the Mayor take a woman flowers & get her driveway fixed......What the
Chronicle story doesn't say is that there are almost 200 OTHER homeowners in the

Subject: Article Concerning "Lake Lee P. Brown"
This article clearly shows the problems in outsourcing
responsibilities that have traditionally been handled by Houston CITY employees.
Gary Oradat admitted he had no clue as to the specifics of the lady's problem.
Besides being a clearly uninformed manager Oradat was so arrogant as to refuse
to identify the outside contractor responsible for the driveway repair. Such
incompetence and the veil of secrecy concerning the Contractor responsible for
the repair indicate Mr. Oradat has an unacceptable and unprofessional attitude
toward the general public and the press. Instead of being a true "public
servant", Mr. Oradat is only being a "servant" to the Contractor
by hiding his identity. As a Citizen of Houston I am requesting two actions be
taken. First, without having to go through the public information process, I am requesting
the name of the Contractor responsible for the unacceptable delay be made
public. Second, since Mr. Ordat clearly has the wrong attitude and mindset for a
City employee responsible for directing outside contractors top perform QUALITY
repairs in a timely fashion. I am requesting he be replaced with a truly
dedicated City Employee who would not refuse to divulge the identity of the
contractor and who would ensure timely completion of repair work. I look forward
to a response to my request as soon as possible....

Dear Housnitch
Can you tell me anything about the Bridge on Bingle @ Cole
Creek? This bridge has been under construction now for about 3 years. At least
as long as I have been driving this route to work. It has been half way
constructed & is always barricaded. The traffic lanes are narrow & there
is always a bottle neck especially in the morning & afternoon rush hour.
WHY?
It's just setting there...nobody is ever working on it. Is it
safe to cross? Please investigate what is going on & let us know. How much
longer is this going to take? Why didn't they do the bridge & the road at
the same time? How much longer do we citizens have to suffer?

Took us a while to find out just what is going
on, but you're right...this project has been ON-GOING for 3 years...well with it
now being 2001...going into it's 4th year. Trouble all began, because EVERY
engineer connected with this job...EXCEPT ORDAT, SHOWRI & LUM (and of course
their minions) have vehemently opposed the REHABILITATION of this bridge. Every
engineer who actually takes his credentials seriously has said this bridge needs
to be replaced....even our own guys UNDER the Stooges, said it was in too bad a
repair to just refurbish. BUT....our Stooges were adamant. And now Boys &
Girls....you have $2 1/2 million dollars spent....and NO BRIDGE. In fact Council
just let a contract for $90,000 more dollars to have a NEW BRIDGE DESIGNED!
Before anyone starts calling us names &
saying we're just picking on good men....take a look at these documents...
Each button will lead you to another set of documents. From
as early as 1995 Enfineers have been telling LUM, ORADAT, SHOWRI & minions
that this rehabilitation won't work. Michael HO, Lum's boy wouldn't
listen...then Lum wouldn't listen, and Oradat turned a deaf ear. Mohammed Zubair
was in on the original meeting back in 1997. (Mohammed being Showri's minion)
This project was so bad, yet the City Stooges kept pushing it, so the
Engineering company wanted SOMEONE with authority to sign off on it before it
continued.
And here we are...almost $3 million dollars later & still
no bridge. After a look this weekend......we wouldn't recommend ANYONE ride over
this bridge. four lanes of traffic hit this structure. The four lanes have
created MORE traffic for it....yet the structure is not stable enough for the 2
lanes it had been passing before. This is an accident waiting to happen....a
catastrophic accident. All those TRC meetings with the Engineering company &
no one would listen.
Did ya'll know that each meeting is anywhere from $4000 to
$7000 dollars we have to pay the company...just to meet with us?
These Stooges in positions of authority aren't qualified to
be there. This is just one more example of waste caused by inept people in the
wrong place... Can you believe that Tom Rolen is even considering making LUM our
CITY ENGINEER & head of planning?....LOAO....look for many more such jobs.
LUM is a political appointment, and everyone says..."he
just has a year then he can collect full benefits". BS....he already draws
a military pension, and one from TX-Dot. Aren't ya'll tired of handing out cushy
retirement packages to people who waste your money?

