In a year in which Mayor Lee Brown has ordered most city departments to cut their budgets, his communications staff is growing yet again........Their salaries add up
to $494,000, not including benefits.....

Well that's a really good story there Matt, but ya didn't count Cheryl Dotson's newly expanded staff in that equation....Margaret (Meg) Bowers was hired on 10/7/2000 as Cheryl's Administrative Asst. @ $42,120.00. Her husband, Robert had already come on board on April 3rd of 2000 to the tune of $88,286.90 (but the Mayor was already out of money, so he's being paid from Finance & Administration's budget (HEY! didn't the Mayor say that there was no need to add the amendment to the last budget saying that no employee could  be paid from another department, "Because the honor system is working?" .... yeah .... right .... lots of Honor here!) And a Mr. Jonathan D. Hill came at about the same time Meg did, actually 10 days later, on 10/17/2000 to the tune of $52,000.00. And let's not forget Ms. Cheryl herself is making $113,220.12.

Housnitch did make a call to Mr. Hill. We wanted to know if he was the same John Hill who was involved in that $893,000 illegal contract that Cheryl received up in DC. He assured us that he in fact not that John Hill  & that he was resigning. That he was going back to the private sector. We thanked Mr. Hill and hung up & not 5 minutes later we received a call for Meg Bowers ... (funny how fast they call when they think WE might be on the track of something!) Ms. Bowers wanted to know if SHE could help Housnitch, at the time, I responded that no she couldn't, and asked what had prompted her call. She referred to my call to Mr. Hill. Then she asked me what i had wanted from him, i did explain my question to him & she asked what his response had been. She was told & promptly hung up. 

HMMMMMMMMM---"It was thought there wasn't very much effort put in place to make sure the citizens know what we're doing,"  

if that truly was the JOB of that bunch up there .... they wouldn't freak out when someone asks questions!!!!   and Hey! MAYOR/CHERYL .... we here at HOUSNITCH tell 250,000 people a week JUST WHAT YA'LL ARE DOING!!!!!!

Since we are into telling em....we thought we'd point out that having a HUSBAND/WIFE working in the same dept is AGAINST CITY POLICY!!!! 

SOMEBODY HAS TO GO!!!!!!!Ya'll can't be in the same department, or even the same floor.(Now Ms. Cheryl .... go put some SPIN on that. That's what you're hiring up there .... SPIN DRS.) 

If you just did your job ..or knew HOW to do your job, you wouldn't need all those people. And it would go a long way if you cleared out all those stooges that are screwing up our Public Works department, and the Idiots who figure the budget!!!

Cheryl Dotson hired all those people because SHE DOESN'T KNOW WHAT SHE'S DOING  and HOUSNITCH along with the rest of the Media in this city is publishing the REAL goings on.

Mayor Brown has been "campaigning" before he's legally allowed to do so.

Being a Democrat Pct. Chair, Housnitch receives all manner of invitations to participate in breakfasts, lunches, community meetings, etc. 

Well, we had heard he was campaigning before the law allows it, and being very active in Senate Dist. 6, we accepted an invitation to breakfast this last Saturday, at Merida's restaurant. The invitation said it was to discuss matters of interest, concerning the community. Yes, Lord....the MAYOR's interests were heard LOUD & CLEAR. If this article so far hasn't shown you a contrast in our city governance. We'll point out a few more:

Congress woman Sheila Jackson Lee woke everyone up with a loudly delivered pep talk about how Democrats were alive & well in Houston, in Texas & in Washington. And added how we all needed to continue to support the Mayor. State Senator Mario Gallegos, came in with the same message, and we were all urged to be sure & sign our pledge cards to the Mayor right then.

Then our Mayor himself spoke, and said he was so tired of the partisan politics being practiced on Council.  He recollected as Police Chief he couldn't remember who was a Democrat/Republican because there wasn't any partisan bickering. Then he went on to tell the crowd of Democratic pct. chairs, (and we wondered if it was just an oversight on the Mayor's behalf that he only invited Democratic Pct. chairs to the breakfast) ... anyway ... Mayor Brown went on to inform the mostly Hispanic crowd that it was the "Republicans on council who had taken funds away from their older neighborhoods, with the tax roll back."
That they were members who had lights & water projects, and streets repaired, that kept them from getting the funds necessary to fix their older more needful communities. 

He stressed that this was a Republican agenda, pushed by people who had nice neighborhoods & didn't have the needs their neighborhoods did.

He forgot it took some Democrats to put that 8 vote on the record so his wanton spending sprees would stop.

