The
Building Services Department was created in July 1999 to serve as
the city's in-house developer, providing a full range of services,
including project management, property management and energy
management.
As
director of BSD, it is a privilege to work with some of the most
talented professionals in the city on behalf of our client
departments. On their behalf, we facilitate the design and
construction of Capital Improvement Projects. As part of our
Property Management Consolidation Plan, we also provide property
management services to those departments whose facilities are
under our purview.
In
addition, BSD is responsible for management of city energy
resources, including energy conservation, performance contracting
and procurement of energy in a deregulated market. One of our top
priorities will be to leverage the strength of the city's buying
power to negotiate the best possible electricity rate in the open
market.

Hope this note finds you in good spirits. I have been waiting for a
new article for the week.
Looking for new news and good old news if you have it. My
concern is Building Services Department. I have a
lot of friends who will work in that department and who are very
unhappy. They are unable to move where they can be utilized best. They
are unable to transfer unless it is somewhere where NO ONE
would want to go. And since Lee Pee has been voted back in for the
third term, they are riding on easy street, so they think. You hardly
ever see Monique anymore at work. She pushes most of the meetings as
well as assignments that she is not interested in off on Larry Baker,
Deputy Director for Facilities to oversee. She works him as if he is
second in charge, according to her instructions in her absence, but
doesn't give him the credit and acknowledgment he really deserves in
that position. He is unable to move about in a manner that a true DD
(Deputy Director) would and should be able to do. She has hired
another DD (Deputy Director) over Design and Construction who knows
about as much as she does about being in that position. He took
Trinn's old position. There were others who were much more qualified
than he for that position.
Say by the Way..the announcement for a new Director of Building
Services is just around the corner since this is Lee Pee's last term
in office as Mayor.That should be very interesting. Two years will
pass fast. Hope he gets all of his traveling done before he leaves
office.
Say, did you hear the latest about the Channel 13 diet program for all
departments. It seems as though Channel 13 had invited employees from
all departments to participate. All responded except Building
Services. After some coaching (better known as begging) from Mignette,
the spokesperson for BSD, several employees on the management team
joined and threatened others to join as well so as not to make BSD
stick out like a sore thumb among the other departments who had a
tremendous response from their fellow employees. It goes to show
you how high employee morale is in that department. There is none.
One employee who's
grandmother died recently was denied by her supervisor to use her
funeral leave and instructed to use her vacation time
for the time off instead. Not knowing what the Directives were, she
used her vacation time as instructed but never received her available
funeral leave time. The gave her $10.00, a card and a plant from the
Department that was actually purchased by a fellow employee. By the
time she received the plant, the leaves had wilted. What love and
sympathy in her times of distress! But oh sorry, she is not among the
classy group of BSD, so she should appreciate getting that right?

ON DARLIN...IT GETS WORSE!!!!!
I recently
separated from the City BECAUSE OF THE BS DEPARTMENT.
I worked for the City for almost nine years. I
did not ask to be absorbed into the BS Department and had no choice
along with all other
Superintendents and administrative staff. We were
promised "opportunities for advancement for all" according
to Monique and Larry Baker when we were brought into the Department.
In fact, Larry Baker promised a Division Managers position on more
than one occasion to several of us.. Instead, many
good employees left the Department and according to my surveys, many
more are looking to get the hell out! When
employees give notice to Larry Baker he says to make sure to come in
and fill your paper work out. Not, hey why are you leaving? He
and Monique the queen could care less. Check the EPE's of those
employees who did quit. They have all been outstanding and
exceptional for the tenures at the City. Speaking of EPE's,
Keith Weynandt does not even know how to do them because ever since
he came to work for the BS Department, He had never gave
one or has any of the other supervisors in the Police side
of the department! Keith Weynandt has got to be the worst supervisor
in the BS Department! He will not even talk to his own employees.
That's pretty sad (we have been told) that he makes over $66,000 per
year (actually he makes
$64,260.04) and is the highest paid Division Manager in the
City! Pretty good for someone that has a G.E.D. (I am told) ah? It
is obvious that all of the employees that work for him are either
embarrassed or are afraid to
challenge him as he is the Directors snitch.
It
seems that there will be four police facilities that currently
have maintenance contractors in them operating and maintaining them.
These facilities are 24/7/365 day operation facilities. The BS
department is supposed to operate and maintain them
"in-house." Can you imagine that! The City is taking
over what the private sector does professionally! What a joke!
It will take a minimum of 16 maintenance employees to staff and operate
these facilities and that number is not including overtime that
will be required should someone decide not show up for
work or go on vacation. Where are they going to get these maintenance
people from and hire and train them all before the last
contractor leaves in may? I
thought the whole purpose of the BS department was to save and
control money not spend it? How much do you
think it will cost to hire these employees? The cost of maintenance
contractors cannot be near as much as new City employees. All
of this will take place before June 1st. Who is going to train them
to operate the equipment at these facilities? I'd like to see
the higher up's push the buttons in these facilities to keep the
police department comfortable! Let's see them do more with
less!

