Dotson is Chief of Staff for the Mayor, directing all functions of the Mayor's
Office including:
Planning, organizing, staffing, and budgeting;
Handling Council relations and Council Agenda; and
Managing the City's Affirmative Action program,
Board's and Commissions, Media and public relations, and Government relations.
In
addition, in her role as a member of the Mayor's Senior Executive Staff, Ms.
Dotson:

Tuesday, the 27th. All of this coming about from an e-mail that we received last
week:

'spect you know how Cheryl Dodson's sister got a contract for $22,000 to do a
management study for the Midtown TIRZ?
The study was the management structure - all three (3) people. Wow, $7,333.00 to
study each person. How many pages was this report. Who authorized it? Which
fool's gonna sign off to issue the check?
ALL IN AN ELECTION YEAR!
L.P.B.'s friends are all taking advantage of him. Does he even know about this
one?
Several
phone calls later, Housnitch found out that Ms. Andrea Dotson, sister of Cheryl
Dotson, Chief of Staff to the Mayor, had indeed been approved by the TIRZ for a $22,000
consultants contract. This is not a contract that goes before Council or the
Mayor for their approval.
One
of the functions of a the Midtown TIRZ is.... Retaining professional consultants
in the fields of finance and accounting, planning, engineering, law, and
landscape architecture to assist with the daily business of running the district
and attracting new development.
They have the authority to RECOMMEND awarding the contracts...City
of Houston Planning must sign off on them . To date they haven't signed off on
this one.
In
speaking with Cheryl, who I must admit is a very personable woman. She has a
great smile & her eyes catch the light in just a way as to make her seem so bright
eyed & interested in what you have to say ..... She really is a people
person ... (personally
I think she'd be a hoot on a Friday Girl's night out!). She assured me that she
had no connections to her sister's business. Which by the way, just happens to
be Cheryl's OLD company. Cheryl assured Housnitch that she no longer held any interest
in the company and had sold it to her sister because she did not want anything
like this to come about. She had the kind of car she wanted ... the house she
wanted, and she truly wanted to be of service to the city of Houston, which she
loves. She wanted no conflicts of interest to be associated with her service to
the city, or the Mayor. (Cheryl also opined that the e-mail was sent from Robert
Litke or Bill Calderon in City of Houston Planning ... because she had initiated
audits on TIRZ. Housnitch guaranteed her that NEITHER of these gentlemen were on
her list of known snitches, and that indeed this e-mail snitch had been with us
for quite some time ... to which she added ... well "I know it started with
them ... everyone who works for the city knows how to get information to you
.... and who to give it to so you will start poking around." We gotta smile
at that! )
Now...does Housnitch believe that all this contract business was innocent
enough?
I promised Ms. Dotson that I'd tell the WHOLE story....Here goes Cheryl!
Let's look at this:
Mayor appoints majority of board members to the TIRZ
(of the 4 he doesn't appoint...2 are
made by his friends Rodney Ellis & Garnet Coleman, the 3rd comes from
his own office staff)
This TIRZ is in Mayor Pro Tem Jew Don Boney's district
(Mayor
appoints Pro Tem)
and now, his Chief of Staffs' sister gets this contract.
Bill Calderon says that Planning has not approved this contract as of yet.
That planning had some questions as to the selection process .... Hmmmmm, did
Cheryl start her audit of the TIRZ ... BEFORE or AFTER this contract stuff?
Doing a little looking around the internet, Housnitch has found that
Cheryl & her sister Andrea own 6 properties together.

And Housnitch didn't see any HOMESTEAD Exemptions there...
Cheryl's voter registration says 8004
Main ... but the county says that's an over 65 homestead exemption, so we
kinda tend to believe that it's her parents or an older family member who lives
there ...
Cheryl's voter registration says Cheryl L. Dotson... well
we've found out that from the Texas Department of
Driver's License that the L. stands for Lanier...
Driver's license also says that Cheryl Lanier Dotson lives in
MISSOURI CITY, TEXAS. A quick check of the property records in Fort
Bend County says that YEP, Cheryl has a homestead exemption out there ...
(loves the City of Houston huh?)
Hmmmm, I wonder if she voted in the city elections?
THAT WOULD BE VOTER FRAUD WOULDN'T IT? BUT, Cheryl
wouldn't do anything like that. Nor anything that would hurt the Mayor.
(or so she professed to Housnitch)
Cheryl Dotson came work at the City of Houston on 10-17-99 as
Deputy Director of Finance & Administration @ $113,220.12. She's now the
Mayor's Chief of Staff and the salary is the same.
This home has carried a Homestead exemption since 1991.
Cheryl is claiming it as a Homestead Exemption. Her driver's license says this
is where she lives...IF because she was working in Washington, DC prior to
returning to Houston ... and quite possibly renting out her home ... & MAYBE
had to register at her relative's address until those people vacated her home
... She MIGHT could have voted LEGALLY in the past City elections ... but then
... SHE COULDN'T HAVE CLAIMED THIS ADDRESS AS A HOMESTEAD EXEMPTION if she was
renting it ...... AND, her driver's license was renewed in July, 1999 saying
this was her residence ..... (six of one...half a dozen of another)
Oh...YES, Housnitch knows that parts of Missouri City are allowed to vote in Houston City elections...BUT NOT THIS ADDRESS!

