PAIL OF DUNG AND NONE
CAN ABIDE THE ODOR THEREOF"
AND THE MAYOR WENT UNTO AL HAINES AND SAYETH UNTO HIM
"IT IS A CONTAINER OF EXCREMENT AND THE COUNCIL IS GETTING VERY STRONG FROM IT AND
I WILL NOT ABIDE COUNCIL HAVING STRENGTH"
AND AL HAINES WENT UNTO SARA CULBRETH AND SAYETH
"IT IS A VESSEL OF FERTILIZER AND THE MAYOR WILL NOT HAVE IT." AND SARA SPOKE TO HER MINIONS
EACH OF THEM, SAYING ONE TO THE OTHER,
"IT CONTAINS THAT WHICH AIDS IN COUNCIL'S GROWTH AND THEY ARE BECOMING VERY STRONG"
AND THE MINIONS WENT BACK TO SARA AND SAYETH UNTO HER
"BUT, AL HAINES HAS GIVEN US OUR NUMBERS, AND HE WILL SURELY HANG YOU IF YOU DO NOT MAKE
THESE NUMBERS STRONG.
(HE HAS DONE THIS BEFORE, AND WE ARE VERY AFRAID)"
AND SARA WAS LEFT TO REPORT UNTO THE CITY COUNCIL USING AL HAINES NUMBERS AND SAYETH UNTO THEM
"THIS NEW BUDGET WILL ACTIVELY PROMOTE THE GROWTH & EFFICIENCY
OF THIS CITY & THESE AREAS IN PARTICULAR" AND THE CITY COUNCIL LOOKED UPON THE BUDGET AND KNEW THAT ALL WAS A CROCK
AND
THERE WAS A VOTE OF MORE THAN EIGHT TO VETO THE BUDGET AND THE TAXPAYERS REJOICED TO HAVE SUCH DEFENDERS
AND THE BUDGET WAS NOT PASSED AND THERE ENSUED A GREAT BATTLE AT COUNCIL
AND AL HAINES BLAMED SARA CULBRETH ...... WHO WAS THE FIRST TO FALL DURING THIS
GREAT BATTLE.....
Let's just take a look at Al Haines, let's see what all Housnitch has in the bag concerning this man.
Well, it seems that misfiguring budgets is not new to him. Housnitch spent some time at the Houston Public Library ... you know Mayor ...I used my "POWER CARD"... Al has been mentioned in the Chronicle, over 200 times since 1985. (Boy, he's been around hasn't he?)
Mayor Bob only let him have ONE budget shortfall...and he got rid of him fast....$70,000,000 shortfall at that. He resigned back in July of 1992 behind it....Now this Mayor brings him back. Mr. Al Haines is constantly telling people what a good Christian he is ... I got news for you Mr. Haines ... my Mama says "Going to church does not make you a Christian anymore than going to McDonald's makes you a hamburger."
Lets see, hmmmm...isn't that YOUR CITY car in those photos down there Al?

I didn't see a city decal on that car.....and that is your car right...parked there in the 1st reserved slot? State Law says "all vehicles must be plainly marked"...except for police undercover vehicles....WHY DON'T YOU HAVE TO OBEY THE LAW?????? (oh we forgot .... you're on the Mayor's staff ... THEY never have to go by the rules & regulations & laws)
I know there's more in the bag on Al.... let's keep looking into it ....
Oh yes...we hear that the Police Dept is short on funds because Al figured their budget wrong too...well hell, what did ya'll expect...he couldn't even figure the budget for that trip to Africa without screwing the Security team!
Lanier saw the folly in keeping this man...we don't understand why the Brown doesn't...!
Did ya'll see that Channel 13 news broadcast last evening?