Mayor went on to say ,"I don't think you'll be able to elect a Republican in this city in 2-4 years" . With that, the Mayor began a litany of every thing he had done.

Sue Schecter was in attendance, (Local Chair of the Democratic Party) ....  passing out Texas Democratic Party Sustaining Membership Program enrollment applications .... IF THERE IS PARTISAN POLITICS BEING PRACTICED ON COUNCIL ..... THIS MAYOR IS RIGHT IN THE MIDDLE OF IT & ACTUALLY PERPETUATES IT, AND IS JUST AS GUILTY AS THE ONES HE IS POINTING FINGERS AT.

We weren't allowed a question & answer period, but Housnitch wondered about the lack of funds in those neighborhoods. John Castillo has been on Council for 6 years....he's a Democrat. Felix Fraga before him, he's a Democrat, Lanier as Mayor...he was a Democrat, and Lee himself has had 3 years in office...he SAYS he's a Democrat.

Since the  Mayor truly is the only one who has control of council agenda ... If he HONESTLY cared about the poorer Hispanic neighborhoods ... it's really HIS decision which CIP projects come up for allocation of CIP monies ... isn't it? 

WELL, ISN'T IT???

You will see that the rest of this year .... right up until election day that ALL CIP monies will go to the Black & Brown communities .... and they will get the bulk of the minority contracts too .... but to be HONEST about it ... he didn't do that, during the last campaign,  because he didn't have any real competition then. This time around it's rumored more than one DEMOCRAT will challenge him. NOW, he will come to our communities & ask that you help him get the word out on what he has done. Well Mayor....THIS Democratic Pct. Chair, mother of ten, wife of a Mexican National, now American Citizen, HISPANIC ACTIVIST...is more than willing to " make sure the citizens know what you're doing," 

 THAT'S more than a campaign PROMISE!!!

The IAD investigation concerning the homophobic slurs & treatment given to a most productive fellow police officer who is gay , and his partner at Central Division is finished. Housnitch called Lt. John Silva on more than one occasion to confirm the outcome. On Monday last he promised to call & inform Housnitch. Ya'll remember how we here in Housnitch reported on this incident in Housnitch 53. Back then the Chief promised us a speedy conclusion....well, it has been ANYTHING but a speedy conclusion. (and Mayor, with this being an election year....you better do something FAST!)

Well, Boys & Girls, after this exchange, and the Chronicle full of depositions saying that the Chief had not maintained a control over the gang task force, or seen to it that

HPD accused of rights violations / Records reveal warrantless searches in
drug investigations


 

With even former Police Chief Nuchia giving a sworn statement "acknowledged gang task-force officers were directed to "go to the line, into the gray area" in searches, seizures and arrests" Current Police Chief Bradford was informed on more than one occasion that there was a conflict in written policy & actual application.. Kim Ogg, former head of the Mayor's Gang Task Force : ."Ogg said the ineffective and conflicting HPD policies pose a danger to the community and to officers. "The risk is danger to the community," Ogg testified .

That Bradford has taken NO action to rectify these problems, is an action in it's self. By NOT doing something, he has condoned these activities.

That he has punished GOOD MEN, for doing what they are supposed to do in reporting harassment, based on sexual orientation, and done nothing more than give the higher ranking officers a slap on the hand, speaks volumes for his LACK of managerial style, and shows that he believes he is above having to keep the law.

ALL IAD outcomes, come before Bradford before they are handed down. HE alone decides punishment / disciplinary action. HE can also send back a sustained finding and have the IAD investigators CHANGE it. Don't believe it? Do you Citizens really think we have a FAIR system working for us? NOT under this Mayor. NOBODY is held accountable, and if someone should exercise their right to complain, or sustain a complaint against the WRONG person, then they are the ones targeted for disciplinary action .... and in many cases ...  just thrown to the wolves.

A rather large file came to Housnitch. They are sworn court depositions. Sworn Testimony, under penalty of perjury by AID officers.

We did file a complaint with the OIG, but according to them .... Chief Bradford, even with a sworn complaint, can decide to hand back a sustained finding of perjury & have the IAD officers change it. Don't believe us? Click on that Icon down there....


DEPOSITION OF SERGEANT DENNIS SLATE, HPD IAD Investigator. Sworn to under penalty of perjury. Sgt. Slate testifies under oath, that a female Police Officer, and a male Civilian Police Employee, both testified to him that they had committed perjury under oath.

13 A. No, but he came from the chief's office.

18 A. My lieutenant comes in and tells me the

19 chief of police says to stop. I have to stop.