Glenn Horn has a City issued vehicle that he uses to shuttle Herb around town.
Some one needs to see if Herb is also given a car allowance, aside from having
Glenn. Also Glen traces LUM'S signature on all plans that are brought to him.
All other PE's sign all pages of a plan, NOT Herb, he signs the top sheet &
then Glenn traces his signature on all the other pages....THAT SHOULD BE AGAINST
THE PE CODE! We'll do some reading & see if it is. Maybe we can get a
complaint against Herb that way. The Mayor just keeps protecting his
incompetence & doesn't speak up. Tom Rolen is too afraid to check any of
these people. Too bad, we thought Tom had a back bone.
Obviously we were wrong.

your latest edition has lots of info on the
monique mcgilbra's bs
department. obviously there are lots of folk who are willing to let the
world know about the way things are done over there and lord knows there is even
more to tell. we were not surprised about the way city money is being
wasted on city vehicles for employees who rarely even drive them for city
business. the fact is there is a city policy in place which strictly
governs the use of city cars. why isn't this policy enforced in the bs
department. because monique and trinh, the chief executives officers of
this fiasco, are among the biggest abusers of the policy. in order to
qualify for a vehicle an employee must have a continuing, recurring need for the
use of a car, certainly on a daily basis. then, the employee must document
each and every use, daily, and the total mileage driven on city business, not
going to and from home, that is CITY RELATED BUSINESS must be at least 500 to
600 miles a month. PERIOD. the policy prohibits stopping at the
grocery store, child care, Sherlock's Pub on West Gray (one of monique's
favorite bars), or any place else for that matter. it even prohibits using
the city car for LUNCH! in order to quality for take home privileges, the
employee must make frequent, regular visits to a field location BEFORE reporting
to their regular work location. monique has a huge black unmarked Ford
Expedition at her disposal, 24 hours a day, 7 days a week. hasn't it been
seen at Wheeler Avenue Baptist Church on weekends? trinh gets a monthly car
allowance of $350 in cash (chief executive officers certainly get lots of perks,
don't they). they have given every assistant director and manager in the
bs department a city car or car allowance of at least $250. the only car
reports being done are on the few pool cars the department has. some of
these managers don't even have assignments that take them away from 611 walker!
this is criminal. a written city policy, approved by the mayor, is being
abused on a wide scale, on a daily basis, and the chief executive officers,
monique mcbilbra and trinh pham, of the bs department are the biggest examples
of this abuse. is anyone paying attention?

Make a note on your calander: on Wednesday, January 24, 2001; at 3:30 pm,
ms monique will be giving her "state of the department address".
If anyone has any doubts about how seriously ms monique takes herself, this is a
prime example of her ego.
By the way, ms monique's budget seems unaffected by the city's lack of money.
ms monique has plenty of money and new positions to give even more of her

You know, it seems to me that the running joke that
is known to world as the bs department has run its course. The fact of the
matter is that it is no longer a joke. There are documental incidents of
incompetence and even criminal activity on the part of monique mcgilbra,
cariltta dirdren, jacquely nisby, trinh pham, and just about every other senior
manager in the department. If half of the things that have been spoken
about in Housnitch are true, then the whole bunch should be fired. It is
that simple to me. Why this mayor has refused to even address these issues
leads me to believe he condones them, if for no other reason than they serve his
purposes in some way. The city of houston is in the midst of a budget
crises and this department is paying salaries at levels unheard of by city
standards. Every manager has a city vehicle or generous city car allowance
(undocumented, for the most part). They all have city telephones, and most
have city credit cards. It is widely know they use their staffs for
personal gains, like birthdays, weddings, funerals, and even going to the drug
store to buy tampex for them when they need it. They extend themselves to
help their friends by giving them inside information on on-going city projects
and future city projects. They use their vehicles on weekends, to stop at
the store on the way home, to pick up their children, and even to go to clubs
after hours. They routinely accept gifts from people who do business with
the city (does anyone have any idea how much money andrew shattee has spent on
gifts and lunches for trinh and monique since he got the 911 call building
deal?!) They do these things because they think they are above the law.
Mr Mayor, you must assume your responsibility by putting an end to this
wholesale ripoff of city funds, this gross incompetence on a department wide
scale. The time has come to admit the choice of management in this
department was a mistake. The rank and file employees in this department,
the ones who were working for the city when monique and her stooges came, the
ones who have been segregated out of the "team" because they weren't
chosen by monique, they all see what is happening, they know it is wrong, and
there is nothing they can do. Too many lives are being ruined at the expense of
a few.
Mayor's not going to do anything...UNLESS there
is a photo opportunity to be had.