(may 23, 2000) Poor Mark Kosmoski
in
P. W. & E. having to try to tell reporter Chris Adams where that FEMA
paperwork has been. He knew it had been sitting on Hilda's desk for almost a
year. The DAY, that we at Housnitch put it up on the Web, Tom Rolen went into
Hilda's office & got it & had Kosmoski get it ready.....but Mark is only
a little ole Senior Assistant Director and he can't say it was sitting on his
boss' desk for a whole year. He's one of those team players. We understand that
as that interview was playing, Tom Rolen was signing it and sending it to the
Mayor for his signature....BUT HILDA needs to GO!!!!!!! It's her screw up, and
she is always escaping punishment under this administration. The little guy is
always left holding her bag of sh*t. (she really must have SOMETHING good on
Brown!)
COUNCIL MEMBERS....HOUSNITCH SPENT QUITE SOME TIME IN THE CITY SECRETARY'S OFFICE TODAY, 5/23/00, LOOKING FOR THAT R.F.P. YA'LL HAVE BEEN TOLD WAS DONE FOR THE 911 DISPATCH BUILDING...YA KNOW WHAT....SHE HAS NO R.F.P. FOR THAT JOB ON FILE. DON'T TAKE THE ADMINISTRATION'S WORD FOR IT ASK FOR A COPY & THEN THE DATE IT WAS PUBLISHED IN THE CHRONICLE & THEN SEND TO THE CHRONICLE AND ASK FOR A BACKCOPY FOR THAT DATE....
Council Member Chris Bell is making Houston history
with his on-line meetings......Ya'll really should join us!....Here's a log of
last night's meeting (May 22, 2000)
HOST Local Deee: Welcome Councilman Bell!
HOUSNITCH: Goodevening Councilmemeber
CTALBON: evening!
HOST Local Deee: Council Member Chris Bell takes your questions live
HOST Local Deee: Hey Gents! Welcome to tonight's chat with Councilman Chris Bell.
CouncilmanBELL: I'm ready. Have you explained the protocol?
HOST Local Deee: Not yet
HOST Local Deee: If you folks have a question please use ? and a comment Please use !
HOUSNITCH: ?
HOST Local Deee: Housnitch your up!
HOUSNITCH: How is the budget process going?
CouncilmanBELL: After a rough start, I think we're all wondering how it is going to play out.
HOUSNITCH: any hints?
CouncilmanBELL: I was encouraged that after recommending a goal of a 15 million dollar cut, the Administration came back 6 days later and decreased its revenue estimate by 15 million dollars.
CouncilmanBELL: Sadly, I wish they had done more than meet my suggestion and actually made it a priority to reduce the budget by more.
HOST Local Deee: Hey Bozinberry! Welcome to tonight's chat with Councilman Chris Bell
CouncilmanBELL: But they didn't go that direction.
HOUSNITCH: ?what direction do you think they will take?
Lshoumaker: what's going on with downtown roadwork? It's been such a mess for so long!
Bozinberry: ?I have questioned the current light rail project and want to know why METRO didn't reissue the 1991MIS study rather than create a new report?
CouncilmanBELL: Lshousmaker - you are certainly not alone. A lot of it is a sign of progress...
CouncilmanBELL: however, a lot of the torn up roads we believe are a result of companies going in, sometimes without permission, to lay fibreoptic lines.
CouncilmanBELL: we have got to get a handle on anyone who is tearing up roads illegally
CouncilmanBELL: and send a message that it won't be tolerated.
HOST Local Deee: Council Member Chris Bell takes your questions live
Lshoumaker: Are we able to tell who the offenders are?
Lshoumaker: what is a typical day like foe a city councilman?
HOUSNITCH: HOW can someone ILLEGALLY tear up or streets?
STINCO: CHRIS--Sorry , I just joined in-----are you FOR or AGAINST Main ST. rail?
CouncilmanBELL: If they haven't received the proper permits.
TireyB: Do you have any sort of timeframe in which Loop 610 (going through the Galleria) will be widened to accomodate the traffic that runs through it?
Swalkerdavies: !let's remember protocol type ? if you have a question.