A. Okay. So I put the case to the side

25 because I was being told that the chief's office was

1 reviewing the case........

but the perjury case, I do have

2 that. I have that one there is no ifs, ands or buts

3 about that. I do have perjury on this one. So they

4 looked at each other and they said, "Let's go," And

5 I said, "okay." So I went to complete the case.

Q. Do you recall the contents of the

8 synopsis?

9 A. Yes, I do.

10 Q. Do you recall whether or not he found that

11 Officer Sheri Chapman had violated the perjury

12 statute?

13 A. Yes, he did.

14 Q. What did he say about that?

15 A. That she was guilty of perjury......

2 A. If I had been found guilty of perjury, I

3 would have been fired from the Houston Police

4 Department.

5 Q. What did you just say?

6 A. If I would have been found guilty of

7 perjury they would have fired me from the police

8 department.

9 Q. Found guilty by who?

10 A. By the police department, if the

11 department had established that I perjured myself,

12 the Houston Police Department would fire me.

13 Q. Did the department establish that Officer

14 Sheri Chapman perjured herself?

15 A. Yes, they did.

16 Q. They didn't fire her, did they?

17 A. No, sir.

18 Q. In fact, they took no action against her

19 whatsoever, did they?

20 A. That's correct.

21 Q. Why was she treated differently than

22 anyone else?

23 A. I have no idea.

24 Q. Do you find that disturbing?

25 A. Yes, I do.....

14 ...... the chief himself Chief Bradford would

15 have made that decision.

Not only did Sgt Slate wear to this, but also

25 this deposition, it seems to me, my interpretation.........

A. No, that's very distasteful.

5 Q. Why do you find it distasteful, officer?

6 A. Because I am a truthful and honest person.

7 I was out to do the job. I found the facts as I

8 have done it a hundred times in the cases I have

9 worked on and that politics or whatever, something

10 being handled in this case.

11 Q. And that's the first time you have ever

12 seen it in all the investigations that you made on

13 police officers --

14 A. Yes, sir.

15 Q. -- the first time?

16 A. My first time it ever happened to me.

17 Q. Have you ever heard of it ever happening

18 to anybody else?

19 A. Yes, sir, I have.

20 Q. Who?

21 A. I can't name the investigators, I just

22 know in certain cases it has political you -- you

23 know, like the Oregon shooting case, things like

24 that in Houston investigators --

25 Q. Have been directed by some higher

1 authority to find something or not find something?

2 A. Correct.

3 Q. That affects the integrity of your

4 division, IAD division, does it not?

5 A. Yes, it does.

6 Q. Are there going to be any repercussions

7 against you for giving me this deposition?

8 A. No, sir.

9 Q. Are you sure of that?

10 A. It won't come from my captain, and it

11 won't come from my lieutenant.

12 Q. Is there anything else you think would be

13 of interest to me that we haven't visited about?

14 A. One of the other things that after I put

15 this whole case together, I contacted the District

16 Attorney's office, Roberto Gutierrez.

17 Q. Roberto Gutierrez?

18 A. He's the part in charge of the political

19 integrity section and I sent him the packet, I said

20 please review this and see where we're at. And so a

21 little bit later on I talked to him about it and he

22 says, "Well, we don't have anything." And I said ,

23 "Well, you know, we have three depositions here.

24 This person is under oath and they lied. It's

25 perjury." He said, "Yes, but, you know, it involved a marital situation." And so I explained to him a

2 marital situation or what it doesn't really matter.

3 We have a person under oath. This is perjury.

1 Q. I don't mean to go into a civics lesson or

2 anything with you, but why do you feel that if you

3 perjured yourself -- well if you perjured yourself

4 in same manner about sex, do you think you would

5 have been terminated? I mean, not talking about an

6 officer perjuring themselves, about a crime scene

7 that they worked or about an investigation of the

8 Houston Police Department but a relatively personal

9 matter of who they had sex with, do you see the

10 difference between those two as for my question;

11 only for my question?

12 A. If you ask me once and I lied, if you

13 asked me once --

14 Q. Sir?

15 A. -- and I lied about that issue?

16 Q. Yes.

17 A. That may be one thing, but you ask me two

18 or three times and I consistently lie, lie, lie?

19 Q. What if I put you under oath.

20 A. Put me under oath, that's another thing.

21 The Houston Police Department, police officers are

22 based on truth. That's our job, our job is to tell

23 the truth. When you call a Houston Police Officer,

24 you expect that person to be honest and truthful.

