"YOU'RE the MAN"
In the present day language it means, THE BEST. NO ONE IS BETTER. YOU ARE AT THE TOP OF YOUR FIELD. With that in mind, at the last session of council for the year 2001, we here at HouSnitch presented 9 "YOU'RE THE MAN" awards.

Since we do not see the demise of HouSnitch coming any time soon, we decided to pay tribute to those individuals we have found over the past 2 years to have proven them selves to be of the highest integrity and accountability. (in truth there are MANY of them within our own ranks...but to honor them would cause SWIFT retaliation)
We had 3 categories....PUBLIC official, ELECTED official, and CITIZEN...it took quite a while to get everyone agreeing on the recipients...but we did prevail.
Public official award went to Ms. Anna Russell, City Secretary...and the only public official HouSnitch has never had a complaint on...
We also honored 2 police Sgts. from the Office of the Inspector General. Sgt. Jim Bollig, and Sgt. W. Scott Atwood. Accepting for them was Mr. Jimmy Jones.
These 2 intake Sgt's of the OIG's office, have the patience of Job, when it comes to listening and taking the complaints that some 26,000 city workers, HouSnitch and the general public bring them.
In many cases their hands are tied...they can prove wrong doing on behalf of a worker...but because the City does not have a uniform disciplinary code many, many wrong doers get away with just a slap on the wrist.
Sometimes they get lucky and can actually take something to the DA , with whom they work very closely.
Our Elected Officials that we chose to honor were, re-elected for his 3rd term Councilmember Bruce Tatro , District A councilmember who being the inveterate bean counter, computer geek that he is, is always watching the "bottom line", and once he decides on an issue, you can count on him to not budge. He is a principled man in a sea of unprincipled swimmers. No one uses the word "NO" more than this man against the Mayor's agenda of political payoffs.
He is stubborn, obstinate, hard headed, immoveable, and the most decent of human beings. He is a fair man in an unfair world. You could not ask for a better champion, or a more worthy adversary. In HouSnitch's book he's right up there with God and Elvis. He is not just a barking watchdog making noise, this councilmember is a GUARD DOG with a bite!!! He truly is MORE than we deserve, and we are lucky he is in our service. HE is a reason to repeal term limits.
Councilmember Bert Keller District G councilmember, re-elected for his second term. Bert is constantly on contracts that the city awards, he has saved us countless millions while seeing that work contracted for was done correctly. If Bert gives you his word on something, you can bet your life he'll deliver...or die trying. Another principled man, and one you can count on.
Former Councilmember Chris Bell At large councilmember position 4 for his strong, common sense leadership that he demonstrated during his five years as a member of the Houston City Council. Never once did he flip flop, or use smoke and mirrors when asked to step forward on an issue. Even invoking the Mayor's wrath didn't back him down when fighting for taxpayers.
Our selection of private citizens to give this award to was very hard. ( actually getting 400 + people to agree on ANYTHING is almost a miracle in it's self!)
Barry Klein, president of Houston
Property Rights Association, Dedicated to protecting and preserving
those precious rights, won at great cost by earlier generations, as the
heritage and birthright of every future Houstonian.
Houston Property Rights Association (HPRA) has become the most active and
successful taxpayer and property rights advocate in the Houston area
during the last several years. HPRA is resolutely committed to public
policy research and education in defense of human liberty and in support
of a robustly competitive marketplace,and an all time intellect on ANY number
of issues. From his office/home on Everett Street near downtown Houston,
there isn't a subject/cause that you can bring up that Barry doesn't have
a file or clipping on. He's better than any internet search engine when it
comes to a topic of public policy. ( and much more animated and entertaining!!! )
Barry irritated public officials long before we ever came along, and we
are blessed that he still does.
Barry
took on the mighty zoning forces, and THEY flinched! "We
have preserved the soul of Houston which shall remain a beacon of freedom
to citizens in other large cities frustrated with the tedious effects of
zoning ordinances. To those people," added Klein, "we say: Come
to Houston."
We thank God we have Barry Klein and people like him, defending those rights. We are lucky to have him as a friend and mentor.