HOST Local Deee: Let Councilman Bell finish on the questions that are posted
CouncilmanBELL: Who is up? Those are all good questions.
Swalkerdavies: stinco
HOST Local Deee: did you respone to Resa's question?
CouncilmanBELL: There is no "typical day" for a City Council Member.
HOST Local Deee: resawill2: why doesn't the city have any one managing the companies laying the
fiber optic lines?
Juris Not: How Many Unplatted Illegal Subdivisions are in Houston?
CouncilmanBELL: All of us approach the job differently. I practice law and work as a City Council member, so the schedule is quite full and varied.
HOST Local Deee: Please remember to use protocol. Use ? for a question
CouncilmanBELL: I do not know why one company isn't managing the fibreoptic lines, just like I don't understand a number of decisions made by the Public Works Dept. recently.
resawill2: ?such as?
Lshoumaker: ?what type of law? and why did you choose to do this? and not a judgeship?
Juris Not: There are Thousands of Colonias Texas, how many Illegal developments in Houston
CouncilmanBELL: If you don't follow the host/protocol, it is very hard to answer all the questions.
HOST Local Deee: Hi Hou! Please remember to use protocol. ? for a question
CouncilmanBELL: Such as College Street et al that we heard about at Council last week: a 5 month project that has faced incredible problems and dragged on now for close to 10 months.
STINCO: counselman bell-----DO YOU THINK METRO IS WORKING EFFICIENTLY?
CouncilmanBELL: I think it makes sense in those types of situations to have one person assigned to get the job done and I don't think people
Juris Not: ? why is land FRAUD so widespread in Houston ? Why are there Thousands of Colonias in Texas ? How many Illegal Subdivisions in Houston ?
CouncilmanBELL: should have to come down and spend a whole afternoon at City Hall to make folks pay attention.
HouTexAtty: Hello Housnitch
CouncilmanBELL: NEXT...what is the next question in the loop?
Juris Not: ? Land Fraud and Looted Houston Banks ?
HOST Local Deee: ~~~~~~~~~~~~~~~~~~~~~~~~
HOST Local Deee: Please use ? for a question so that Councilman bell can answer
CouncilmanBELL: I didn't know land fraud was so widespread. As for METRO, they have no debt; some would argue that makes it a tad bit more efficient than the City :). Not necessarily.
HouTexAtty: Chris, when do you plan to run for Mayor of Houston?
HOST Local Deee: Hous please use ?
Juris Not: ? Houston had the 2nd worst record in the US for Bank Lootings in the 80s/90s ?
CouncilmanBELL: METRO has its problems but I think for the most part it is moving in the right direction and, in answer to an earlier question, yes, I favor the Main Street Rail Line.
HOUSNITCH: Hello Councilmember Goldberg
Lshoumaker: ?why do you favor the rail?
HOST Local Deee: HouTex is up next.
CouncilmanBELL: We have spent more than 60 million dollars over the last 20 years studying rail. Until there is a line in place, we will continue to
CouncilmanBELL: have no idea whether people will take advantage of such a system.
Juris Not: Dallas was the worst in the US for S&L and Bank Lootings
Bozinberry: ?But why did Metro not reissue the 1991MIS report and save time and money? That study was very well researched, the current 1999MIS is slanted and biased to only light rail as the option!
CouncilmanBELL: This way, we can have a useful and economically beneficial line without breaking the bank and finally have the sort of empirical data which we need.
CouncilmanBELL: 1991 may be a bit dated.
Juris Not: ? How many Illegal Unrecorded Unplatted Subdivisions in Houston ?
resawill2: ? I'm concerned about "super neighborhoods" - seems to me to be devisive. Isn't there a better way to empower and serve?
STINCO: ? METRO HAS SPENT $60 MILLION TO STUDY RAIL? HOW MUCH WILL THET SPEND TO HEAR THE ANSWER THEY WANT TO HEAR?
CouncilmanBELL: Every study I have seen regarding rail, pro or con, says whatever those paying for it want it to say.
