As we sit here putting up this week's installment...we are already talking about the next issue, and have started some of the articles for it. Just as this week's  was well underway when our last issue came out. Our mail was so very positive as to the story we wrote on Cheryl Dotson, and the WAY we did it, that we decided that we'd look at some other folks who are involved at City Hall, and what better person than Orlando Sanchez. He has been sounding rather Mayoral lately. (a really big change from his previous 5 years on Council) Being term limited and not really sure where you are going to go next has prompted some speculation that Council Member Sanchez may run for Mayor...well. let's do a Cheryl Dotson on Orlando....(oh yeah Orlando, before you get all upset & blame the Mayor.... you can bet that the Mayor didn't instigate this investigation .... and neither did anyone else. IT'S WHAT WE DO! it just happens to be your turn at the plate.) With rumors running rampant that Orlando is considering a run for Mayor (after PERSONALLY telling HouSnitch that he wasn't) let's look at the WHOLE story on Orlando Sanchez........(oh yeah...anything RED, will lead you to a document or another site, be sure to follow them all)

Actually his peers recognized early on the futility of  waiting on Orlando for ANY committee meetings, the golf course has Orlando's attention. Not only does he golf all the time but he also travels constantly. he would hardly be able to criticize Brown for being out of town too much because records will indicate he has traveled while in office more than Brown.

He now chairs the influential Legislative Affairs and Intergovernmental Relations Committee ......

LOL! It's the only two they could get him to take, and then they had to talk him into it......most council members carry 4 or 5 of them! As for the Legislative Affairs committee, all it does is recommend priorities for the lobbying team to consider which are then routinely ignored by the administration. It rarely meets and has done next to nothing under his chairmanship.

His financial disclosure, filed this past October, 2000, says that he is President of "Sanchez Consultants L.L.C. " (that L.L.C. mean Limited Liability Corporation) yet his name is not listed , the Registered Agent is a FRED ZEIDMAN, and if he is just the agent...we don't see any success in a company that is labeled "NOT IN GOOD STANDING".....click on that "CERTIFICATE OF ACCT STATUS" and you'll see IF this is his group, this corporation is not in good standing as it has not satisfied all state tax requirements.

Do Ya'll see what WE see?...Council member Orlando Sanchez has registered 2 companies in which he has a personal business interest in , at....  MY, MY, MY....CITY HALL ANNEX! (click on the names to see full document)

If nothing else, at least we know he's doing SOME KIND of business at his council office. But we're inclined to believe this isn't legal. (might be administratively fiscal sound management though since his taxpayer paid staff gets to sort all his personal business mail from City mail, therefore saving him a secretary to do it...but it's only beneficial to him...not we the taxpayers!)

Also at question on that S&L Properties, is that Orlando swore he was the only owner...(although he did leave him self an out by not checking it in the boxes above his signature), on his financial disclosure, he says it's a partnership...HMMM, he lied to SOMEBODY DIDN'T HE?????

Ya'll think maybe we're being too hard on him...that maybe he's just trying to keep his home address from being made public? He didn't change his Voter's registration, and we were told some people get special permission to have their card sent to their place of business, most recently a TV reporter.

Yep!...this time he's used City Hall its self!

AND THIS MAN WANTS TO BE MAYOR?????

As of this week...we change our refrain....ALMOST ANYBODY BUT BROWN IN 2001! 

Besides, we here at HouSnitch are going to file ethics complaints, at the City & the State concerning this matter...we think Orlando will be busy for a while... (and we aren't finished, ..... anyone declaring for a seat, already holding one, or thinking about it...you're going to end up here too, IF we find something that doesn't pass the smell test!)

 

Whatever is going on with NEXO LATINO Inc., S & L Properties, and Ban-Tex Investments, at the very least, Orlando has used the City of Houston Mail systems to receive paperwork on them all. At the very worst, he's running other businesses out of his Council office....We need some real investigators to figure it all out. One thing is for sure though...Orlando Sanchez, obviously isn't smart , stupid one might even say, to mix his business in any way with his government duties. NOT the kind of man we would like to see in charge! There's too much of that already.

