We are the one's who see the hard earned tax $$s of the citizens in this area used & abused and given away to enrich a few greedy people with each new administration. Our hobbies include: Watching our backs---as we try to bring you the truth of what is happening in Houston, and getting the REAL information out to the public.

The
Maintenance and Right-of-Way Division, headed by Acting Deputy Director
Douglas W. Wiersig, is responsible for the safe operating condition of city
streets and bridges, drainage ditches and storm sewers, street lighting,
vehicle maintenance and traffic control.
Poor Doug, he really has a problem with traffic control himself. Seems as if he just had another accident, with a City of Houston vehicle. It's what, Doug....your 3-4 in less than a year? This one wasn't his fault, but the City has policies & procedures when that happens, and after 4, we think Doug should be the first City employee (besides policemen) to be issued a bicycle. Hell, we gotta get use outta those bike lanes somehow!!!!
As ya'll know Tom Rolen left Dr. Doug in charge of this division when he left....now the Dr. is under investigation by the OIG for racial slurs & other accidents he's had.
We keep telling you Tom....you can't change anything until you get rid of all those losers....they'll screw you just like they did Jerry.
Here's a couple of examples of Dr. Doug's incompetence, Tom....Dr here promoted traffic tech IV, Jesse Jasso to project manager. The same Jesse Jasso that was arrested for DWI and had to spend a couple days in jail. A couple of months ago he didn't qualify for the position, and Human Resources didn't recommend him for the position because he didn't have the necessary degree required for the position...so Sandy Stone, nad Gary Shotz RE-ADVERTISED the position WITH OUT the degree requirement included. You see, they wanted preference given to Jasso. This position was created just for a pet. This kind of practice is what makes all of us sick Mr. Rolen. Morale is so low down here, that productivity can't go up. You left us in the hands of buffoons.
City policy on DWI says that any employee who violates this rule...MUST BE GIVEN A WRITTEN REPRIMAND, AND BE SUSPENDED FOR 40 HOURS WORK. These rules are for everyone to follow, but you don't impose these rules on Dr. Doug (who himself has a drinking problem) nor Dr. Doug's friends....what gives Mr. Rolen....why the double standard? The city policy states that ANY employee involved in a DWI, regardless of driving a City car or his own personal car shall face these penalties. WHY AREN'T HIGHER UPS HELD TO THIS STANDARD?
WHY IS IT ALWAYS THE LITTLE GUY WHO HAS TO TOE THE MARK.....WHY HAVE THE POLICY ANYWAY IF IT IS ONLY FOR US PEONS? THE GOINGS ON IN YOUR OLD DEPARTMENT ARE LIKE A DAILY SOAP OPERA MR. ROLEN. YOU'RE THE BOSS NOW...HANDLE IT!!!!!!!!

Dear Housnitch;
My name is ^%$(, and i regularly visit your website. I enjoy it very much and
have the same philosophy as yours. I was at the Airline Market on Saturday. I
saw a City of Houston Vehicle pull over into the parking lot. I saw a man with a
beard & very thick glasses with a female companion wearing a long black
dress & her head covered with a cloth. You could only see her eyes. They
were filling up the City vehicle with boxes of apples, oranges, bananas & a
few watermelons.
I was very surprised to see passengers from a City of Houston vehicle
shopping at the Airline Fruit Market. Would you please find out if this was
shopping for the city? I don't like to think of my tax dollars going to benefit
personally an employee with the use of a City Vehicle.
I wish I had had a camera, to get a picture...but i did get the license number. Vehicle # 679-933 and a number on the driver side door was 24612. It was a white jeep.

Well Darlins....took a little time...but we found out who the car belongs to.....
Mohammed Zubair, one of Showri Nandagiri's pets. Wanna see exactly how much time that man spends in that City vehicle on actual CITY BUSINESS?
Click on that first car up there & ya'll will see that he had 579 miles for the month on his City of Houston Vehicle. Of those 579 miles....35 were actual city business.
Click on that second car up there & you'll see that
he averaged 1.7 miles per day on City of Houston business. Looks like we could
save some money right there. 1.7 miles? He could ride a bike like Doug for all
the actual city business he conducts with this car. Hey wait a minute...those
little scooters were real popular for Christmas this year...how about we buy
some of those for these people who don't actually need a
vehicle?
It's time the PETS
were let loose & made to fend on their own.
P W & E isn't the only dept with deadbeats driving our cars & wasting tax dollars on gas!!!.