HOUSNITCH: LOL
CouncilmanBELL: YOU have spent 60 million dollars.
STINCO: TRUE
TireyB: ? Councilman Bell, would you be in favor of closing the Westheimer and Richmond exits to Loop 610 in an effort to allow traffic to flow more efficiently through this infamous traffic nightmare?
CouncilmanBELL: But it's an endless debate if you don't work to have some physical proof.
HOUSNITCH: ! The superneighborhoods, is just a way to circumvent council members & for the mayor to do as he wishes
Juris Not: Houston should have extensive RAIL but the Auto and Trucking Industry along with banks and road building contractors and real estate interests in Road Right of ways are Getting RICH instead
CouncilmanBELL: If we build the Main Street Line and significant numbers of people don't take advantage of it, I'll be the first in line saying "enough."
CouncilmanBELL: Housnitch - that's a great topic ...
resawill2: ?super neighborhoods seem to be a 'divide and conquer' method to make the mayor even stronger
CouncilmanBELL: Beware super neighborhoods.
Juris Not: The North East Rail Corridor to Kingwood should be opened as well as the West Park Rail and all the other Industrial rail already inplace
CouncilmanBELL: I usually the hate the argument "if it ain't broke, don't fix it" but in this case, it could not be more true.
Juris Not: The ElMecado De Sol would make an excellent Rail Center for Down Town
Bozinberry: ! Let's have the vote BEFORE we spend $340M plus on a trolley line.
STINCO: ? BUT COUNSELMAN--MAIN STREET IS THE LEAST LIKELY TO SUCCEED IF YOU ARE CONSIDERING REDUCED TRAFFIC .
Juris Not: Houston Has Industrial Rail all over the place, USE IT ALL
resawill2: ? with all of the info that Housnitch has made public about Hilda Scott, why is she still in her position and making decisions?
CouncilmanBELL: It's hell to get bumped from your own room.
CTALBON: lol
HOST Local Deee: :>) Happens to the best of use Chris
Bozinberry: ! lol !
HOST Local Deee: oops us
HOUSNITCH: ?hOW DO WE GET COPIES OF THIS LOG...?
CouncilmanBELL: Stinco...who wants to spend billions to find out rail doesn't work and that's what you'd be looking at to achieve any significant traffic reduction.
STINCO: WE JUST PULLED-UP ALL THE RAIL LINE RUNNING ALONG THE KATY FREEWAY ? WHY?
Bozinberry: Welcome to AOL crashes! Years of them for me
HOST Local Deee: Hous I can find out if it will be posted anywhere.
Fran0808: crank up your video camera lol
CouncilmanBELL: Because we don't plan well in this city. Hoefully, we're going to start changing that.
Juris Not: I spent 30 years building all over America, Houston Has Industrial Rail everywhere, USE IT ALL
HOST Local Deee: Hi JKober! Welcome to tonight's chat with Councilman Bell
CouncilmanBELL: But let me raise a positive topic...
HOST Local Deee: Please use protocol when asking a question. Thanks
CouncilmanBELL: and we can go back to everything else if you all don't like it.
CouncilmanBELL: But one thing I am very encouraged by is that I have seen article after article
CouncilmanBELL: about the battle against urban sprawl
CouncilmanBELL: and almost every article mention how well positioned Houston is because we don't have zoning.
CouncilmanBELL: Almost every contentious issue I dealth with during my first year o
Juris Not: ? Can we use the North East Rail Corridor running through East Texas ?
CouncilmanBELL: on Council probably would have been eliminated by zoning.
CouncilmanBELL: but now it can be used to our advantage becuase folks want mixed use neighborhoods.
CouncilmanBELL: That makes me excited about our future.
resawill2: ? why don't we have a 'work tax' on people who work in Houston (use the streets, pollute, etc) yet live in the 'cheaper' outlaying areas?
Bozinberry: !Sprawl has been going on since this country was founded, it's based on population growth and the desire to live in a single family home by most people!