Our last citizen recipient is Mr. Bob Lemer. Bob is a CPA and retired partner of ERNST & YOUNG a firm that stays familiar with CITY, COUNTY, SCHOOL, STATE and FEDERAL budgets. Bob is an outspoken critic of most government proposed budgets especially if they include a tax increase.
He has always urged that both sides of a budget and tax issue be fully discussed. Mr. Lemer is on record as a critic of the government's spending policies and ALWAYS questions the need for a tax hike.
At the age when most men are winding down, Bob appears to be just getting started. His wife of 50 + years, has just let him off of probation, and has decided that he's a keeper.
His infinite patience with HouSnitch's questions on budget problems, amazes us constantly. Bob makes so much COMMON sense when it comes to the budget, that it's a wonder Mayor Brown hasn't utilized his programs.
IF we lived in a society that prized our elders Bob would be EMPEROR...but then again Lee Pee would be in that elderly group too...oh well six of one, half a dozen of the other, we thank Bob for working toward the common good. Hmmm, Bob Lemer and Lee Brown.....prime example of " for every PRO, there is a CON."

Can you please check with the City of Houston Affirmative Action Department and ask them the following questions?
1. How can rich foreigners with millions of dollars in the bank come to this country and get certified as disadvantaged business enterprises?
2. How can white men overtly lie by claiming they are minorities and get certified as disadvantaged business enterprises?
3. How can large national corporations buy minority businesses and maintain their minority status?
I have numerous examples of violations in each of the above categories, but suspect that the AA Department will do nothing because they are lazy, stupid government employees who only care about collecting a paycheck.
Actually, HouSnitch has outlined the Affirmative Action program for scrutiny. IF we are to have an M/W/DBE, and Affirmative Action and Contract Compliance then WE believe it should go buy the rules and regulations as set forth for this division, and we intend to FULLY hold those persons responsible that would break/ignore/disregard those rules and regulations, be they employed by the city, or be they a designated M/W/DBE contractor.
In December 1998, Council passed Ordinance 98-1213, which implemented an MWBE graduation program based on the Small Business Administration (SBA) Size Standards, and a program to include businesses owned by persons with disabilities in City contracting (PDBEs), and we intend to hold them to it.
Many of these guys should have been weaned a long time ago. Several have us wondering how they received certification. With all that in mind, look to see us ask the hard questions.
One of the requirements OF THE GRADUATION PROCESS is that a company is weaned after receiving $4 million in work 3 years in a row...well with Anna Russell's office having all contracts awarded here on-line, it shouldn't take us long to see who is eligible for that graduation diploma!!!!!

It seems that there
will be four police facilities that
currently have maintenance contractors in them
operating and maintaining them. These facilities
are 24/7/365 day operation facilities. The
BS department is supposed to operate and
maintain them "in-house." Can you
imagine that! The City is taking over what
the private sector does professionally! What a
joke! It will take a minimum of 16
maintenance employees to staff
and operate these facilities and that
number is not including overtime that will be
required should someone decide not
show up for work or go on vacation. Where are
they going to get these maintenance people
from and hire and train them all before the
last contractor leaves in may? I thought
the whole purpose of the BS department was to
save and control money not spend it? How
much do you think it will cost to hire these
employees? The cost of maintenance contractors
cannot be near as much as new City
employees. All of this will take place
before June 1st. Who is going to train them to
operate the equipment at these facilities?
I'd like to see the higher up's push the buttons
in these facilities to keep the police
department comfortable! Let's see them do
more with less!

Actually isn't John himself on the ballot for that position? He and Sylvia Garcia will spend all their money fighting each other while after 30 years as a Democrat, Johnny Isabell sits back and runs as a Republican

HouSnitch NEVER divulges sources and actually the 1st amendment didn't extend to city workers under ANY administration, not just Brown's. HouSnitch received some of that racist stuff, we informed the OIG, who promptly sent an investigator to pick them up.....they were dusted for finger prints. ALL City of Houston employees are finger printed when hired. We bet that stuff hanging in the command station was dusted too! As for Fire Chief Chris Connealy, we felt his letter was sincere and we appreciated his immediate response to a bad situation. Granted we don't all work with him, but his "appearances" were proper.