IS SAVING SOME MONIES...MOST OF THE PEOPLE WHO WORK IN BS HAVE
QUIT!!!!!!!
Keystone
Group, more specifically Andrew Shattee, had this deal all along, for
several months before the RFP was issued. Staff in building
services began evaluating the federal reserve building, as directed by
Keystone, last summer. The paper trail in building services
exists to prove this point. The RFP process was a sham, a poorly
executed attempt by building services to justify giving this
multi-million dollar deal to Shattee, a personal friend of Don
Hollingsworth, the Mayor, and Monique McGilbra. As stated by
the council member Tatro, it is inconceivable that the city would
enter into an agreement for the construction of a public safety
building which it does not own and will not own for 25 years.
This has already happened with the 911 call center building on North
Shepherd. These are
terrible deals for the city, a waste to taxpayer money. These contracts
are not cost effective and benefit only a very small group of
political cronies and insiders. We can blame the queen of
political Monique McGilbra and her inept staff in building services
for trying to implement these crooked and unethical deals. It's
time to clean house and dismantle this entire operation.

another
terrible deal for the city. You recall the sweetheart deal that
was given
to Keystone's Andrew Shattee for the emergency command center on N.
Shepherd. Well, the same type of deal is being put together for
the fire
department's new headquarters building downtown. The
site is the old federal reserve bank building. The scenario is
the same, a lease purchase deal with the city paying all the expenses
and Shatee making all the money. This
was
supposed
to be put out for bid but Shatee had the contract all along.
I
don't know how much Shattee is giving to the mayor and monique, but it
certainly must be worth their while.

Subject: Downtown Super Station
Since closing the two downtown fire stations, the need for constructing a new
downtown fire station has been an important safety issue for all businesses and
residents in the downtown area.
I have reviewed the process and actions of the Building Services
department in putting together and issuing the Request For Proposal (RFPOctober
19, 2001) to “Lease a combined facility to house the City of Houston Fire
Department Headquarters and Fire Station No. 1 (Super Station)”, and I am
extremely concerned about the process undertaken by Building Services with the
unannounced and abrupt change in city policy regarding the combining of these
two independent facilities and also the cost/benefit to Houston taxpayers in
developing such a narrowly tailored development proposal.
- 1)
The 2002-2006 Capital Improvement Plan (CIP) adopted by City
Council in June of 2001 does not include these facilities as a joint project.
(See attached) Funding for the design of a Fire Department Headquarters
is limited to design in fiscal years 2005 & 2006, with no construction
dollars allocated in the current budget. Design and construction of the
Super Station is slated for 2002 and 2003 respectively. To date,
Building Services has presented no financial analysis showing that the benefit
or necessity of having the Super Station located adjacent to the
administration building is greater than the cost of making this unusual and
unnecessary requirement. This requirement significantly reduced the
options and flexibility of locations for either development. This calls
into question exactly when the decision to combine these projects was made and
why such a significant departure from the capital budget was made without any
evidence of written documentation or analysis leading up to the change. In
light of the limited bond funds available for future capital projects (there
are 4 new fire stations also listed as candidate
projects) and the city’s
continuing financial snafus, such a significant and sudden departure from the
approved CIP is clearly cause for concern in light of other capital
priorities.
2) The 2002-2006 Capital Budget clearly indicates that a
conventional process, (acquisition /design /build), would be utilized in the
construction of the new Super Station. The only written
documentation provided by Building Services regarding the change to combine
these facilities and move the administrative office project forward by five
(5) years, is the RFP itself. Other than the RFP (issued October 19,
2001), Building Services has provided no documentation that supports or
discusses these changes. To my knowledge, this proposal would be the
first fire station to be built by the city that the city would not own.
I do not believe that we should turn the ownership of core city facilities,
such as fire stations, over to private developers. After repeated
requests, Building Services has provided no financial analysis to suggest the
proposed “Design, Build and Lease Back” option is justified.

