We need to set up a meeting to discuss the best way of getting the B.S. being done by the water and wastewater depts. that are costing the taxpayers of Houston a bloody fortune. What about  We need strong people that will dig and have the resources to make it happen. The OIG is not going to do anything to rock 
leepee's administration. Gary Oradat was hand picked by Fred Perrenot after he was fired/resigned because he helped Fred cover up the EPA scandal at the 69Th street sludge plant. Oradat was and still is involved in the giving away several thousands of dollars of city water to friends of our former mayor at two major housing developments. I think we are still giving away the water. also the construction of a pump station to keep a lake/pond full of water to keep the prices up for sale of homes. all of this with out the knowledge of the city council. Contracts given to non-qualified vendors for the repair of captive/sole source equipment. Equipment incorrectly repaired 
is now costing the city close to a million dollars to have it returned to OEM specifications. The destruction of huge distribution water pumps because of person in charge of soliciting bids has a history of accepting bribes from non-qualified vendors doing shoddy work and equipment breaking down again within 3 to 4 months. has been caught in the act of stealing computers, rigging time cards in an overtime scam, his wife processes his purchase orders. They both work in the same department and location. He still is operating the overtime scam at surface water plants. Roger Hulbert is to dumb or is getting a kick-back not to stop it. Field Supervisor without a water license of any kind is working a minimum of thirty hours of overtime a week working as a certified operator. Certified operators with licenses are not being allowed to get any of the overtime because he is one of Roger Hulbert's picks. Field Supervisor will gross$70,000.00 this year with no license. He lies to customers when he answers complaints. Absolutely no chlorine residual and he tells customers everything is okay. But that is all right, we are trained to lie to the citizens by former head of water quality J.G. I guess Oradat & King drink only bottle water and live outside of Houston where good water is processed. Don't believe me ....check their 
offices and coolers, bottle water, not the crap the city bottles. They could not give that stuff away at zoo when celebrating water conservation day. I am so sick and tired of the blatant theft, bribes, and waste and then the lies told to justify it. What is so terrible about it is: The leader is a former cop. The old saying is that if you where a piss poor cop, you would be an excellent crook. I would settle for; too lazy to work and to dumb to steal

This week the Admin assist (who is worth her weight in gold) asked me if my computer were Y2K compliant. Since I just got this beautiful little machine, I said yes...She told me to double check and we went into control panel-regional settings. It was still on '99/double digit (not 1999/4 digit) date setting-I felt kind of sick. I thought it had been taken care of at set up. This was just after we got a newsletter from our CEO saying the organization and, by logical extension, it's networked contractors were "Y2K ready." That afternoon I called some of my cohort, both organization employees and contractor employees-most didn't know the first thing about resetting the date mode on their individual machines and everyone is networked. The few people I spoke with who understood what I was asking said the Sys Admin had taken care of it, but were shocked to find out it wasn't so. Brenda, this is scary stuff. Our consortium ports into every system in the United States because of activity relating to the military and Veterans records, the Comptroller, the OAG, the welfare reform debacle and employer information reporting-like tax and wage records. Oh yeah- I forgot to mention the I-9's, child support records, TDCJ and vital statistics. The PC's are networked to mainframe, which is an ancient mungo IBM system with roots that people have forgotten how to access. I queried an outside expert who said if problems come up, the ailing node is shut down until the fault can be patched with an acceptable date, but how quickly can the problem be found on a system like this if it's just one humble little p.c. sitting in a rural office whose staff is on annual leave over the holidays? I got to thinking about this week's Snitch which I reread for the third time just now. Are the individual PC's in the water department and the City/County/State links with those machines-which would include utilities, finance,etc- insured Y2K compliant? Ours sure as hell aren't! I can visualize doing without standard power sources (which the PC's need unless they have back-up generator systems) or a delay in payroll or benefit payments, but if the water supply is computer controlled and the water network isn't fully compliant and protected with a back-up power system, this is one scary thought. Even the petrochem plants are rumored to be nervous and planning simply to shut off for a couple of days at the turn of the century. Somehow after meeting Snitch I don't think the City (and County and State) administrators are as smart as Plant Boys. Do you think the Snitches would know about this? If a problem, we need to save our milk jugs and fill 'em up with water just as we do in hurricane season. Ask your people and let your faithful readers know if we should be making contingency plans for water sources.
Damn! you write a mean column. I can't wait to see the next one. The updates are good ideas. Keeps people checking and reinforces the information made available. This group will send something toward the incorporation on the 1st: you know how it is with peons---that's the only time there's cash available, even then it's spent before it hits the bank. I just wanted to let you know that I was extremely excited to go vote and write in HOUSNITCH. But to my dismay....I could not vote for HOUSNITCH, I did not have the option for the mayoral vote. I asked my husband about this and he explained that we were outside of the city limits and our area, along with many other area's, do not get to vote for the mayor. I say "pishaw" to
this. If I have to pay city taxes.....then damn it I should get to vote for the idiots who spend my money. Don't you think???? I have lived in Houston for 18 years and have always lived with-in the city limits so I did not know about this "law" or ......what ever it is. But it sucks, and I'll bet the people of The Woodlands and Kingwood think so too. I am getting madder by the minute and when HOUSNITCH goes and tramples the Mayor's office.....I
will be on the front line with you :)