Now.....let's look at this work Cheryl was doing up in DC:

Dotson's last public splash came last year in Washington, D.C. It was in
connection with her old boss, Barnett, at the time the district's chief
management officer.
According to the Washington City Paper, Barnett never conducted
open bidding in awarding an $893,000 contract to consultant Dotson to outfit the
District's antiquated Department of Motor Vehicles with a new computer system......"The
result of the inquiry was a contrite admission in late August by Barnett that
she had illegally awarded the contract to an associate," the publication
reported.
Also according to an Archives search of the WASHINGTON POST,
Cheryl Dotson left that city with the contract still being under investigation
by the GAO (General Accounting Office) and the FEDERAL OIG (Office of the
Inspector General)
So...did ya'll think Cheryl really sold her company to her
sister? Or is it a paper shuffle? They appear to be so close...
The name of that company is...SMART MANAGEMENT SERVICES,
INC.....or so says The Washington Post & Cheryl herself, and Cheryl says she
sold it to her Sister.......but ya know what?....

Seems that on Monday, Ms Cheryl took a personal vacation day. Housnitch hears
she was in Philadelphia, putting in applications ... I did ask Cheryl about it,
and with a smile she only acknowledged that she took a personal vacation. When
pressed if she indeed was applying for another position outside our City, she
responded again that she took a vacation. Time will tell.
I hope we've told the whole story Cheryl.

We also hear Monette Goodrich will be leaving us soon...(if she hasn't
already turned in her walking papers...she is in the process of doing so)
I guess, that we won't have to demand Meg & Robert Bowers be moved
around...with Cheryl applying for out of town work they'll probably follow her
like they did from DC. (yes they worked for Cheryl under that $893,000
illegal contract).
We just might get the Mayor's office cleaned up some, get him back inside of
his budget. IF he's smart, he'll get somebody who knows how to do their job
& doesn't need 10 other people to get it done.
Somebody who has no baggage, and no personal agenda.
(Pancho Villa could neither read or write...but he surrounded himself with
VERRRY smart people who could....and he shot the ones who screwed up...)

the kicker, .... with the new implementation on the
"SQUAD" program, (which is another problem) they now HAVE
to make 100 new E/Os (engineer/operators). so, with the already shortage
of firefighters, THAT HAS EXISTED SINCE MAYOR BROWN TOOK OFFICE, we're now
going to be 100 firefighters shorter than we were. one
question mayor, WHERE IS THE MANPOWER GOING TO
COME FROM, fantasy firefighters ??????? ( be
it just me again, but, i kinda think it's just SIMPLE MATH-- or was he asleep
during that class) ??? hey wait a minute, i got it, -- IT MUST BE MAYOR BROWNS

would explain it ... we NEED back to back classes, that go the FULL TERM

Recently one of our compadres compiled a salary survey of fire depts. in
Texas. As expected, we suck hind tit. Would you like to see this info? It's a
pretty big file, maybe I could fax it instead of e-mail. It takes about 70
minutes to download (it didn't seem that big when I put it in the file!).
So here's something else to make you wonder - who is profiting? If we picked
up the money trail, just where would it lead?

will close Fire Station 8, located at Crawford and Polk since 1894, for
construction of the new basketball arena. Fire Station 1, sold to a private

Hardy and Station 10 on Chartres were closed and in 1984, Station 2 on West
Dallas was also deactivated. In 1986, Ladder 1, Rescue 1, Snorke18 and
Salvage 8 were put out of service due to budget cut backs. With downtown
being the focus point of new businesses and residential living, the City is
clearly stating the almighty dollar far outweighs overall fire protection and

