This is a personal note & recommendation----This editor had occasion to to do business with a local used car dealer, right here in my Spring Branch neighborhood. I was scared, never having bought a car by myself before. But I must say that Bill & Victor at OASIS CAR COMPANY @ 7740 Longpoint Rd were great. They even allowed me to "dicker" with them...(and hey ya'll know how Housnitch likes to "DICKER"...and by the way...they went down $300.00 on the price!) They were courteous, considerate, and even patient, as I pretended to know what I was doing. We have had the car for more than a week now & we have no problems with it...(believe me...IF we do ya'll will hear it!)...IF you're a woman, in need of a nice used car & friendly sales people who don't treat you like you're from another planet...Go see Bill or Victor...Even if you're a guy, they will help you and give you a good deal...tell 'em HOUSNITCH sent ya!
To the person/persons who sent us mail concerning a member of one of the council's staff ... we are HouSNITCH ....NOT HouSNATCH. We have had many such mailings come to us...and aside from providing some moments of laughter & a couple of jokes here in the "garage" when we open the mail....it provides no other use. We could have embarrassed half of this City's Directors/Deputy Directors and even some of the Mayor's own staff members if we wanted to ... because some of the mailings contained PHOTOS of various city employees in more than one compromising position. This site is not dedicated to the sexual exploits /deeds/misdeeds of the people who work for this city....we report on waste , fraud & abuse...so please....confine your mailings to that. Thank you!

MS. CAROL HERRERA, DIVISION MANAGER, THE MUNICIPAL CHANNEL
Boy this woman is a piece of work...let's take the documents a little at a time...
First is the Grievance findings & recommendations concerning Ms. Herrera : (click on the links babies)
The grievance is that Ms. Herrera .... defamed, harassed & is vindictive and created a hostile working environment, and that retaliation was a concern. FINDINGS The complaint goes on to charge that Ms. Herrera lacks integrity, has caused employees stress levels to go up so far that they suffered medical problems due to the hostile working environment.
Witnesses appeared that no longer worked under Ms. Herrera, but they felt so strongly about her unprofessional behavior that they were willing to submit any required documentation & time necessary to investigate the problems that they believed Ms. Herrera is creating at the Municipal Channel....Some of these Witnesses, such as Mr. Don Payne, who now serves as the Director of Communications for the Mayor, had moved on to other positions, but were willing to help in pursuit of this matter.
Mr. Payne states that he was writing his letter because he felt it was his duty to address the unpleasant situation that has existed at The Municipal Channel since 1992 when Carol Herrera was first appointed Division Manager. He states that she created a hostile & combative environment that finally caused he himself to resign from working there.. Rather than point out specific examples he sent his letter of support to the other employees who were there to testify, he himself being present also. He urged the examiner to to "listen to them & read their letters" .... He spoke up for current employees saying they feared retaliation, and suggested that they be encouraged to speak out without fear of retaliation. He also made himself available for further questions. OUR QUESTION IS...HEY DON! AS DIRECTOR OF COMMUNICATIONS FOR THE MAYOR ...WHY HAVEN'T YOU SEEN TO IT THAT WE HAVE QUALIFIED PERSONNEL REPLACE THIS WOMAN ????
The hearing lasted several hours...the examiner found that everyone who testified FOR Ms. Herrera...lacked credibility & were contradicted by credible witnesses...
Witnesses FOR the Grievant were found CREDIBLE....from employees to past employees & even vendors Carol Herrera was found to have created a hostile working environment, that she lacks integrity as pertains to manner in which she dealt with employees...at the suggestion of Mr. Don Payne the examiner agreed that an investigation be conducted concerning the problems at The Municipal Channel....HEY DON...what happened to the investigation?
Snitches tell us that Carol is busy "shredding" documents.....WHAT KIND CAROL?......click on the underlined colored words darlins...look at the documents for yourselves. From examining a broken tooth of an employee (who asked for time to see the dentist) to denying religious holidays for other employees...this woman is a terror.....WHY IS SHE STILL THERE????? The Municipal Channel has the "highest" employee turnover rate than any other department at the City.
Seems Carol canceled meetings with community representatives, just to have her nails done. Until a Rabbi intervened on behalf of an employee, the Jewish employee was denied High Holy days as vacation time she had accumulated, and only after the Rabbi had a member of the congregation go to the Mayor's office was the employee granted her time off. Read the documents darlins.....they speak for themselves.
Seems to be, that Hispanic FEMALES in this administration are sacred cows .... Hilda Garza Scott, now Carol Herrera .... These two women are poster children AGAINST affirmative action....CLEAN IT UP MAYOR... CLEAN IT UP...and Carol, ... here's a nice quote for you....see if you can remember it:

Only trouble with that is the Project Managers do what Hilda, Gary & Showri , TELL them to do ...or they face threat of losing their jobs... KEEP MAKING WHOEVER SIGNS THE RCA RESPONSIBLE ... They are the Directors, Deputy & Asst. Directors ...THEY pick the consultants ...THEY award the contracts, THEY MEET & REVIEW PROPOSALS not the Project Engineer.....PLEASE...Don't let them deflect the responsibility.... We're being held hostage here.

You really think Dominic is a "done" deal? (yea...we see you walking around, all grinning about that last challenge to Ratnala & Bahl's contract...(we'll get you yet on those!) You readers remember who Dominic G'Benoba is .... he's the Sr. Engineer who runs a real estate business out of his city office....(oh, he did lay off bringing his lap top for a couple of days after we reported it...but he's still in business) ..Anyway....we told ya'll how he's Gary's STOOGE....always running errands for him & such. Well Gary wants to promote him to Chief Engineer & make him his pet on the 25th floor. But you see readers ...Dominic hasn't even been a Senior Engineer for a year yet. (he has until 4/24/00)...and he got that pay grade jump along with a whole slew of people when Hilda Garza Scott promoted Sam Banigo. Hilda had to promote Sam, he brought in lots of money from the cab drivers for the Mayor's campaign. (Promotions are a great payback tool for this administration)
When Sam was promoted, so many of us began to complain to
higher ups that the promotion process wasn't being followed. We even went so far
as to document our complaint & collectively sign it. To calm the situation,
Hilda Garza Scott
decided to give 25 people the promotion to Sr. Engineer.
This is a world class joke in Jerry King's administration
In the past (and per City Policy) a graduate Engineer was promoted to Engineer
III (pay grade 22) when the Graduate engineer obtained his or her Professional
License. From Engineer III to Engineer IV usually takes about 5 years, then
another 5 years of holding that grade to be promoted to Engineer V.. (which is
Senior Engineer). This administration has broken the policy of promoting
Engineers based on experience , performance, and seniority Now it Depends on WHO
you know, HOW much you raise for the Mayor's campaign and no
longer WHAT you know. This is a dangerous practice in any
professional society. It means NO QUALITY, NO MANAGEMENT, and NO LEADERSHIP, and
it is unfair to those of us who have worked very hard to become QUALIFIED Senior
or Chief Engineers. No wonder work morale is so extremely low. Important
tasks which include "negotiation of the project with the consultant
& contractor" and "supervise consultants to manager the other
consultants" are not handled correctly due to lack of experience
resulting in much higher costs. Those "unqualified" personnel
("blessed ones") are collecting their biweekly paychecks and all they
have to say is, "I don't know" and/or "Please handle."..Mayor,
don't you think it's time to SHAKE IT UP??????
There are plenty of Good, Hard Working employees who are so tired of seeing this favoritism being practiced. After all, not only do we lose...but so does the taxpayer.
Periodic changes in our government are inevitable. Changes have been accepted under each new administration because until this administration it only affected the UNCLASSIFIED POSITIONS (Director, Deputy Director, & asst Directors etc.) However, THIS ADMINISTRATION is allowing political favoritism to affect CLASSIFIED POSITIONS (Professional Level). This will directly erode the professional line of work which eventually deteriorate the entire City's operation, performance and financial (tax dollars) status. WARNING!!! WARNING!!!

