We are the nameless , faceless city, county, state, federal, and corporate taxpaying citizens & workers who are sick of the "good ole boy system" here in Houston, Texas --We were born on 7-30-1999. We are --- married & single-male & female, maintenance worker to Deputy Directors. We are the faceless civil servants who year after year do our job. We are the one's who see the hard earned tax $$s of the citizens in this area used & abused and given away to enrich a few greedy people with each new administration.

"YOU'RE the MAN"

In the present day language it means, THE BEST. NO ONE IS BETTER. YOU ARE AT THE TOP OF YOUR FIELD. With that in mind, at the last session of council for the year 2001, we here at HouSnitch presented 9 "YOU'RE THE MAN" awards.

Since we do not see the demise of HouSnitch coming any time soon, we decided to pay tribute to those individuals we have found over the past 2 years to have proven them selves to be of the highest integrity and accountability. (in truth there are MANY of them within our own ranks...but to honor them would cause SWIFT retaliation)

We had 3 categories....PUBLIC official, ELECTED official, and CITIZEN...it took quite a while to get everyone agreeing on the recipients...but we did prevail.

Public official award went to Ms. Anna Russell, City Secretary...and the only public official HouSnitch has never had a complaint on...

We also honored 2 police Sgts. from the Office of the Inspector General. Sgt. Jim Bollig, and Sgt. W. Scott Atwood. Accepting for them was Mr. Jimmy Jones.

These 2 intake Sgt's of the OIG's office, have the patience of Job, when it comes to listening and taking the complaints that some 26,000 city workers, HouSnitch and the general public bring them.

In many cases their hands are tied...they can prove wrong doing on behalf of a worker...but because the City does not have a uniform disciplinary code many, many wrong doers get away with just a slap on the wrist.

Sometimes they get lucky and can actually take something to the DA , with whom they work very closely.

Our Elected Officials that we chose to honor were, re-elected for his 3rd term Councilmember Bruce Tatro , District A councilmember who being the inveterate bean counter, computer geek that he is, is always watching the "bottom line", and once he decides on an issue, you can count on him to not budge. He is a principled man in a sea of unprincipled swimmers. No one uses the word "NO" more than this man against the Mayor's agenda of political payoffs.

He is stubborn, obstinate, hard headed, immoveable, and the most decent of human beings. He is a fair man in an unfair world. You could not ask for a better champion, or a more worthy adversary. In HouSnitch's book he's right up there with God and Elvis. He is not just a barking watchdog making noise, this councilmember is a GUARD DOG with a bite!!! He truly is MORE than we deserve, and we are lucky he is in our service. HE is a reason to repeal term limits.

Councilmember Bert Keller District G councilmember, re-elected for his second term. Bert is constantly on contracts that the city awards, he has saved us countless millions while seeing that work contracted for was done correctly. If Bert gives you his word on something, you can bet your life he'll deliver...or die trying. Another principled man, and one you can count on.

Former Councilmember Chris Bell At large councilmember position 4 for his strong, common sense leadership that he demonstrated during his five years as a member of the Houston City Council. Never once did he flip flop, or use smoke and mirrors when asked to step forward on an issue. Even invoking the Mayor's wrath didn't back him down when fighting for taxpayers.

Our selection of private citizens to give this award to was very hard. ( actually getting 400 + people to agree on ANYTHING is almost a miracle in it's self!)

Barry Klein, president of Houston Property Rights Association, Dedicated to protecting and preserving those precious rights, won at great cost by earlier generations, as the heritage and birthright of every future Houstonian.

Houston Property Rights Association (HPRA) has become the most active and successful taxpayer and property rights advocate in the Houston area during the last several years. HPRA is resolutely committed to public policy research and education in defense of human liberty and in support of a robustly competitive marketplace, and  an all time intellect on ANY number of issues. From his office/home on Everett Street near downtown Houston, there isn't a subject/cause that you can bring up that Barry doesn't have a file or clipping on. He's better than any internet search engine when it comes to a topic of public policy. ( and much more animated and entertaining!!! )
Barry irritated public officials long before we ever came along, and we are blessed that he still does.

Barry took on the mighty zoning forces, and THEY flinched! "We have preserved the soul of Houston which shall remain a beacon of freedom to citizens in other large cities frustrated with the tedious effects of zoning ordinances. To those people," added Klein, "we say: Come to Houston."