Subject: Wheeler Avenue Church
It is refreshing to see that the truth come out
about the Wheeler Avenue Baptist Church leaders. The church has
allowed members who give contributions the right to stand before a
congregation and lie to make themselves look good. Rev. Lawson is an example
of a man who has been bought. Shirley DeLibero and other officers in
his church are rewarded for their lies. Is this the type of church that sane
people send their children to? I think not. This church is encouraging
negative behavior in our youth. If she lied about her educational qualities
then she has lied about other things such has her integrity. Keep up the

Why is everybody coming down on Queen Monique and her
braindead zombies in Building Services? QM is the perfect municipal department
director: cowardly, vain and got her job the old fashion way- from her daddy's
golf buddy, LeePee. The real class act here is our favorite class clown: Trinh
Pham. Little Princess Trinh is perfectly suited for the queen's ship of fools.
Trinh is unqualified, incompetent, unprofessional, dishonest, and unethical.
She's perfect! Trinh has no integrity so she fits right in. She conducts
herself with no sense of honor or leadership so she should go far, cuz she
sure won't find a job in the real world.
PS: the same descriptions hold true for Trinh's grunts in the BS department.
You can plug in most of the above terms to describe Ollie Schiller, Rueben
Sherman, Clark Martinson, and most of the poor souls stuck over in that joke
of a department. When the boss is worthless..

February 10,2001 I observed a Houston police officer driving a police
vehicle with the license plate #676902 and the #24212 in the window with
kids inside his vehicle jumping up and down in the back seat as he was
driving. I followed the officer and he drove to the police station at 61
Riesner and the kids got out and hugged the officer as if they knew him. The
kids stayed around the area with bags of candy or cookies and were walking
around selling it from what I could see from my vehicle. The kids sold some
candy or cookies to other officers exiting the same building where the
officer with the stripes on his sleeves entered. What strikes me as peculiar
is the fact that this officer seemed to be on duty but yet he had kids with
him supervising them. Now as a taxpayer, I surely hope that I am not paying
this officer to patrol the city of Houston and watch his kids at the same
time. As a nurse I cannot take my kids to work with me and watch them while
I work so why does the city of Houston allow such careless disregard for the
life of a child. What if this officer had been involved in an accident
or was flagged down in the police vehicle? By God the children could get
hurt.
Another concern is that the kids were not wearing a safety belt and were
allowed to jump up and down in the vehicle as if it were a Merry-go-Round .I
doubt very seriously if this is the first time this officer has had kids
with him because he was driving as if he had nothing to worry about. Is this
the norm within the Houston Police Department? I was so upset that I
waited for the officer to exit the building to ask him for his name and
badge number. He did not exit the building while I waited so I approached
another officer whom I had seen this officer talking to and was informed
that the officer was not an officer but a sergeant named Sgt. Young. I told
the officer that I did not approve nor did I think the city approved of such
conduct. The officer informed me that the sergeant always picks his kids up
while he is at work and rides them around. The officer asked that I not use
his/her name because there could be retaliation.
As a parent, i too have been guilty of taking my
children into my job so they could sell their school candy to my
co-workers...i was not however a Houston Police Department Sgt. One can only
hope he was OFF-DUTY...our guys over all are great people.

Subject: BS is right!
So we keep reading accounts of how disastrous the sad experiment call Building
Services is and the monster continues to rear its ugly head. Is there any
gossip about the OIG investigation of illegal gifts given to Trinh Pham? What
about using staff to design and deliver wedding invitations on City time? Is
Ollie Schiller still driving her City vehicle even though it is not used at
all for City business?
Let's review: in the past weeks we have established
that nobody knows really what Carletta Dirden and Jacquelyn Nisby do. Both
have gigantic offices next to the queen but don't really seem to produce
anything. Unless you count party planning for Queen Monique. And that's only
if Carletta can book her daughter's dance group as the entertainment and she
can do her off-key Whitney Houston-caught -in-a-bear-trap impersonation. And
no one knows if Jacquelyn does or can do anything or is even supposed to. Time
to find a job gang.
Which brings us to Trinh Pham. After speaking to a Marketing Professionals
luncheon the reviews were consistent: "Is she that arrogant or just
stupid?", "...in way over her head.", "Typical City of
Houston incompetence." Funny isn't it how the same words are used to
describe Trinh regularly: incompetent, arrogant, unqualified,
in-over-her-head, and now the best and most succinct...stupid.
But let's not spend too much time hammering the Mayor for this fiasco, he has
plenty of those. Let's take the issue where it belongs, to Al Haines who
approves all this garbage. The Mayor couldn't care less about some piddly
department incompetence; he has spent his entire career getting jobs he was
not qualified for and fooling the public in general. Come on, he got a neat,
high-paying job for his golf buddy's daughter (that would be Monique) and the
rest sits squarely on Al Haines' desk. The rest are Monique's buddies who will
disappear when she does. Is there a more incompetent human resources advocate
that Jane Cheeks? Is there a more abusive and offensive personnel
administrator than Lula Nelson? Who the hell is Clark Martinson and why is he
an Assistant Director over Design and Construction? Does he have any
qualifications at all other than a hike-and-bike trail and some chrome street
lights he watched get installed?? *wow* Oh that's right...friends of Monique.
All the brave talk about the new department and the great new way of doing
business "like a Business with industry professionals running it"
has turned into what everyone hoped it would not- business as usual at the
City of Houston with the worst of the industry abusing their power and egos.
The only good thing is some real amusing insights from the sad staff members
who take this abuse for the sake of their pensions who have hope that a forum
like this will have some effect and make a difference. Time to clean house
The OIG is still investigation is still
on-going...as to how it will come out...ONE CAN ONLY IMAGINE...IT'S AN ELECTION
YEAR...LEE PEE WILL EITHER ALLOW A true FINDING & CLEAN HOUSE & LOOK