CouncilmanBELL: NEXT. Juris Not...I would really appreciate it if you would follow the protocol. My biggest complaint during these has been
STINCO: WHY CAN'T RAIL BE A POSITIVE TOPIC?
CouncilmanBELL: it's hard to follow and with you throwing in your comments every 2 seconds, I'm sure it's next to impossible.
STINCO: SORRY
CouncilmanBELL: I think RAIL can be a positive topic... unfortunately, it's taken a rather negative turn of late.
HOST Local Deee: Folks PLEASE follow protocol. Use ? for a question. Councilman Bell will
HOST Local Deee: get to you as soon as he can
STINCO: OK--TO ZONING
CouncilmanBELL: But now, Bozinberry, our population is aging and people are sick and tired of being so damn automobile dependent.
CouncilmanBELL: I think that's a step in the right direction and, no, I am not anti car, just very pro high quality of life.
CouncilmanBELL: NEXT
CouncilmanBELL: NEXT question
CouncilmanBELL: Hi Horseapple.
HOST Local Deee: Horse welcome to tonight's chat with Councilman Bell
CTALBON: !I agree, I was embarrassed that we actually bypassed LA in pollution
Juris Not: ? How about addressing my questions and comments ?
JKober29: ?
STINCO: WECOME BACK BOZ
HOST Local Deee: Juris please type in your question again
Bozinberry: Opps, I was booted!
CouncilmanBELL: There were a million questions earlier. Ask again. Most of that million belonged to you. What do you want me to address Juris?
CouncilmanBELL: It happens to the best of us Boz.
resawill2: ? I would like to know if you care to address my last 2 questons? (H. Scott or the 'work tax idea)?
HOST Local Deee: JURIS has the floor
HOST Local Deee: Juris your question please
STINCO: S. DELIEBRO BOOTED YOU
Bozinberry: !In talking to MANY Houstonians, I found that a great many of the older citizens prefer monorail as chosen in 1991
CouncilmanBELL: LOL
HOST Local Deee: OK I think JKOBER was next
HOST Local Deee: JKOBER please shout out your question
Juris Not: Why are there so many miles of unused Industrial Rail in Houston ? Unused for Passenger Traffic that is ?
JKober29: I am an HFD Fireman and I am quite concerned on the direction the city is going with our budget. Any comments?
HOST Local Deee: There ya go Chris 2 questions :>)
CouncilmanBELL: Juris - honestly, I don't know. It's a good question and if you have specific examples and want a specific answer, please contact my office and we will be more than happy to look into it.
CouncilmanBELL: Jkober-
CouncilmanBELL: I am concerned too...I don't know if it is for the same reason.
HOUSNITCH: ! I'm worried about all the defective equipment the Fire Chief is buying for you guys...!
CouncilmanBELL: Our debt service is growing and growing...
Bozinberry: ? With that question on the budget, what's going to happen when Houston stops getting Metro's funds? Isn't it about $35M a year or is it $50M?
CouncilmanBELL: it is projected that in two years we might have 50 million dollars less for maintenance and operations
Juris Not: ? The East Houston Rail Corridors (Up to Kingwood and beyond ) and many, many thousands of miles of Industrial Rail are being Unused all the time WHY ?
CouncilmanBELL: and in six years closer to 180 million less... that is SERIOUS
CouncilmanBELL: we have to begin addressing that situation now
CouncilmanBELL: and that's why I proposed we look for cuts.
resawill2: ?what's wrong with taking Metro money? they help tear up our streets with their busses?
CouncilmanBELL: Everyone always says it can't be done and that's true if it's not made a priority
Juris Not: The "Click" are Getting Rich thats for SURE
CouncilmanBELL: but with today's technology and the private sector having found numerous ways to tighten its belt, I don't see why, in a lot of the departments (not all but a lot), we can't find more savings.