We thank God we have Barry Klein and people like him, defending those rights. We are lucky to have him as a friend and mentor.

"The moment the idea is admitted into society that property is not as sacred as the laws of God, and that there is not a force of law and public justice to protect it, anarchy and tyranny commence."

Our last citizen recipient is Mr. Bob Lemer. Bob is a CPA and retired partner of ERNST & YOUNG a firm that stays familiar with CITY, COUNTY, SCHOOL, STATE and FEDERAL budgets. Bob is an outspoken critic of most government proposed budgets especially if they include a tax increase.

He has always urged that both sides of a budget and tax issue be fully discussed. Mr. Lemer is on record as a critic of the government's spending policies and ALWAYS questions the need for a tax hike.

At the age when most men are winding down, Bob appears to be just getting started. His wife of 50 + years, has just let him off of probation, and has decided that he's a keeper.

His infinite patience with HouSnitch's questions on budget problems, amazes us constantly. Bob makes so much COMMON sense when it comes to the budget, that it's a wonder Mayor Brown hasn't utilized his programs.

IF we lived in a society that prized our elders Bob would be EMPEROR...but then again Lee Pee would be in that elderly group too...oh well six of one, half a dozen of the other, we thank Bob for working toward the common good. Hmmm, Bob Lemer and Lee Brown.....prime example of  " for every PRO, there is a CON."

"When the authorities warn you of the dangers of having sex, there is an important lesson to be learned...... Do not have sex with the authorities."

Good Morning Fellow Houstonians!
I am simply elated to have found your site and am anxiously awaiting it's
complete construction.
I am a lifelong resident of Houston. Born and bred right here in the Bayou
City...all of my entire family hail from Houston as well.
I have never been one to be involved in politics of any kind but with all of
the recent events that have affected us as Houstonians, I now plan to become
a more active participant in the voting system. Hence, the old adage, "I
can't complain if I don't vote", applies to me.
Additionally, in recent prior months, I had the unwelcome privilege/task of
dealing with many different official offices here and am ashamed of how
poorly these offices are being handled.
It appeared to me, that all the little guys are doing the real work, while
the high level politicians are living the champagne lifestyle and leaving us
Houstonian's with a Budweiser Budget to operate the city on.
It is of my opinion that Mr. Brown's administration is inept. (I do NOT
trust an individual who's lip constantly quivers while answering questions
posed by the public and who always holds such a smirk on his face.) He needs
to sign up for a Dale Carnegie Course, pronto.
I am an aspiring Private Investigator and regularly seek out public record
on City Officials as a means of "practical experience" and self-help, so to
speak. I was very surprised at the information I was allowed to access. I
smell a rat...You really should take a gander at Mr. Browns real property
records and his property tax statements. How in the world can he afford to
live such a lifestyle on a mayor's paycheck? I mean really...how blatant can
you be? Bet he had stock in Enron...
Put me on your list. Immediately.
Glad to be among the ranks and will help expose all the "rats" responsible.
Sign Me,
A Fellow Snitch

Brown did have stock in Enron....sold it for loss of about $1000.00 dollars back when he wanted Enron subsidiary AZURIX to get what would ultimately be several billion dollars worth of work...YES we know about the 1/6th interest in the real estate transactions....help us find the other 7. Also, find out what you can about "The Brown Group" registered in Lafayette LA. We can always use another SNITCH...here's our "constructed" site.

Can you please check with the City of Houston Affirmative Action Department and ask them the following questions?
1. How can rich foreigners with millions of dollars in the bank come to this country and get certified as disadvantaged business enterprises?
2. How can white men overtly lie by claiming they are minorities and get certified as disadvantaged business enterprises?
3. How can large national corporations buy minority businesses and maintain their minority status?
I have numerous examples of violations in each of the above categories, but suspect that the AA Department will do nothing because they are lazy, stupid government employees who only care about collecting a paycheck.

Actually, HouSnitch has outlined the Affirmative Action program for scrutiny. IF we are to have an M/W/DBE, and Affirmative Action and Contract Compliance then WE believe it should go buy the rules and regulations as set forth for this division, and we intend to FULLY hold those persons responsible that would break/ignore/disregard those rules and regulations, be they employed by the city, or be they a designated M/W/DBE contractor.