i just watched the report on channel 13 about the abuse of take home cars in
the bs department. problem with the report is that it is only half
done. truth of the matter is those employees using their cars to drive
700 to 900 miles to and from home per month and then 200 miles on city
business are lying. the 200 miles includes going to lunch! do you
think those people come to work and don't leave to go to lunch. lets get
real here. these are mostly friends of monique's, she's paying them big
bucks and giving them a car as a way to further supplement their
salaries. this is all part of monique's backassed way of taking
care of business as it suits her and be damned with city policy. the
whole practice of issuing cars in the bs department should be audited (is
anyone in controller's office listening?). there are folk who's assigned
work locaiton is 611 walker and they've been given a car to drive.
monique has abused her authority for over a year now. its time someone
stepped in and put a stop to monique's mess.

As a relatively new
employee in the building services department I was surprised and shocked to
see our director, Monique McGilbra, getting out of one of those very large
Ford Expeditions. Here the city of houston is always short of money and
can't even make its payroll some weeks and she gets to drive this gas
guzzler! To make matters even worse, the only way you could tell it was
a city of houston vehicle is that it has those city license plates.
There are no markings on the front doors, no large city of houston seal, or
building services department in red letters, or vehicle number, or anything
like is required on every city vehicle you see. I've read that she uses
it for personal reasons all the time and now I understand how she gets away
with it. If I hadn't seen her getting out of the thing I would not have
know it was a city of houston vehicle! I just do not understand why all
these things are overlooked. Isn't anyone paying attention? I
suppose the real question is, does anyone care about how wrong things are in
the building services department? The answer must be no. What a
shame.

Picture this: A man (a woman or one of Annise Parkers friends may be
substituted) leaves his/her/its residence in the morning, walks two blocks to
the Museum of Fine Arts' sculpture garden, strolls past the Marino Marini statue
of a pilgrim on a horse and arrives at the nearby bus stop. Three minutes
later he catches a muffled, smooth-riding bus that drops him off near his office
downtown.
That evening he disembarks from the bus and has the option of seeing the latest
exhibit at the museums or going to the local pub for a pint of ale. He chooses
the latter, returning home without menacing a soul from behind the wheel of an
automobile.
Except for some street work this scenario can take place right now and can
continue unless City Councilman Rob Todd and his fellow litigants give up and
allow the Metropolitan Transit Authority's light-rail pork barrel feeders to
tear up more of the cityıs streets and install an antiquated, unsafe trolley
car system that will require he/she/it to walk farther in Houstonıs gorgeous
weather to reach their destinations.