Housnitch was doing some reading over in the City Secretary's office this week. The City keeps all the CIP projects, and the budget for the public to have access to them, there in Ms. Russell's office. Remember how this Mayor & his administrative minions told us that by hiring out the management of contracts to the outside, it would save us money? Well. P W & E's actual expenditures for FY 1999 was $98,323,830. It is projected that FYI 2001 will be $103,800,808. That's an INCREASE of $5,476,978! And we are doing LESS jobs than in 1999. Of course we did have the creation of the Building Services dept. (and we all know how much they have wasted!)

Since we're focusing on waste...let's look at Mr. Showri Nandagiri's
"RECOMMENDATIONS & SUGGESTIONS " for reorganization of the
Department.
On page one of "SHOWRI SAYS"...we'd like to see a REAL commitment to keeping our Contracts low. No one is negotiating on behalf of the Citizens. We like ti see that emphasized for a change. Also we'd like to see Contract COMPLIANCE enforced.
On page two of "SHOWRI SAYS" .....we don't like the creation of any more new departments. The level of bureaucracy is already too high as it is.
On page three of "SHOWRI SAYS", we're concerned about that item #3 . Implement a procedure whereby non-productive employees are indefinitely suspended without elaborate procedures, without being in violation of civil service procedures.....HMMMMMMMMMMM, our concern is....WHO WILL DECIDE THIS? SHOWRI & his minions? We think SHOWRI is a non-productive employee....except for his recent spate of contracts to Ratnala & Bahl that he has ordered Jajoo to hand out, we don't see where he himself has actually done anything. we think that Mohammed Pet up there should be the first to go, hell his gas savings alone will help move the city budget outtta the red.

Nice to see that the county gave the owner's rep contract to someone OTHER than Fred Martinez at "ATSER". Bet that hurt your credibility with the Mayor didn't it Carol? LOAO.....Ms. Alvarado needs to learn there is a new driving force in the city & that force is for CLEAN government, and clean contracts. We hear Fred is back to threatening contractors especially out at the airport. Seems he stepped on some toes out there when he told Champagne-Webber that the MAYOR'S OFFICE WANTED THEM TO GIVE A SUB CONTRACT TO ATSER. (WHO ALREADY HAS A MANAGEMENT CONTRACT OUT THERE). Snitches say Brown & Root asked Fred just who he was working for.....The City of Houston or as a contractor? DON'T YA JUST LOVE IT??????
We've had a few letters from Contractors telling us that the Mayor may FORCE Carol Alvarado to run for council. Seems he needs her big pay check to cover three people that Cheryl Dotson has brought in from DC and are being paid from other sources other than the Mayor's budget. (that's in violation to a city ordinance forbidding that last year isn't it?)
We've also been told that Campos Communications called on quite a few contractors last election season, telling them they had better not support anyone that Campos didn't, or they would never get a city contract ever again. Too many of them said they don't relish a call like that again. HMMMMMMMM, Housnitch knows Marc Campos, she finds this very hard to believe, after all, Marc & his Daddy Jesse are both too smart to do a dumb ILLEGAL thing like that. We know that kind of stuff goes on, we just can't see Marc & Jesse caught up in it.
Speaking of Cheryl Dotson, Housnitch sure hopes that with the election of GW to the presidency, we can get those nasty FBI, OIG & GAO (general accounting office) investigations finished up in DC about that $893,000 illegal contract she got while she was up there doing some consulting work.
Funny thing about that....she says she was working for her own Texas based Co. But we can't find that company on the State Controller's site. (wasn't it registered Cheryl?) Maybe GW's people will get to the bottom of it all & Housnitch won't be so worried about her having brought those other folks up here with her, to do her work at the City level. Sure hope it gets cleared up soon.

did her son Elliot's birthday (laminated passes) from the director's office.