CERTIFIED MINORITY, WOMEN AND DISADVANTAGED BUSINESS

ENTERPRISE DIRECTORY

In December 1998, Council passed Ordinance 98-1213, which implemented an MWBE graduation program based on the Small Business Administration (SBA) Size Standards, and a program to include businesses owned by persons with disabilities in City contracting (PDBEs), and we intend to hold them to it.

Many of these guys should have been weaned a long time ago. Several have us wondering how they received certification. With all that in mind, look to see us ask the hard questions.

One of the requirements OF THE GRADUATION PROCESS is that a company is weaned after receiving $4 million in work 3 years in a row...well with Anna Russell's office having all contracts awarded here on-line, it shouldn't take us long to see who is eligible for that graduation diploma!!!!!

I like your site and you have my support and vote. Chew them up and spit them out!!! Kick there a** !!! Thank you for keeping us informed on what is going on behind close doors!!! I just came acrossed a site the other day that lets us see what goes on behind closed doors at the DPS. Maybe you could make note of it on your site and if people out in private sector get a minute they could go in and take a look and leave a message on there message board of support for the State Troopers!!! There were many issues that I read that was wrong that need to be corrected.  The other day there message board just floored me. There were messages saying that a Lt. and a Sgt. ordered there Troopers to remove there USA Flags from there uniforms and there was one that said that a Trooper had been C-1 for wearing the USA Flag. There were messages on that board saying that LT. and Majors are using State Cars for personal use and working 2nd jobs on DPS time and that the DPS management chooses to close there eyes to that. And the laws that apply to the Troopers do not apply to the upper chain of command. I could go on and on. See for yourself.  More of good ole Government screwing the tax payors. The people doing what is right get screwed and the people who do wrong are rewarded. All of us in private sector need to get togather and rebel and have us a tea party!!! Thank God for sites like Housnitch and texasstatetroopers.org
I will keep all that I learn from sites like this in mind when I go and vote.

All my very best to you and may God Bless your works and bring many good things out of what you have done.

Thank you for the kind words. You guys should see this....hell our STATE elected officials should see this!!!!!

It seems that there will be four police facilities that currently have maintenance contractors in them operating and maintaining them. These facilities are 24/7/365 day operation facilities. The BS department is supposed to operate and maintain them "in-house." Can you imagine that! The City is taking over what the private sector does professionally! What a joke! It will take a minimum of 16 maintenance employees to staff and operate these facilities and that number is not including overtime that will be required should someone decide not show up for work or go on vacation. Where are they going to get these maintenance people from and hire and train them all before the last contractor leaves in may? I thought the whole purpose of the BS department was to save and control money not spend it? How much do you think it will cost to hire these employees? The cost of maintenance contractors cannot be near as much as new City employees. All of this will take place before June 1st. Who is going to train them to operate the equipment at these facilities? I'd like to see the higher up's push the buttons in these facilities to keep the police department comfortable! Let's see them do more with less!

Brenda!

Hope this note finds you in good spirits. I have been waiting for a new article for the week.

Looking for new news and good old news if you have it. My concern is Building Services Department. I have  a lot of friends who will work in that department and who are very unhappy. They are unable to move where they can be utilized best. They are unable to transfer unless it is somewhere where NO ONE would want to go. And since Lee Pee has been voted back in for the third term, they are riding on easy street, so they think. You hardly ever see Monique anymore at work. She pushes most of the meetings as well as assignments that she is not interested in off on Larry Baker, Deputy Director for Facilities to oversee. She works him as if he is second in charge, according to her instructions in her absence, but doesn't give him the credit and acknowledgment he really deserves in that position. He is unable to move about in a manner that a true DD (Deputy Director) would and should be able to do. She has hired another DD (Deputy Director) over Design and Construction who knows about as much as she does about being in that position. He took Trinn's old position. There were others who were much more qualified than he for that position.

Say by the Way..the announcement for a new Director of Building Services is just around the corner since this is Lee Pee's last term in office as Mayor.
That should be very interesting. Two years will pass fast. Hope he gets all of his traveling done before he leaves office.