This
is the light rail letter normally sent by Council Member Parker, who is out of
the country representing the city until Tuesday.
Thank you for writing about light rail.
Any three Council Members may call a meeting, but it is not an
official meeting of the Houston City Council unless eight members of Council
agree that the topic is urgent and agree to attend. Council Members are only
required to attend the standing meetings of Council, which are held on Tuesday
afternoon and Wednesday morning.
You may not be aware that we have already had a record vote at
a regular meeting of Council on whether to hold a city election on the rail
line. That motion failed. Mr. Todd didn't like the result.
This is a backdoor effort scheduled when many rail supporters
are unable to attend. (Council Member Parker is out of the country until
Tuesday.)
I believe a citywide referendum on rail would be non-binding
since Metro funds are collected throughout the county. I understand the desire
of many to have a public vote on rail. As you may know, Metro officials had
expected to have a referendum on light rail, but in July 1999 the county
attorney ruled that Metro is forbidden by state law from holding a rail
referendum unless bonds must be approved. Any second phase of construction to
extend rail would require bonds and an election.
I support this light rail starter system as the first phase of
a meaningful light rail-commuter rail plan to reduce congestion and pollution as
well as spur economic development throughout the Houston area. After wasting a
decade and millions in rail studies, we should already have a comprehensive rail
system. Starting the first phase, or hub, in the dense central business-Medical
Center-Museum District makes the best sense to me.
Dallas began with a small light rail starter system in the
heart of the city, and ridership exceeded expectations so much that they can't
expand it fast enough. That's why voters recently approved a bond issue to
expand the Dallas-Fort Worth light rail-commuter rail system throughout the
Metroplex.
I have constituents who elected me to office. But I also
believe my constituents are Houstonians who will live here in 10, 20 or 50 years
from now. Rail should be part of our comprehensive transportation plan, as it is
in every major city in this country and Europe.

Looks as though monique
mcgilbra is taking a look at the take home priviledges of city cars in the bs
department. Here's something most people don't understand. First
of all she gets to make the decision on who takes home a car. You can
bet her pets will be allowed to continue abusing this perk. Second, most
people don't know that monique also controls the distribution of the monthly
car allowances. Executives in the bs department who do not have a city
car are given a montly allowance of $350 in cash. This
is a total freebe, no justificaiton, no records, no nothing! People like
trinh pham, ruben sherman, eugene inouye, ollie schiller, assorted managers,
and so on are given this allowance because they choose to drive their personal
cars to work and then supposedly drive them for city business. Once on
the job they hitch rides with their employees and never drive their cars for
city business. This is a total rip off of city money and should be
investigated.
IT SHOULD BE... but this Mayor isn't big on
taking responsibility. ANYBODY BUT BROWN!!!!!! IN 2001

office is forcing Project 560 to be rebid. The new bid process will cost
taxpayers a great deal of money, and probably result in higher construction
costs.

When perusing the new budget/staffing for the 311 system (slated to go into
effect on 04/01) you can't help noticing the General Manager: GLORIA BINGHAM.
This is the same land who can neither speak nor write. She's going to be paid
$3,400 biweekly. Her claim to fame? Her ethnicity! What more can I say but that
the Mayor takes care of his own - the Peter Principal at its best

Dear Housnitch,
During my evening rush hour commute yesterday, I happened to see a City of
Houston Public Works Department vehicle on the way home. I would not have
paid special attention to the vehicle except for the fact I live in La Porte
- and I saw the vehicle on SH 225 heading east, my typical route home. The
vehicle was a Ford F-250XL pickup truck with the markings "City of Houston,
Public Works, Traffic Management" with a number 28188 (city vehicle
number??) and license plate 739-003. I stayed with the vehicle until it
took the first Deer Park exit, the exit just prior to the Center street
exit.
I know there are probably some people who work for the City that are
required to take their vehicles home, but, when that person lives in a
suburb several miles out of the city limits of Houston, is it really
appropriate to take these vehicles home?
I will admit I do not know the person in the vehicle nor where they were
going. I also do not know if the vehicle was being used for "official
business", but it looks bad when you see this sort of thing.
I am not a citizen of Houston, but I do care about the goings on in city
government, especially since anything that happens in the City of Houston
typically has some effect on those people living in the suburbs.
If you could check into this, it would be much appreciated.

word out of the managers
meeting last week with ms monique is that after over one year on
the job she has decided to stop the take home privilege of SOME employees
and also be sure the cars are maked properly. say
what? after a year ms monique finally admits things havent been done
right in HER department. can it be! the question
yet to be answered is who gets to continue taking a car home,
besides ms monique, of course. supposed to be those who are on call 24
hours a day. as defined by who? why by ms monique, of
course. pity the poor saps who were driving a car when ms monique became
director, in other words, folk who arent friends of hers. you can be
sure the people she has hired and given cars to, theyll get to keep on taking
them home. did you know there is one employee who lives in
Katy? a little far, according to the city rules governing the
use of a take home car. oh, there I go again, ms monique and her
friends dont have to go by the city rules, do they? now that trinh pham
is leaving(does anyone know the truth as to why) the question is, who will
take her place. some think ms monique has run out of friends wholl come
to work for her. but we can rest assured shell be able to dig up someone
(some else from the bottom of the barrel, that is).