Hey Dragon Lady....let's talk about this one.....it's way too long to put here on the web site...some 55 pages....but basically the decision rendered by Justices Cohen, Hedges, & Nuchia (yes the same Nuchia who was police chief of Houston) says that, and we quote : "We cannot consider Link's statements regarding her actions were done in accordance with her duties & scope of her employment, in good faith, with honesty, without malice or fraudulent intent, and with lawful purpose..........no reasonable official in Link's position could have believed that (1) knowingly preparing inaccurate reports for City Council and (2) causing baseless inspections or ordering ones for retaliatory reasons was justified or in good faith"........

"We have already held that (1) Link did not conclusively show her entitlement to official immunity and (2) material fact exist on the veracity of the facts in Link's affidavit"......

CONCLUSION:>>>

"#3.....We reverse summary judgments in favor of Link & Huey and REMAND for determination of the claims against them"..... A few modest proposals:
1. Abolish the personnel department:
a. 80% of all placements (a national average) are known by the selecting official before the selection. Most of these are internal promotions and transfers to accommodate people management. This is the "norm."
b. All placements in COH are announced and "competed" for. The is no mechanism for in-grade pay raises.
c. Therefore, 80% of the placements are sham and exist solely to provide work for the people in personnel.
d. The rest can be privatized.
e. Recommendation: In-grade promotions as in Federal Civil Service which include "quality step increases." 

2. Abolish the Legal Department:
a. All major law firms in Houston are already on retainer to COH as a reward for campaign contributions.
b. Due to the personnel policies of the "personnel" dept., all hires are at below midpoint of the salary range for any given category of labor. Therefore, COH only hires below grade lawyers.

3. Abolish the Purchasing Dept. 
a. As mentioned before, the costs of acquisition exceed the costs of the goods and services acquired.
b. 90% of goods 'n services needed by COH are already on GSA or state contract and requires no competitive bidding.
c. The other 10% is graft anyway, and beyond the effective control of bidding.

WORKING WITH THE FBI

The phone rings at FBI headquarters.
"Hello?"
"Hello, is this the FBI?"
"Yes, What do you want?"
"I'm calling to report my neighbor Adrian Thibodeaux! He is   
        hiding marijuana inside his firewood."
"Thank you very much for the call, sir."
The next day, the FBI agents descend on Thibodeaux's house. They search the shed where the firewood is kept. Using axes, they bust open every piece of wood, but find no marijuana. They swear at Thibodeaux and leave.
The phone rings at Thibodeaux's house.
"Hey, Adrian! Did the FBI come?"
"Yeah!"
"Did they chop your firewood?"
"Yep"
"Great, now it's your turn to call. I need my garden plowed."


We need to tip the scales back in the Taxpayers direction ....choose your next council members wisely.... Please vote in the runoffs , we need some changes in our current system............ some people with backbone to stand up & say--enough is enough. ( Do we have a current council member who will seek an ordinance similar to those laws on the state/federal level that will provide for a 2 year "black out" period...where no city employee can leave the city & then profit from us, for at least 2 years.....Talk it over council members...WE NEED THIS....)