3)PageSoutherlandPage (PSP) was reportedly chosen to provide
project programming services for the Super Station (through an RFQ process).
Although they have done extensive project programming, they have not
previously done programming for or designed a fire station.
4)It appears the Building Services department entered into an
“agreement” with PageSoutherlandPage (PSP), in July 2001 for PSP to
provide Super Station programming services to the city, originally estimated
by PSP at $42,000 (see attached letter from PSP dated July 27, 2001), without
any contract or signed agreement. PSP performed the programming for
the Super Station and developed the programming packet, which was distributed
with the original RFP (October 19, 2001). This work was done without any
signed contract with the city and without approval or authorization from city
council. On page four (4) of the RFP (attached) under the Proposed
Lease Terms the RFP states the proposal submitted “should include a
reimbursement cost of $50,000 for the basic Super Station programming which
has been completed”. Since there had been no contract with the
city and Building Services had not made it clear to PSP regarding when and how
payment would be made to PSP, PSP issued a letter dated October 31, 2001
(attached) clarifying their expectations and understanding or the
“agreement”.
5)There appears to be a significant discrepancy between the written
communication from Building Services to PageSoutherlandPage (PSP) regarding
the scope of PSP’s work for the city, and what PSP was verbally asked, by
Building Services, to prepare as a proposal letter for programming services.
The original RFQ issued by Building Services and used to select PSP, listed
only the Super Station as the scope of the project. Additionally, a
letter to PSP dated July 16, 2001 (“Letter of Award” from Building
Services) further indicates the project was for the new Super Station only.
However, after reviewing the two proposal letters to Building Services
(attached - July 18, 2001 and July 27, 2001) and after conversations with PSP
representatives, it is clear that PSP was asked (verbally) to prepare a
proposal for programming services for both the Super Station and/or the
administrative headquarters. This is indicated by the fact that both
proposal letters specifically refer to programming for “the two adjacent
facilities” and “combined programming”.
6)In discussions I have had with PSP representatives, it appears
that in a meeting in city offices on August 24, 2001 with representatives from
Building Services, city personnel asked PSP to be “assigned” to
Keystone Group Inc. (a prospective developer of the project) as a
subcontractor to do programming work. Keystone Group Inc., a private
development company, was also present at the meeting on August 24, 2001.
Previous to this meeting PSP was not aware of Keystone’s involvement in the
project. This is a full two (2) months before the RFP was issued
(October 19, 2001) for the combined projects. At that time Keystone has stated
that they were not the owners of the Federal Reserve location, which the City
had previously looked at, but had recently put a contract on the property.
It is evident that Keystone’s involvement and work with the Administration,
Building Services, and PSP on this project was substantially before any RFP
was crafted or issued. This relationship would obviously have given them
a substantial advantage in developing any proposal. PSP subsequently performed
programming work on the Super Station for the city and site-specific work on
the Federal Reserve location for Keystone Group.
7)The Building Services department failed to take initiative in
distributing and sending out the RFP to known developers and landowners in the
downtown area, electing only to advertise the RFP in the Chronicle and Houston
Business Journal on two occasions (October 19 & 26, 2001). Since
the Building Services department was formed solely to handle city facilities,
I find it incomprehensible that they did not actively seek every opportunity
to incorporate as many proposals as possible and take the initiative to
contact a broad scope of possible developers and stake holders.
8)The time line imposed by
Building Services from the date of the initial advertisement of the RFP,
(October 19, 2001), to the deadline for submitting completed proposals for the
combined facilities was three (3) weeks total. When dealing with a
project of this scope (approximately $22 million) and complexity, I cannot
believe that the taxpayers of Houston were well served by imposing such an
incredibly tight and unrealistic timetable for prospective bidders. I
would like the Building Services department to explain the benefit of such a
deadline?
After review of the handling and crafting of this project and RFP by Building
Services, I do not believe the taxpayers of Houston have been properly
represented. Additionally, I believe there are significant errors in the
handling of this project by Building Services personnel that warrant review.
I believe the proper course of action would be to develop a new RFP without the
unnecessary, costly, and unwarranted restrictions originally placed on this
project and move forward with purchase and building of the Super Station. The
administrative office project should be weighed against additional needs for
other capital projects and available bond funds. That is the only way the
taxpayer’s interest can be served and create a more competitive bidding
process and best value for the city.