Hi
State law requires that city vehicles be
marked with 2 inch letters. The only exceptions are for undercover police
cars and these must be driven by certified Texas peace officers. BS seems to
be in violation of state law if it's directors car is unmarked.
What happened to the investigation at the
Fire Department? Did this die with the old fire chief? Old alligator mouth
Tyra accused some good people and OIG has not released the warranty
investigation yet. Are they hoping everyone will just forget it. Not likely,
good employee's reputations have been drug through the mud.

Subject: City!!!
When Brown became the Mayor he appointed new department head at Finance &
Administration. Jorge never had a chance to succeed. All the decisions
were taken by ex director Richard Lewis. Lewis in order to keep his job
did everything the administration wanted, highly optimistic projections and
Jorge took the blame for a budget he had littl input and had to leave.
After he left here comes Sara Culbreth, who had very little experience but was
Lewis' protégé. The last year was a mess. Her inexperience showed when
necessary items such as health cost were not budgeted. Cash management is a
joke. The City had to borrow more than once from other funds to meet
expenditures. We had to pay a consultant to make revenue projections.
There was no way she could be confirmed as the F&A director. So now
we have a new nominee with more experience, but he is doomed from the
beginning because Sara wants her hand in everything just like Lewis.
The executive level positions are designed to let go of persons that do not
perform as expected or do not agree with the administrations policy. Why
should the city pay for people like Lewis and Culbreth to retire on the job.
Private sector will not tolerate such activities.
WHY DO YOU THINK THEY ALL LEAVE THE PRIVATE
SECTOR & COME HERE???? .... IF THEY WERE REALLY ANY GOOD WE WOULDN'T BE ABLE
TO AFFORD THEM.

Subject: Complaints about the BS Department!
I've read quite a bit of the complaints regarding the BS department and in
particular its current Director, Monique McGilbra. For the most part,
the complainants want to know when will justice finally be served and the evil
McGilbra and her hench troops be forever cast out of office.
Well, I unfortunately have some bad news to share with you. You see
there is another division that has virtually the same evil aura about
it. Although not talked about lately, that place is a division of the
Finance and Administration department known as the Municipal Channel.
I've worked closely with the Municipal Channel and it's staff for several
years now and under its current Division Manager, Carol Herrera, evil has
reigned supreme for EIGHT (8)dark and gloomy years!
Under Ms. Herrera, illegal activities such as intimidation and harassment of
city employees, refusal to allow overtime pay to full-time employees who work
"Well" over 40hrs in a work week (which to this day no one, past or
presently employed, has received full compensation for overtime hours
rendered), misappropriations of city money, slander with malicious intent,
illegal hiring, etc., all have been rampant during her reign.
Ms. Herrera has surrounded herself with certain City Council members, high
level department personnel, and members of various Hispanic activist groups
for protection against truth and justice. Unfortunately for you lowly
citizens, these "allies" of Ms. Herrera hail from a darker, more
sinister realm; The Lanier/Brown Administration. Born of the Lanier
era, Ms. Herrera is "allowed" to exist within the Brown
era. Some in the Lanier/Brown Administration who raised matters
concerning Ms. Herrera and her illegal and unethical treatment of Municipal
Channel employees have been captured, tortured, and banished to some
departmental wilderness. Others were forced to flee with their lives and
"hopefully" sanity to other kingdoms of opportunity. The Dark
Age of Carol Herrera continues.
Hope is not dead, but it is very difficult to achieve. There must be
those among you who are willing to go through the fires of hell and damnation
itself in order for you to achieve victory against the likes of Carol Herrera
and Monique McGibra. You will be severely tested. The spell of
deception is extremely strong and plausible against you. It will seem as
if God himself is against you, but hold STRONG and keep to your faith and good
beliefs.
There shall all be LIES, FALSEHOODS, and political maneuverings used against
you. Powerful they will be, but ultimately they are NOTHING but lies.
Housnitch has done a great service for and by you citizen! The fall of
the house of Hilda Garza-Scott is a great victory......only in battle, not the
War! Believe me when I say this, for I am in it, The realm of the Brown
Administration has adapted itself against Housnitch. Continue the good
fight, but now it's time to raise the level to new heights.