25 That's one of the requirements of being a Houston

51 Police Officer, is being honest and truthful. So,

2 yes, when somebody's not truthful, it bothers me.

3 Q. What, if any, ramifications have you seen

4 out of the failure of -- first of all, let me ask

5 you this question: Who would have made the decision

6 whether to punish Officer Chapman, within the police

7 department?

8 A. Chief of Police.

9 Q. In his office?

10 A. His office.

You See Darlins......ONE MAN decides who gets prosecuted, who gets disciplined, who gets to continue who doesn't.....That's an awful lot of power for one man. With the recent discoveries by the courts concerning the Gang Task Force, this case, here & the general screwing of the Police officers who were just doing their job, Housnitch believes we have enough to call on the Department of Justice to come in & look at how our Police Department is being run.

If any of you police officers out there have any other information you'd like to share.....send it on babies, we have a P O Box, and I'll even come & pick it up. We NEVER divulge names....and hell, if it's in my P.O. Box, I never know who sends it anyway!!! We are also including a Lt. Watkins deposition for your viewing. He says the same thing ... ULTIMATELY, but if you want to see some himming & hawing...just click on that icon & have at it....it's long, it's tedious but it makes for great insight as to how our police department is being run..

Okay, Mayor, let's see.....The Police Department is being MIS-managed, the courts have found that minorities are being unduly targeted, a recent investigation into gay bashing, while sustained, has the Police Chief demoting...uh...excuse me, making "lateral" moves for all the officers who followed the rules & procedures & reported the gay bashing, yet nothing has happened to the female officer who uttered the slurs, and a slap on the wrist for her Capt's who were involved in the incident, and now we show you proof of and ADMITTED perjury by a female police officer & her male civilian lover, and NEITHER one of them were disciplined. We'd say "HOUSTON....WE HAVE A PROBLEM"

(since it is an election year guys.....let's see what the Mayor does)

this message is concerning your report on bingle bridge at cole creek. if i am not mistaken that bridge was supposed to be saved. the original bridge beams were to be re- used and a new deck poured, but the contractor on the project (i believe it was AJS GROUP now called Zakeem- AJS Group) may have damaged the bridge beams during construction of the roadway and underground work proposed for the project. the beams could not be used then. the coh PW's  was probably aware of this and i believe has tried to hide the fact that this was done. the contractors supervision was incompetent and as always the outsourced construction management team selected to oversee this project (ATSER) did not know any better. the city got burned by the contractor and we the people of Houston have to pay for this incompetence by paying the contractor for work that was not done properly, by paying the outsourced management company that was supposed to be watching the contractor, and by paying incompetent city administrators who probably were once pretty good engineers at one time with good morals and character,  but ;  who now just want to slide on city payrolls to get 2nd and 3rd pensions. Ok, last issue we told you about that bridge over Cole Creek on Bingle road...this time we have some photos for you, and the excerpted report we gave ya'll last week is from Tamborello Engineering Consultants who say the bridge had past it's life span. They recommended it be replaced....that report was done in August 1999... Here's your pictures guys...

Seems as though Monique has issued a order that all vehicles assigned to the BS department must be marked in accordance with state law.  It only took her a year to realize there is a law above her, since she is excused from obeying city laws.  If Monique had bothered to look, she would realize that nearly every vehicle in the department is marked appropriately because they came to the department from public works and engineering.  The question to be answered is if Monique will have her own black Ford Expedition marked in accordance with state law.  The trick is to put something like "buiding services" in a neutral color on the back fenders, no city of houston seal, no mention whatsoever of the fact that taxpayers are paying for her exclusive use of this huge, gas guzzeling machine that is not appropriate for any city business what so ever.  Oh, that's right, Monique does take her children to day care in it, and to the store regularly, and she does on occasion take Trinh Pham, and Jacquelyn Nisby and Carletta Dirden, and her other cronies to lunch or to an after hours club date for drinks.  Monique is a vivid example of the ego striken leader with no clothes on who daily lives out the saying, do as I say, not as I do.  We who are unfortunate enough to work in Monique's bs department live to serve the queen, queen Monique.