I've never written this site, but I do agree
with the issues it raises tIme after time. I am a police officer with this
city with nearly 16 years experience. I don't hold myself out as an all
knowing employee of administration politics. In fact, it's usually easier
for me to just do my job and watch some of the utopian pinheaded department
heads try to justify their inflated salaries, not to mention some of the
nutty policies they dream up. I work the streets. I've never forgotten where
I came from, and I do my best to be a good public servant. I'm sure many of
our readers are aware of our illustrious chief's recent comments, which in
his rebuttal of what was actually said was "taken out of context".
Hello? If people really don't
believe it was veiled threat that more productivity isn't related to ticket
writing, they don't have ears. The man said tickets and productivity
practically in the same two minutes. Translation? If you run calls in your
area, help citizens with problems like YOU SHOULD, and this isn't
considered "being productive". Patrol is badly
understaffed now because of administration has manpower stretched on
"feel good" assignments. Not helping you when you call for a cop,
but doing things that aren't even police related. Are these officers
going to be considered in arbitrary firings too? I don't understand why the
public doesn't ask about this. They sure seem to have alot to say about
waiting for over and hour for a officer after they've called for service. And
what does administration do in response to the shortage? They are now trying
pilot programs that MANDATE THE AMOUNT OF TIME AN OFFICER CAN SPEND ON YOUR
CALL. In one area of our city you have 45 minutes from the time you receive
the call to the time the report is to be done, or you are AUTOMATICALLY put
in service. Your problem is worth 45 minutes. And your report? Think about
it; if an officer has 3-4 reports at the end of the shift to do (with no
overtime for pay allowed) how much quality in documentation do you get? If
the report is handed over to the next shift (which is routine) they now have
your work load and THEIR reports to do. Brown started neighborhood oriented
policing, so he knows what's going on. It's got some merits, but
overall it fails in providing service. Patrol has to pull that slack. And one
final point that I could write alot about also-why isn't Quanell X
of the new Black Panther Party not required to go through the metal
detectors at headquarters? The police chief can answer this
I'm sure-he has lunches with this individual from time to time-just a
thought, that's all

you want a little investigating to do check out and see of Capt Goralski
really got stopped for DWI by Harris County SO last week in the Jersey Village
area and they called an Asst Chief (unk which one) out to pick him up.
So far it seems true, but the cover-up is pretty big, too big for me to crack.

Dear Chief:
My travels in the city looking for police presence shows an abundance of empty
police cars parked around police stations. Visible police manpower is mostly
off-duty officers working other jobs.
It is well known that police presence in an area deters crime. It can¹t be
argued that prevention is more desirable that prompt response after a crime is
committed. Your staff¹s response to incidents is commendable. There needs to
be more effort directed at prevention. Your people need to get out of their
cozy offices and into the neighborhoods. They should also spend more time
ticketing traffic offenders, especially those who ignore red lights. That¹s a
major problem in Houston.
One officer told me that he and other officers seldom stop Hispanic drivers
for expired stickers because these drivers usually don¹t have insurance. He
said the amount of fines levied against Hispanics would be disproportionate
and would appear discriminatory. Ain¹t that a gas?
Here¹s some words from a letter I sent to you on October 13, 2000:
Reduce the size of the police force to only those who do the job for
which they were hired with enthusiasm. Consider that a force in which 30 % do
only a half fast job is only 85% effective. A force of 85% the current size
working at 100% efficiency can obtain the same results at considerably lower
cost. The size of a force is not a reflection of its effectiveness.
Revenue from court fines is still way down. Obviously your officers are
still on strike. It¹s time you took some action. Help!
Indian and Pakastani engineers in the City of Houston Public Works
Department, empowered by recent successes, are strong-arming prime
consultants to use Jasbir "Bobby" Singh of Associated Testing Labs
as their subconsultant. The implied threat is that they will not
get future work unless they use him. Mr. Singh is following up by calling
the consultants and letting them know that Bert Keller and Mayor Brown will
be sorely disappointed if they don’t give him work. On top of all
that, Isani Consultants, which is also owned by the aforementioned Mr.
Singh, just received a $400,000 contract to do construction management; a
field in which they have no experience.
ISN’T AFFIRMATIVE ACTION GREAT! A RAGHEAD FRED MARTINEZ.

Houston Gossip-three weeks from the heat of early
voting
The Houston Gossips are talking about Texas' 25th
Congressional District and the fundraisers being held. Carroll Robinson seems
to have several a week,
Paul Colbert soon has his famous chocolate party. Stephen King had his 50th
Birthday party and Chris
Bell had a kickoff with Mayors Lee Brown and Bob Lanier.
The
two Mayors endorsed Bell big time during a crowded, racially and politically
diverse event
last Thursday night. The Bell campaign's press release with poll
numbers showed Bell had a lead of 33% to Carroll Robinson's 19%.
Former State Rep.
Paul Colbert,
recently endorsed by the Houston Chronicle was at 7%
and wealthy lawyer and Democratic activist King
was at 2%.
King, who does not write horror books, does have 4X8 signs popping up around
town and bumper stickers blasting from cars around the district.
The poll was done two weeks ago.......
Federal court ordered anti-racial gerrymandering redistricting had the
entirety of Fort Bend County in Tom DeLay's CD-22 from 1996 to now which made
CD-25 Republican but now its considered a more solidly Democrat district.......
This is what has been fueling Robinson run to become Texas' third black US
Rep. and his run for an
email list of endorsements that continues to grow and includes President
Bush's minister Kirbyjon Caldwell as an endorsement as well as his
predecessor at Houston City Council at large position 5 Judson Robinson III
but both are now denying authorizing the endorsements...........
WELL, GOOD THING THEY WAIVED THE RESIDENCY