Say, did you hear the latest about the Channel 13 diet program for all departments. It seems as though Channel 13 had invited employees from all departments to participate. All responded except Building Services. After some coaching (better known as begging) from Mignette, the spokesperson for BSD, several employees on the management team joined and threatened others to join as well so as not to make BSD stick out like a sore thumb among the other departments who had a tremendous response from their fellow employees.  It goes to show you how high employee morale is in that department. There is none.

One employee who's grandmother died recently was denied by her supervisor to use her funeral leave and instructed to use her vacation time for the time off instead. Not knowing what the Directives were, she used her vacation time as instructed but never received her available funeral leave time. The gave her $10.00, a card and a plant from the Department that was actually purchased by a fellow employee. By the time she received the plant, the leaves had wilted. What love and sympathy in her times of distress! But o sorry, she is not among the classy group of BSD, so she should appreciate getting that right?

                                           BSD=SOS

WE'VE CREATED OUT OWN EPE's...BASED ON PERSONAL KNOWLEDGE AND LETTERS CONCERNING THE PLAYERS INVOLVED...HERE ARE THE SNITCHES EVALUATIONS OF THEIR SO CALLED "SUPERIORS"

These are OUR Employee Performance Evaluations of certain City of Houston Personnel:
Mark Kosmoski

Engineering Services
Mark Kosmoski, P.E., Assistant Director

EPE:  During our last election, this employee reached rock bottom and started to dig.

This employee is really not so much of a has-been but more of a definite won't be.

A prime candidate for natural de-selection.

Takes him two hours to watch 60 Minutes.

If you stand close enough to him, you can hear the ocean.

One neuron short of a synapse.

Showri NadagiriEngineering, Construction, and Real Estate Division
Showri Nandagiri, P.E., Deputy Director

EPE: WE would not allow this employee to breed.

Works well when under constant supervision and when cornered like a rat in a trap.

When he opens his mouth, it seems that it is only to change feet.

He would argue with a signpost.

It is hard to believe that HE beat out 1,000,000 other sperm.

A photographic memory but with the lens covered glued on.

Building Services Department
Monique McGilbra, Director

EPE: This woman has delusions of adequacy.

She brings a lot of joy whenever she leaves the room.

This employee should go far, and the sooner she starts, the better.

She has been working with glue too much.

Donated her brain to science before she ever used it.

The wheel is turning, but the hamster is dead.

Herb Lum

Planning and Programming Division
Herbert Lum, P.E., Deputy Director

EPE:   This employee is depriving a village somewhere of an idiot.

He sets low personal standards and then consistently fails to achieve them.

When his IQ reaches 50, he should sell.

A gross ignoramus - 144 times worse than an ordinary ignoramus.

He would be out of his depth in a parking lot puddle.

If you give him a penny for his thoughts, you  would get change.

If he were any more stupid, he would have to be watered twice a week.

Gary Oradat

Public Utilities Division
Gary N. Oradat, P.E., Deputy Director

EPE:  If you see two people talking, and one looks bored, he is the other one.

Got a full six-pack but lacks the plastic thing to hold it all together.

He does not have ulcers, but he is a carrier.

Has two brains: one is lost and the other is out looking for it.

ANY of us would like to go hunting with him sometime.

Gates are down, the lights are flashing but the train is not coming.

Some drink from the fountain of knowledge, he only gargled.

Subject: MY WORD IS MY BOND?
Political pundit and indicted felon John Castillo was on a Spanish radio station  lamenting the fact that that Hispanics did not stick together and elect Orlando Sanchez. Apparently John forgets that he endorsed Mayor Brown before he endorsed Orlando. He needs to look up "loyalty" in the dictionary. Ditto Gabe Vasquez and Vidal "El Pendejito" Martinez.

And speaking of loyalty, it appears that John is trying to recruit Hispanics into voting republican. Isn't he a life-long democrat? Could it possibly be that it is because they are the only ones that would give him a job? Watch for him to help Gracie Saenz in her republican quest for the Harris County Commissioner Precinct 2 seat. GRACIE SAENZ? Come on give me a break!

Word to the wise, Mr. Castillo. You need to concentrate on finding good, honest, hardworking candidates that work for the community. Oh I forgot. Anybody with those qualifications will have nothing to do with you. Yes I see your logic. It is people like you, Mr. Castillo, that make the choice easy when it comes to voting for honest non-Hispanics over crooked Hispanics. I  think your involvement in the republican party will be a rousing success--for the democrats.