has allowed 2 of his
graduate engineers to apply for Senior Engineer, BEFORE they even have their
professional Engineer's License at the time of the job posting...WHO

According to "JOB DESCRIPTION" for Senior Engineers, each Senior
Engineer is to have some employees UNDER him to manage....many of these NEW
Senior Engineers do not. Many of then have NEVER even managed a single
project....one internal e-mail from Hilda Garza Scott (our female STOOGE) to
some of her co-horts shows the level to which these people will go to payback political fundraisers....Don't
forget, those Nigerian Taxi drivers helped to fund the recent trip to Africa for
the Mayor.. Hilda has called for massive EPE's (Employee Personal Evaluation)
here in the near future...what do ya'll want to bet...they'll

That Airport deal with Central Parking has been bothering us....So we've been doing some snooping....(to all you readers who sent us contribution these past 2 weeks ....here's what you paid for, and thank you so much, by the way.....we couldn't haven't gotten this far without those contributions!) You readers remember...this is the deal that caused Councilmembers to walk out on the Mayor...
This contract was a joint venture between CENTRAL PARKING & BURNS MANAGEMENT GROUP.... We did some checking on BURNS MANAGEMENT GROUP... seems they are registered in New Orleans, LA. and it also seems that they are NOT IN GOOD STANDING with the State of Texas....

When HouSnitch contacted the main office in New Orleans, 504-246-6000...we were told that Mr. Lawson headed up the Houston Office...and we've come to find out that the offices are "nested" (thanks TIM) over there off of 288 with Jew Don Boney's "Consultant" business & with Zinetta Burney...another "favored" Brown constituent.....Nice....real nice nest guys...(are ya'll feathering it with taxpayer dollars?)
Snitches say that they believe that Burns has already defaulted on their contract ...and after an "on- site" visit last week we think so too....
The first day of operations this so called "management" company didn't even have a start up bank for the cashiers...so who do you think provided it? That's right taxpayers...we did...of course Burns promised to reimburse us...but more than a month later they haven't..... and guess what else dear readers? The fourth busiest airport in the nation only had ONE cashier!
The contract calls for "daily deposits " into the City's account...as of this date ...2-21-00 they haven't made one in 13 days.
Contract also calls for a submission of a financial statement .... this has not been done either and they are well into the second month of the contract.
There is no "balancing of accounts" being done....you know...you open with so much money---you close with so much money -minus what you opened with.
Credit card charges are not being reported ... revenue is revenue GENTLEMAN .....what are you doing WITH OUR MONEY??????
The arms on the entrance gates are broken off.....we counted 10 in Terminal C parking alone...this allows for persons to park free without an accounting of how many vehicles pass through the gates ....or for personnel to charge for parking without the city having an exact accounting of how many cars were actually parked there .....hmmmmmm...
The BURNS MANAGEMENT GROUP is also failing to keep an "inventory" of cars. It has been city policy that a daily inventory is entered into the computer of all cars in the lot...that way we have an accurate accounting of who is a long term parker & for how long they parked. This company does not do this...anyone who has parked & cannot produce a ticket is only being charged for one day....and that is LOST revenue for the City.
Snitches also told us that even in an unmarked car all anyone had to say is "I'm here on city business", and they were never charged...well HouSnitch tried this last Friday.....we did not misrepresent ourselves as city workers...we just said "We're here investigating City business" ....no charge was accessed us. (we were there for an hour and a half....wanna send us a bill?)
Another "strange" occurrence concerning this contract. This contract was brokered by Raul Regalado, himself former manager of parking at Intercontinental Airport.
