Dear Friends
It has been a little over one week since the election for Mayor, and again I
want to thank you for your consistent support and efforts leading up to the
election. We celebrated on December 6th, but beginning the next morning, I began
preparing for my new job. During the last ten days I have met at length with all
members of the Council who will serve with me and have begun evaluating each
department.
It is important to me to receive your specific ideas and advice on what you
believe to be the most important issues facing our city. This cannot be done
effectively in large meetings because there are only about two weeks, including
holidays, before the January 2nd inauguration. So to that end, I ask that you
voice your thoughts. I can't fix everything in a day, a week, or a month, but as
I move forward with new management of our great city, it is imperative that I
hear your concerns.

EDITORIAL OPINION

After much thought, and MANY e-mails back and forth among the "snitches" the last page of 2003 will be our collective opinions based on the many thoughts of "actual working men and women" at the City of Houston.
So, from the little guys at the bottom...we'd all like to commend Tim
Fleck at the HOUSTON
PRESS for his article on Wednesday Dec. 17th, 2003.
Recognizing and appreciating the copyright...we'd like to give you our collective opinion on some of his words and expound on them.
"Two weeks from now, all city department heads will submit their resignations to incoming mayor Bill White.".........HALLELUJAH!!!!!!!!!!!!!!!!!
It's about F*CKING TIME somebody did it!!!!!
Snitches say he hasn't just stopped with Department heads...but has asked for ALL EXECUTIVE position holders to tender their resignations. (THERE IS A GOD AFTER ALL!)
From experience, we can tell you...MANY of those people won't do it...Honorable Mayor-elect White...that term "EXECUTIVE LEVEL" is too broad and encompassing, for this bunch of freeloaders. They will "loop hole" a way around that statement. You'll have to define that term a little better. Like, Assistant this or Deputy that...or maybe even specify pay grade levels.
And we have a question for you...WHAT IF someone at that level DOESN'T turn in his/her resignation?
We believe you should have a policy in place for that contingency also.

We feel, that the new Mayor should realize that the entrenchment goes past councilmemebers, to include relationships with individuals/Presidents/Representatives from Companies/other governmental entities/liasons who do business with the City.
WE hear that many of these Department Heads and their "executive Level" employees are already asking Companies to issue them letters of reference or speak to the new Mayor or a councilmember on their behalf.
MAYOR....those should be the ones you get rid of FIRST. AND, look at those companies/councilmembers/government liasons very closely who do step in and ask you to retain someone.

You really should see all these "BIG" guys
jumping through hoops over at PW&E !!!! For us little guys who get up, come
to work every day and have to watch these preening peacocks NOT produce...it's
truly a great feeling to know that THEY are just as scared as we have always
been!

These are our New Year's wishes:
1. Extending the 1st Amendment freedom of speech to all City
Workers 2. Creation of a "whistleblower" ordinance protecting City
Employees with true penalties in it for cases of retaliation.
4. A City Attorney is who is truly …the City’s Attorney.
5. That the Uniform " Codes of Disciplinary Action" is passed by City Council & Mayor
6. An ordinance to do "back ground" checks on companies being considered for doing business with the city? (if behind on taxes, not in good standing at the state and or using "INC" in their name but not truly incorporated…deny these businesses a contract until they had complied with all laws/rules/regulations having to do with having a business in Houston, Harris County, State of Texas)
7. A "Clean House" at PW&E
8. BS is back into PW&E
9. Go back to a rating system for awarding contracts .
10. ADHERE/ENFORCE "CONTRACT COMPLIANCE"
As the current Council goes out, and the new one comes in. There are people WE the Snitches will miss:

and
Bert Keller are not
quiet for too long. They are both very good men and our allies when they could
be.
For you new councilmembers ...Those of you who won with less than 100 votes ...YOU weren't a mandate or a landslide .... don't act like it. We're gonna be watching all of you ... no matter how many votes you won by ... or who you are ...... just ask the councilmembers who will remain with you.
Here's OUR Favorite Christmas Recipe for Cookies
Christmas
Cookie Ingredients:
1 cup of water
1 tsp baking soda
1 cup of sugar
1 tsp salt
1 cup of brown sugar
lemon juice
4 large eggs
1 cup nuts
2 cups of dried fruit
1 bottle Jose Cuervo Tequila
Sample
the Cuervo to check quality. Take a large bowl, check the Cuervo again, to be
sure it is of the highest quality, pour one level cup and drink.
Turn on the electric mixer...Beat one cup of butter in a large fluffy bowl.
Add one teaspoon of sugar...Beat again. At this point it's best to make sure the
Cuervo is still OK, try another cup ... just in case.
Turn off the mixerer thingy. Break 2 leggs and add to the bowl and chuck in
the cup of dried fruit, Pick the frigging fruit off floor... Mix on the turner.
If the fried druit gets stuck in the beaterers just pry it loose with a
drewscriver. Sample the Cuervo to check for tonsisticity.
Next, sift two cups of salt, or something. Who giveshz a sheet. Check the Jose
Cuervo. Now shift the lemon juice and strain your nuts. Add one table. Add a
spoon of sugar, or somefink. Whatever you can find. Greash the oven.
Turn the cake tin 360 degrees and try not to fall over. Don't forget
to beat off the turner. Finally, throw the bowl through the window, finish the
Cose Juervo and make sure to put the stove in the dishwasher.