Actually isn't John himself on the ballot for that position? He and Sylvia Garcia will spend all their money fighting each other while after 30 years as a Democrat, Johnny Isabell sits back and runs as a Republican

Subject: Fire Chief Connealy
I happen to noticed that the Honorable Fire Chief Chris Connealy wrote you , and from his letter it seems that he wants to route out all  racial discrimination.

Seems to me he was trying to keep his job as Fire Chief. If he does want to pull these weeds of hate out he needs to start with his own staff members, in regards to Captain Herman, who when he was station at fire station 39 on several occasions was heard to use the "N" word and one of the witnesses is now a Captain at Fire Alarm and a board member of the Hispanic Caucus. So Chief, go ahead and launch another investigation if you are so sincere about getting rid all of this evil that is amidst in our Fire Department.

And what about the investigation that is going on now where you have relieved of duty a Senior Captain of Fire Alarm (White) pending allegations made by another Senior Captain of Fire Alarm (Black) who just so happens to be a so called personal friend of Mayor Brown?

Allegations made by this officer that the other ( White Officer ) was the one that made the so called wanted poster , no proof, just on a word of another person, and without any investigation sent this man home on leave with pay until you give the ok when he can come back to work, tied and executed without due process.

Ops, now I see it, this was a friend of the Mayor and he tells no lies.

please withhold my e-mail and name the first amendment does not apply here in the City Of Houston under the Brown Administration.

HouSnitch NEVER divulges sources and actually the 1st amendment didn't extend to city workers under ANY administration, not just Brown's. HouSnitch received some of that racist stuff, we informed the OIG, who promptly sent an investigator to pick them up.....they were dusted for finger prints. ALL City of Houston employees are finger printed when hired. We bet that stuff hanging in the command station was dusted too! As for Fire Chief Chris Connealy, we felt his letter was sincere and we appreciated his immediate response to a bad situation. Granted we don't all work with him, but his "appearances" were proper.

Let me tell you about the buzz around the City of West University PD. Seems that the City Manager was trying to catch a fireman who had the propensity to log onto porno chat/websites on city computers. Well, they came up empty handed on the fireman but guess who they snared? None other than the Chief of Police.  Seems that this poor fool spent most of his working hours on the city computers in porno sites and wife swapping sites. A really rounded fellow. How long to you 'spect that he'll have his job. Maybe C. O. Bradford'd like to apply there.

WE THINK DON HOLLINGSWORTH AND HIS "LADY OF THE EVENING" DOWN ON SOUTH MAIN IN THE LATE 80's IS AS CLOSE TO PORNO AS HOUSTON GETS, BUT THEN AGAIN WE ARE HOUSNITCH...NOT HOUSNATCH.

THE TOUGHEST DECISION:
SHOULD MY LOVED ONE BE PLACED IN AN ASSISTED COMPUTING FACILITY?

For family members, it is often the most difficult and painful decision they will face: to accept that a loved one - a parent, a spouse, perhaps a sibling - is technologically impaired and should no longer be allowed to live independently, or come near a computer or electronic device without direct supervision. The time has come to place that loved one into the care of an Assisted Computing Facility.

We at Silicon Pines want to help.

WHAT EXACTLY IS AN "ASSISTED COMPUTING FACILITY"?

Sometimes referred to as "Homes for the Technologically Infirm," "Technical Invalid Care Centers," or "Homes for the Technically Challenged," Assisted Computing Facilities (ACFs) are modeled on assisted living facilities, and provide a safe, structured residential environment for those unable to handle even the most common, everyday multitasks. Most fully accredited ACFs, like Silicon Pines, are an oasis of hope and encouragement that allow residents to lead productive, technologically relevant lives without the fear and anxiety associated with actually having to understand or execute the technologies themselves.

WHO SHOULD BE IN AN ACF?

Sadly, technology is advancing at such a dramatic rate that many millions, of all ages, will never truly be able to understand it, putting an undue burden on those friends and family members who must explain it to them. But unless the loved one is suffering from a truly debilitating affliction, such as Reinstallzheimers, the decision to commit is entirely personal. You must ask yourself:

"How frustrated am I that my parent/sibling/spouse is unable to open an email attachment?"

