Also....Tuesday October 26th, 1999 is HOUSNITCH day at council pop-off session...call City Secretary....NOW ....713-247-1840 sign up to speak . You will be asked what your subject is....your subject is WWW.HOUSNITCH.COM Council sessions are located in the Old City Hall located at 901 Bagby., and council session starts at 1:30 pm. Then speak on whatever you've seen in these pages that bothers you. We'll just see which members of council, are absent this day....and hey...what do ya wanna bet the Mayor will have a "PREVIOUS engagement"?....
We will have a special edition HOUSNITCH this Tuesday evening....for a preview....be at Council session on Tuesday...we promise it will be a doozie! In the mean time let's look at the mail....

Do you by any chance know who is in charge of Street Repair?
The guy below Jerry King. I'm noticing that on Dairy Ashford
and on Wilcrest north of Westheimer when the street is repaired
a big lump that is equivalent to a minor street hump is left
on the street. In other words, the repair is not flat like the
rest of the street. I would like to find out if this is a new
trend; if it's done because they think it will melt down, or
what. Maybe some of your cohorts will know. At any rate, I
would like to call the person in charge to find out why they
are "repairing" streets this way.

Who's really behind the Wilson flap against Tatro?
(and you). Saw the article in this morning's paper.
Is it all political? Why did they wait until just before
the election?Is Toni Lawrence behind the accusation? I gather from the
newspaper article that Lanier paid for the information
to be researched on Wilson and because Tatro used it, they're
claiming the cost as a campaign contribution? If this is correct,
then every time we use information paid for by someone else, the
information is considered a donation to us. That's ridiculous.
Please correct me if I'm not understanding correctly
Why was the hearing set for 1:00 o'clock on Tuesday just
before the pop-off session? Is this all designed to get
at you because of HOUSNITCH? Who is in charge of the
hearing--Chris Bell on City Council, Legal Dept?
How many people have signed up to speak on Housnitch
next Tuesday or do you know?

Yes it's all political----The kind of politics this & every other city is
tired of...Mayor does not sit on ethics committee.....he won't even be present..(.Sec.
18-12. of the municipal code: Composition. The ethics committee shall consist of seven persons of good moral character who shall be adult residents of the city. The mayor shall direct certain organizations to nominate the members of the committee. The positions shall be filled as follows:
(1)Position 1: By a member of the legal community. The Houston Bar Association shall nominate the person to fill the position from the legal community.
(2)Position 2: By a member of the labor community. The Central Labor Council of the AFL-CIO shall nominate the person to fill the position from the labor community.
(3)Position 3: By a member of the medical community. The Harris County Medical Society shall nominate a person to fill the position from the medical community.
(4)Positions 4, 5, 6 and 7: By four members from the city community-at-large. The city council shall nominate the persons to fill these four
positions)
Could be Tatro might be called in...but I doubt it.....Dave Wilson is
angry because I wouldn't support him & now I've not only turned down Toni Lawrencem, I've also been
trying to tie down a straight ANSWER from her...she does seem to waffle
on the issues...and her loyalties seem to shift with the crowd she's addressing.
She & Wilson deserve each other. Birds of a feather you know....Think about
it....IF I could be bought...it'd be for a lot more than
$600.00....and again, IF I could be bought....HOUSNITCH would have
stopped LONG AGO!!!! (there have been some verrry lucrative offers)
I'm signed up for Council---I see you are too...see you there on Tuesday. There
seemed to be several on Thursday when I was in Anna Russell's office...but I
didn't make a count.

I would like to subscribe but must stay very anonymous. You see I am a
XXX*(&^ in the *&^XX#$% division of the dear old Public Works dept. (stay tuned), run, operated, and screwed up by
XXXXXXX)))))**^^%$# and family. For now you can ask *&^%$# about me. He has some correspondence from
XX*(^%$ about radiation being detected for a long time at a sludge processing plant. So far no docs.
T P&W should make a spot check for it downstream from the plant (Sims Bayou). Ta Ta for now and remember "very
anonymous"
Darlin...HOUSNITCH NEVER talks to anyone! But we will see what we can do about getting T P & E to do the testing---or maybe an independent lab???? Any ideas readers? Any volunteers?

I do apologize...it just seems that our local government treats us like little boys & girls...not quiet able to handle the complexities of running a city...it really is done "tongue in cheek"...I will watch it...as for our local officials..."A community is like a ship; everyone ought to be prepared to take the helm.".....we hope we are helping to educate and then hope our readers will help ERADICATE.

Section 15-1(a) of the city code prohibits "any employee of the city... to
be pecuniarily interested, directly or indirectly, in any contract let by
the city, or in any work done by the city, or in any matter wherein the
rights or liabilities of the city are or may be involved".
Section 15-1(c) of the city code says "In the event that any contract or
work, purchase or sale in found to have been made in violation of subsection
(a) or (b) hereof, then the said contract or work, purchase or sale shall be
null and void, and shall be discontinued..."
Hmmm. Seems like Hilda Garza Scott is MARRIED to Richard Scott of TSC...
Isn't that an indirect pecuniary interest in a contract? So all of those
contracts that shes been signing off on for TSC are NULL and VOID!!!! We should go get our money back from TSC!!!! Furthermore, a contract let by the
city is a liability of the city, so there's a DOUBLE WHAMMY!!!

WE have said it all along...it is so obvious to us & even our readers....WHY has the OIG taken so long to see it?...We believe after Tuesday...many questions will be answered...or at least put into the hands of the people who can/should be able to come up with the answers.... Let's go for the court of public opinion guys!!!!! (see I didn't say "boys & girls!!!")
Housnitch has much to do between now & Council on Tuesday....look for a "HOUSNITCH SPECIAL TUESDAY EVENING"...