Sad to report nothing has changed in the bs department and its car policy.  There were days of anxiety when monique and her friends felt threatened but those days have passed.  No one has lost their take home privileges, not even the people who drive 900 miles a month to and from home.  Seems as though the only chance to make a difference in this messed up department is to hope for a new mayor.

In the spirit of diversity over all else, the mayor is about to give the city away to a small town fire chief.  Why?  Simple, he is Hispanic. What is really unique is each of the 12 candidates for chief were interview by business leaders.  What do they know about firefighting and emergency medical services?  Zilch.

The Chief of Las Vegas is the number one candidate for the Houston job.  Funny thing he wasn't good enough for Dallas.  He didn't survive the cut there.  The number one choice is a chief who was looking for a job as soon as he got the Las Vegas position.  Changing chiefs every election is the Houston way.  It is a lousy way to run a fire department.  

How do you compare fire departments?  The Las Vegas Fire Department lives on a hugely expanding budget.  Las Vegas rarely has fires.  Almost all of the large buildings in Nevada are fully fire sprinkled.  Their housing stock is relatively new. Las Vegas runs paramedic engines something the Houston medical community has sworn would lead to higher fatality rates to our citizens.  They have a growing economy.  Las Vegas runs four firefighters on all trucks.  

Compared to Houston living with a shrinking budget, old fire prone housing stock, very few sprinklered buildings and operates with a much older labor force and with 25% fewer firefighters per fire truck than a year ago.  Houston runs 3 firefighters per truck.

Look at the difference is size of the two departments.

How can you expect a small town chief to walk into a department and fix things when his experience is small town?

Houston's Acting Chief Chris Connealy on the other hand is one of only 17 chiefs in the entire US to be accredited by the International Fire Chiefs Association.  Plus he made sure Houston was the only large city in the US to be Accredited.  

This is a huge experiment with the lives of Houstonian's involving a small town chief coming to a huge city with big problems.  The last and only outside chief in Houston's history came from Seattle, he lasted 2 weeks.  Guess where the Las Vegas chief used to chief?  Yep Seattle.

Mr. Mayor, it is obvious we have the right man right here in the Houston Fire Department for the job.  When you have a good horse you run him!

A bunch of business guys using politics to help re-elect Brown by thinking they can get the Hispanic vote by appointing one as Chief.... Some of our Hispanic leaders will probably fall for it.....but over all, Hispanics are not that stupid. And we fully expect Gallegos to weigh in on this one, being a retired firefighter himself. NO ONE wants a minority just because he's a minority at the expense of safety....Let's promote from within, make Connealy Chief, and bring up Capt Reyes as Asst Chief over EMS. WE ALL WIN that way.

     "My boy," said the Wizard, "there are a great many great thinkers with no more brains than you have, but they have one thing you don't have, and that's a DIPLOMA!" So the Wizard bestowed upon the Scarecrow the title of Doctor of Think-ology, and gave him the diploma to prove it.
     Whereupon the Scarecrow used his diploma to wheedle his way into all kinds of jobs all over the country, including Atlanta Public Safety Director, Houston Police Chief, "Drug Czar", and finally MAYOR OF THE MUNCHKIN CITY!
     Who says ya need a brain?!?!