"How much of my time should be taken up explaining how RAM is different from hard drive memory?"

"How many times can I bear to hear my dad say, 'Hey, can I replace the motherboard with a fatherboard? Ha ha ha!'"

To make things easier, we have prepared a list of Warning Signs which we encourage you to return to often, or, if you can't figure out how to bookmark it, print out. Also, please take a moment to read "I'm Glad I'm in Here! - A Resident's Story."

MUST IT BE FAMILY, OR CAN I PLACE ANYONE IN AN ACF?

Several corporations have sought permission to have certain employees, or at times entire sales departments, committed to ACFs. At present, however, individuals can be committed only by direct family or self-internment. The reason is simple: there are not nearly enough ACFs in the world to accommodate all the technologically challenged. For example, there are currently only 860,000 beds available in ACFs, but there are 29 million AOL
users.

HOW MUCH WILL IT COST?

ACF rents range from free up to $12,500 per month. The disparity is currently a point of contention in the ACF industry. Many residents are covered through government programs such as Compucaid or Compucare, but reimbursement rates are low and only cover a portion of the fees.

Exacerbating the situation are the HMOs (HelpDesk Maintenance Organizations), which often deny coverage, forcing residents to pay out of pocket or turn to expensive private techcare insurers such as BlueCache/BlueScreen.

Offsetting the costs are technology companies themselves, many of which subsidize ACFs. Firms such as Microsoft, Dell, Qualcomm, and America Online will pay up to 100 percent of a resident's monthly bill, but there is a catch. ISPs, for instance, require residents to sign service contracts lasting a year or more. Microsoft, meanwhile, prohibits the installation of any competitive
software, while Priceline requires that residents buy shares of its stock, which seems onerous but saves residents on lavatory tissue.

HOW OLD MUST I BE TO HAVE SOMEONE COMMITTED?

Until very recently, you had to be 18 or older to legally commit a family member. However, the now famous British court case Frazier vs. Frazier and Frazier has cleared the way for minors to commit their parents. In that  case, 15-year-old Bradley Frazier of Leicester had his 37-year-old parents committed to an ACF in Bournemouth after a judge ruled Ian and Janet Frazier were a "danger to themselves and the community." According to court records, Bradley told his parents about the I LoveYou virus and warned them not to click attachments, then the next day his parents received an I LoveYou email and clicked on the attachment because, they explained, "it came from someone we know."

WHAT SHOULD I LOOK FOR IN AN ACF?

First, make sure it's a genuine Assisted Computing Facility, and not an Assisted Living Facility. To tell the difference, observe the residents. If they look rather old and tend to openly discuss bowel movements, this is probably 'assisted living.' On the other hand, if they vary in age and say things like, "I'm supposed to figure that out? I'm not Bill F@!*ing Gates you know!," this is probably 'assisted computing.'

Also, at a well-run ACF, residents should lead full, independent lives, and should be allowed the use of many technology devices, including telephones, electric toothbrushes, and alarm clocks. However, only a facility's Licensed Techcare Professionals (LTPs) should perform computational or technological tasks such as installing programs or saving email attachments. And LTPs should NEVER answer residents' questions because studies have shown that answering user questions inevitably makes things worse. Instead, residents should simply have things done for them, relieving them of the pressure to "learn" or "improve."

CAN A RESIDENT EVER GET OUT?

No.

OK, THIS SOUNDS PROMISING. HOW CAN I LEARN MORE?

For your enlightenment, we offer extensive information on Silicon Pines and the ACF lifestyle, which can be found by clicking one of the links in the navigation bars found at both the top and bottom of this page. But whatever you decide, keep in mind that due to demand, ACFs now have long waiting lists. WebTV & AOL users alone will take years to absorb.

"If there is no struggle. There is no progress. Those who profess to favor freedom, and yet deprecate agitation, are men who want crops without plowing up the ground. They want rain without thunder & lightening. The want the ocean without the awful roar of it’s many waters. This struggle may be a moral one; or it may be a physical one; or it may be both moral & physical; but it must be a struggle. Power concedes nothing without a demand."

----- Fredrick Douglass