JKober29: I suppose it is no surprise that on Feb 14 (the fire that killed two HFD fire fighters) the city was riding short on over 30 apparatus?
CouncilmanBELL: You're doing it again Juris Not.
CouncilmanBELL: Please stop.
Juris Not: ? Trains run all over Houston for INDUSTRY why is the Public being Ignored ?
HOST Local Deee: Chris Bozinberry was up next did you address her question?
CouncilmanBELL: JKober - not a surprise but we (Council) or the budget process can hardly be blamed since we offered Chief Tyra MORE than what he asked for last year.
CouncilmanBELL: NEXT
Bozinberry: ! HIS questionDeee!
JKober29: Thank you Mr Bell. I appreciate your time.
CouncilmanBELL: Whose question?
HOUSNITCH: ! He's already spent most of next years budget i understand...and still accepting defective fire engines!
CouncilmanBELL: Thanks for joining us.
Juris Not: This Chat is RIGGED to avoid the TRUTH
STINCO: DONT DENEGRATE BOZ
HOUSNITCH: !IGNOR JURIS NOT!
Swalkerdavies: second that motion!
CouncilmanBELL: The Chat isn't rigged, just respectful. Which is more than I can say for some.
resawill2: !amen
Bozinberry: ? In times of budget restraint and the need for things like fire engines (quite important), wouldn't it be wise to use the $200M on curent problems 1st?
CouncilmanBELL: Who has a topic, suggestion, question, etc.?
Juris Not: Politics as usual Avopid the TRUTH
CouncilmanBELL: But spell correctly!
Bozinberry: ?rather than a light rail line that many reports claim will be a cash hog?
STINCO: THIS IS GETTING UGLY
Juris Not: HOUSTON is run by Gangsters, there is Rail Everywhere, but People can't use it PLEASE
HOUSNITCH: !FIRE DEPARTMENT
CouncilmanBELL: Ok Boz...of course.
Juris Not: Bye Bye Houston will never change
STINCO: BYE
HOST Local Deee: We have time for one more question.
CouncilmanBELL: But the Metro Budget is not the City Budget.
McKay12345: HELLO
CouncilmanBELL: Metro is designed to address mass transit, be it rail, bus, street, etc.
CouncilmanBELL: Hi McKay
McKay12345: FEMALE 25 YRS OLD
HOST Local Deee: Hello McKay
HOST Local Deee: Have a question for Councilman Bell?
CouncilmanBELL: Now that's funny.
resawill2: ?Metro uses streets paid for by the citizens - shouldn't they have to help maintain the streets?
CouncilmanBELL: Male/40
McKay12345: HELLO DEEE
HOUSNITCH: LMAO
STINCO: BISEX/45
CouncilmanBELL: Yes...and they do...most of the improvement projects you see downtown are paid for by METRO.
McKay12345: DEEEE HOW OLD ARE YOU
HOST Local Deee: Councilman Bell do you have any closing comments to make
HOUSNITCH: That's federal money isn't it?
CouncilmanBELL: McKay, would you go to one of the Mayor's town hall meetings and begin asking questions like that?
Tpd0923: ?
CouncilmanBELL: Please!
HOST Local Deee: SHOOT TPD
McKay12345: THIS CHAT ROOM ISIT TO MEET PEOPLE OR NOT IF NOT I'M SORRY
Tpd0923: are you going to run for mayor? you may have already been asked that
Glenn flashnet: ? It seems the only focus this time of year is to push projects out so that they can make this fiscal year -- comment
CouncilmanBELL: I would like to thank everyone for participating. This one was livelier and a lot of fun and I think they're getting better as we go along regardless of what Juris Not says.
HOST Local Deee: Thanks Councilman. Great Chat tonight !
CouncilmanBELL: The next town hall meeting is the last Monday in June.
CouncilmanBELL: Again, if you have any questions or concerns, please feel free to email me at cbell@cnl.ci.houston.tx.us
Bozinberry: private to host and then displayed as asked for by guest