So Trinh Pham is leaving.  Unfortunately, things won't get better until Queen Monique is shoved out the door too.  Everyone talks about how ineffective Trinh has been and if that is true, and it is, then the greater burden of resposibility must be place directly on the desk of Quenn Monique, for she allowed this to continue.  These two are more than employee and employer, they are the best of friends and they spend more time together than a husband and wife.  Queen Monique has been fully aware of the state of things under Trinh, fully aware that Trinh wasn't even on the job 50% of the time (does anybody know where she spent her days?!), fully aware of how Trinh operated, abused her "authority" and her employees (that is, those she didn't hire).  The root problem in the BS department is its leadership, and that starts with Queen Monique.  As long as she remains on her throne, things will never, ever get better.   Take a look around, look at Carletta Dirdren, Jacquely Nisby, Jane Cheeks, Lula Nelson, Clark Masterson, Greg Stephens (gone but not forgotten), Ruben Sherman, Gene Inouye, Larry Baker, Tammy Blakenship, Keith Phillips, Keith Wydete, OllieSchiller and on and on.  A bigger bunch of loosers you'd have a hard time putting together even in the city of houston.  You cant have incompetence on this scale and ever hope to have a truly effective organization.  And with Queen Monique at the helm, this ship of fools is doomed to failure and sink.  Trinh may be leaving but the ship is still full of rats.
 

We heard that the OIG was getting too close to Trinh, she spooked & is running before she's caught.

The new Cargo Infrastructure project at Bush Airport. The original bids came in with Champagne Webber the apparent low bidder in the 42 million range. Because their mobilization number was too large, the City Attorney's office will cause the City to spend a great deal to make them rebid and probably end up costing the taxpayers more for the work.

It will cost more, council members are asking questions...

just finished reading your latest edition and all i can say is:  wow!  what a mess this city is and especially the bs department.  i want to share some quick comments with you.  first, the statement about the $350 a month car allowance for executives in the bs department is true.  there is a bigger story here than was told in the abuse of take home privileges.  this money is handed out without any documentation what so ever!  second, clark masterson appears to be a nice guy but no one on his staff respects him or even likes him.  he is arrogant and self centered.  he is not a registered architect and yet he manages registered architects.  he is also known to be helping out his friends in getting city contracts.  third, carletta dirdren and jacquely nisby are there for one purpose only, and that is to serve queen monique.  their jobs are undefined by choice of queen monique.  jacquely is supposed to be some sort of legal adviser but that is a slap in the face of the city legal department.  carletta helsp monique with everything from personal shopping to acting as her counselor.  as with queen monique, they act as though their you know what dosen't stink.  fourth, trinh is leaving by the end of april.  now it is up to queen monique to choose a successor.  based upon her choices so far, there is no hope for the bs department!!!!!!!

make sure and check out that Darcy story.  Oh yea - Jordy is going to be the new chief of staff now that Cheryl is going to be fired.  Both Marty Stein and Carol Alvarado were clawing at each other to get the job - but Dave Walden is pushing Jordy!

The Anglo big boy "powers that be".. have had enough of the BS that the  Mayor hasn't been able to keep hidden, so now they're sending in Jordy, so he can keep them all informed and try to head off any embarrassing things BEFORE they can get him re-elected...they ain't through robbing/raping us yet!

Dear Housnitch,

Seems as though another one of Ms. McGilbra's choices (Darryl Malloy) for
high management failed to meet her expectations..so she let him go just
before his probationary period was up. So now, the position has been posted
and been out for a while.

Let's just hope she chooses a person who is QUALIFIED for the job and not one
who has kissed the ass of her Division Manager (Ja'Nice Sparks, and she
leaves a lot to be desired) who is the supervisor of this Administration
Manager's position to get a better chance at getting it.

Seems as though several employees who are more than qualified for the
position  within the department have chosen NOT to apply knowing they will NOT
have an fair chance at getting the position.

Chances are if she doesn't choose the ass kisser (and we all know who she is)
in Administrative Services for the position, she will go outside again to
choose another one of her cronies. O well........another one bites the
dust......

you need to check out the full story about Darcey the mayor's secretary who left.  Apparently AL Haines targeted her and had her called for a drug test.
She refused and they moved her to the campaign.
PS - shame on you for not naming carol alvarado was on the board that selected Cheryl's sister to get that contract.  Quit protecting her.
ACTUALLY WE HEARD SHE FAILED THE TEST, BUT WE COULDN'T PROVE IT EITHER WAY.