THE
TOUGHEST DECISION:
SHOULD MY LOVED ONE BE PLACED IN AN ASSISTED COMPUTING
FACILITY?
For family members, it is often the most difficult and
painful decision they will face: to accept that a loved
one - a parent, a spouse, perhaps a sibling - is
technologically impaired and should no longer be allowed
to live independently, or come near a computer or
electronic device without direct supervision. The time has
come to place that loved one into the care of an Assisted
Computing Facility.
We at Silicon Pines want to help.
WHAT EXACTLY IS AN "ASSISTED COMPUTING
FACILITY"?
Sometimes referred to as "Homes for the
Technologically Infirm," "Technical Invalid Care
Centers," or "Homes for the Technically
Challenged," Assisted Computing Facilities (ACFs) are
modeled on assisted living facilities, and provide a safe,
structured residential environment for those unable to
handle even the most common, everyday multitasks. Most
fully accredited ACFs, like Silicon Pines, are an oasis of
hope and encouragement that allow residents to lead
productive, technologically relevant lives without the
fear and anxiety associated with actually having to
understand or execute the technologies themselves.
WHO SHOULD BE IN AN ACF?
Sadly, technology is advancing at such a dramatic rate
that many millions, of all ages, will never truly be able
to understand it, putting an undue burden on those friends
and family members who must explain it to them. But unless
the loved one is suffering from a truly debilitating
affliction, such as Reinstallzheimers, the decision to
commit is entirely personal. You must ask yourself:
"How frustrated am I that my parent/sibling/spouse is
unable to open an email attachment?"
"How much of my time should be taken up explaining
how RAM is different from hard drive memory?"
"How many times can I bear to hear my dad say, 'Hey,
can I replace the motherboard with a fatherboard? Ha ha
ha!'"

MUST IT BE FAMILY, OR CAN I PLACE ANYONE IN AN ACF?
Several corporations have sought permission to have
certain employees, or at times entire sales departments,
committed to ACFs. At present, however, individuals can be
committed only by direct family or self-internment. The
reason is simple: there are not nearly enough ACFs in the
world to accommodate all the technologically challenged.
For example, there are currently only 860,000 beds
available in ACFs, but there are 29 million AOL
users.
HOW MUCH WILL IT COST?
ACF rents range from free up to $12,500 per month. The
disparity is currently a point of contention in the ACF
industry. Many residents are covered through government
programs such as Compucaid or Compucare, but reimbursement
rates are low and only cover a portion of the fees.
Exacerbating the situation are the HMOs (HelpDesk
Maintenance Organizations), which often deny coverage,
forcing residents to pay out of pocket or turn to
expensive private techcare insurers such as BlueCache/BlueScreen.
Offsetting the costs are technology companies themselves,
many of which subsidize ACFs. Firms such as Microsoft,
Dell, Qualcomm, and America Online will pay up to 100
percent of a resident's monthly bill, but there is a
catch. ISPs, for instance, require residents to sign
service contracts lasting a year or more. Microsoft,
meanwhile, prohibits the installation of any competitive
software, while Priceline requires that residents buy
shares of its stock, which seems onerous but saves
residents on lavatory tissue.
HOW OLD MUST I BE TO HAVE SOMEONE COMMITTED?
Until very recently, you had to be 18 or older to legally
commit a family member. However, the now famous British
court case Frazier vs. Frazier and Frazier has cleared the
way for minors to commit their parents. In that
case, 15-year-old Bradley Frazier of Leicester had his
37-year-old parents committed to an ACF in Bournemouth
after a judge ruled Ian and Janet Frazier were a
"danger to themselves and the community."
According to court records, Bradley told his parents about
the I LoveYou virus and warned them not to click
attachments, then the next day his parents received an I
LoveYou email and clicked on the attachment because, they
explained, "it came from someone we know."
WHAT SHOULD I LOOK FOR IN AN ACF?
First, make sure it's a genuine Assisted Computing
Facility, and not an Assisted Living Facility. To tell the
difference, observe the residents. If they look rather old
and tend to openly discuss bowel movements, this is
probably 'assisted living.' On the other hand, if they
vary in age and say things like, "I'm supposed to
figure that out? I'm not Bill F@!*ing Gates you
know!," this is probably 'assisted computing.'
Also, at a well-run ACF, residents should lead full,
independent lives, and should be allowed the use of many
technology devices, including telephones, electric
toothbrushes, and alarm clocks. However, only a facility's
Licensed Techcare Professionals (LTPs) should perform
computational or technological tasks such as installing
programs or saving email attachments. And LTPs should
NEVER answer residents' questions because studies have
shown that answering user questions inevitably makes
things worse. Instead, residents should simply have things
done for them, relieving them of the pressure to
"learn" or "improve."
CAN A RESIDENT EVER GET OUT?
No.
OK, THIS SOUNDS PROMISING. HOW CAN I LEARN MORE?