ms monique really knows how to boost morale. during her first annual state of the department address she went into her own public relations speech about how much she has accomplished during the last year.  oh, her "team" members were there, too, but we're just along for the ride.  it is ms monique's belief that she alone gives breath to the department.  you can't imagine how depressing it was for us who are not among her chosen few to have to stand there and listen to her bull.  the high point of the speech was ms monique's proclamation to us that during the last year she has promoted over 30 people.  say what?  she fails to comprehend that she has steadfastely refused to acknowledge there are any worthwhile people in the department.  fewer than 5 of the promotions were from within the department.  the rest were from the outside.  face it folks, ms monique likes whom she likes and if you're looking for a promotion, you have to leave the bs department.  oh, by the way, ms monique had a ready answer to those of us who might dare to question why we didn't get a promotion:  ms monique says if you were not among those promoted, you need to go look in the mirror! and if you don't see the reason for being overlooked in the mirror, take a look at who you "hang" (ms monique's choice of words) with!!!  this incompetent slug really knows how to make her "team" members feel good about themselves. you could feel the wave of disappointment spread to the rank and file when ms monique made that statement.  but you see, up on high where ms monique, and trinh pham, and larry baker, and nisby, dirdren, schiller, inouye, sherman, nelson, masterson and the other managers of the bs department live, the rank and file employees doesn't count for anything.  we're only around because civil service keeps them from firing all of us.  and so, another year bleak begins for the bs department.  we can only hope that SOMEONE will step in and put an end to this fiasco.  PLEASE!!!!

We had to attend the building services department state of the department ceremony yesterday, Wednesday, January 24.  This was my first real opportunity to see Monique McGilbra be herself.  Let me tell you, I was not impressed!  She is every bit as arrogant and contemptful as I had hear she was.  How a person with this type of abrasive, self-centered personality could become the head of a city department is beyond me.  It was all too much for me when I heard her brag about all "her" accomplishments during the past year.  While she may envoke the term "we" or our "team", she is really only speaking with any degree of respect about herself.  The only thing she has really accomplished is to get herself a job making over $100,000 a year, a job for her husband making over $60,000 a year, and jobs for her "friends", most of whom are also making over $60,000 a year.  Her dreams of glory are totally unto herself.  It is obvious she cares little for what's best for the city of houston and even less for what's best for those of us in this department who were are not friends of hers.  She is fixed with the blind bureaucratic vision of creating an empire by obtaining through any means available as many employees as possible.  I long for the day, and I know in my heart it will come eventually, when Monique McGilbra and all her friends are told in no uncertain terms by someone in charge who truly cares about the well-being of the city:  it is time for you to move on!  I just hope I can hold out for the next couple of years.

Dear Housnitch,

You are such a wonderful release for me!  For the last several months since I was put in the building services department there has been no way for me to release all the built up anger and frustration I have had.  This department is not being manager right and there is nothing I can do about it at my level, but having someone to express my feelings to has made me feel so much better.  The department is in the middle of the budget process.  All I know is that the money this department already has is not being spent correctly and now there is even more coming. What a waste this all is, just a waste!

Subject: Wilcrest Extension

Dear City Council:
This is a note from a concerned citizen that follows City Council agendas. I noticed that your are trying to approve the final contract amount for the rebuild of Wilcrest by Richmond Avenue. I travel that road regularly and noticed that there is already a huge crack in the intersection at Wilcrest and Richmond. This road is brand new and already failing. Also, the road from Beltway 8 west to Wilcrest on WestPark is crumbling on the West side. You might remember this is the road that was designed and turn-keyed for about $5,000,000 until Mr. Brown had it split up to where it cost $11,000,000 to build. The Contractor that built the West half of West Park has that road already crumbling and has been patched numerous times. The curbs are falling apart also. The East side of this one mile road is in great shape. That indicates shoddy workmanship. Just thought you might like to know.

Subject: Re: Undercover Police Vehs Not Have COH written on them
I understand the state law does not apply if a certified peace officer in operating the vehicle.  Does the word "uncover" mean  a surveillance vehicle, or can it  be any "white" Ford Crown Victoria.
 Seems HPD uses unmarked vehicles for traffic enforcement on our freeways. Other than red grill lights, and an occasional radar ant hanging out the window, that is the extent of being a possible HPD or emergency vehicle.
 Wonder if people are being prosecuted for "evading arrest" because they do not stop for These "unmarked vehicles". I understood the purpose of the "law" was to id the government owned vehicle who we "meet".

I have been an admiring fan of your site.  I have
worked for COH/PWE for almost 17 years.  I am worried
that the corruption in our city government will
ultimately result in our privatization. I am afraid
that the more bad publicity we get, we will ultimately
sign our own death warrant, by losing public support
for the low people on the totem pole, "US!"  What our
top heavy government does reflects on all of us, even
the laborers.  Our jobs, is what supports our
families, our necessities, our lives.

Although I can't seem to get enough of your site, it
does make me worried.  The power of the pen and the
media are very powerful.