Remember late August,2000 when PWE got thru an Emergency Water Main Break
Repair Contract in a hurry at 68%above its own estimated price.
That
was "By Invitation
Only
Bid" for Emergency Purchase Order
Except
for one the Invitees came along to please their City Buddies, and
the lowest was Troy Inc. at 68% above Estimate. Don't forget that City had
two ongoing Contracts at 5% below and 20% above. Yet in the name of
Emergency Troy got the Job for $672,000. to begin. In less than 4-1/2
months with the interested City people, money to that Contract was added
twice to the extent of $2,472,000.00 in just one Contract
Many :"street, sidewalks, driveways yards" remain
unrepaired
and unattended
,
but the Contractor kept on getting paid without repairing the damaged
sites. City Quadrants also were busy repairing water leaks. Other
contracts for many "On-Call" Repair Contracts were floated from
Other Divisions, besides the 2 Contracts we mentioned earlier. Still City
never got a grip on Break Repair and we heard about Lake Lee Brown last
week. Well just last Wednesday PW again invited : By Invitation
Only" same Emergency Purchase Contracts for Water Main Repairs. Same
Players again. But this time to make it look good they split into Three(3)
separate bids at Half a million apiece (total $1.5 million). To make it
look good this time they diluted the work items, adjusted skillfully and
raised. the bid item price 68% higher. so that the Contractor's bid
if higher won't look exorbitant. Sure Troy Inc. is the lowest again in all
3 Contracts. He has bid only 30% high this time-very nice .Don't be fooled
though, but this is exactly 218% above the original estimate, and much
much higher than two similar contracts the City has, one at 5% below and
another at only 20% above. It is our understanding that those two
contracts are not being managed properly by the Engineers and they still
have over $2 million unspent money. Who is managing the Show? Is the City
Council aware of this game plan in the Public Works? And this is just the
Tip of the Ice.Berg of wastage and corruption mismanagement in the
Department. Pity the Tax paying Citizens of Houston.

YOU GOT IT COUNCIL MEMBERS...AS ONE READER SAYS "If
people are really pissed at the way things operate in this city, this is
an election year and we don't have to re-elect people just because they
have another term available before they are term limited. "

somewhere) Also, those contracts?......Oradat is recommending the same
companies that created the backlog in the first place....why do we have to

Whats the latest going on's at Central Police
Patrol. Last I heard, some Lt's got moved around and thats the extent
of the punishments....tell there was more to this investigation of
overtime abuse and amore.
The Chief has LONG surpassed his PROMISE, so he is NOT a man of his
word in my opinion...... But I understand that some 15 Capts were moved with
Ready going to dispatch (John Silva & Chief swear this had nothing to do
with the investigation). That Ready was given 15 needed days off. Crain is
at level 5 disciplinary hearing. That Alsbrooks can work anywhere he
wants...have yet to hear about that female Elizabeth Morgan...but I did hear
she was seen with Ready at a Ready family member's funereal. Also a lot of
them including the aforementioned took a nice vacation & went
skiing....seems they all "burn" time together. This
fat lady ain't singing....so it's NOT over yet!
